CALL TO ORDER
Reeve Diane Brewer called the meeting to order at 6:00 p.m.
- DECLARATION OF PECUNIARY INTEREST:
Kelly Moore declared a pecuniary interest in item #8.34.

WATER:
SWM and Newbury water agreement. (cc. Council) Council approved that the agreement be signed and returned with the following added statement. “As of November 1, 2013, the Village of Newbury will not accept liability for any change in the water system that could have an adverse effect on the system.”
Kelly declared a pecuniary interest in the next issue.
Would Council consider having an agreement with a contractor who can do basic water and sewer repairs up to a certain amount of money so that the Clerk does not have to go out and get three quotes for every job as per Council’s normal request.
Council agreed that the Village enter into an agreement with a contractor to do water and sewer repairs and passed the following motion.

“THAT CPE Services be asked if they would be interested in being Newbury’s first call for any emergencies or other minor water and sewer repairs up to $500.”

Council then discussed hiring a contractor to finish installing all the electronic meters in the Village.

“THAT CPE Services, Greg Penny and Greg McLean be asked to submit a quote on replacing the balance of the electronic meters within six months and to validate the installation by checking the outside read with the meter gun and that if any wires are damaged the expense be billed to the homeowner.”

Kelly has inspected the waterline at 22943 Hagerty Road.
The Property Standards Officer has asked for Council’s authorization to proceed with a building demolition.
The Clerk has suggested that both items be discussed in an in-camera meeting.

FCHS water meter update. Kelly has not ordered the meter yet – he stated that there is only a 12 inch area to work in where the meter has to be replaced.

-Training records. Ralph has provided November’s training sheet.
-Chad will provide the following at the January meeting: Surplus equipment, draft Fire burning by-law, bunker gear inventory list with expiry dates and the air bottle inventory list with expiry dates.
-Sale of old fire truck. Council suggested they would accept any reasonable offer.
-Internet at firehall. Jeff inspected the internet at the firehall and found it to be unplugged. He said there is good reception. Has anyone tried it yet?
-The firehall siren was repaired by CPE
-Pump quote for repair.
-Hydrant use sheets – please forward to the office.
Chad gave Council an updated report on purchasing air packs.

Council minutes of the regular Council meeting held on November 4th and the Special meeting held on November 14th, 2013.

4.BUSINESS ARISING FROM THE MINUTES:
- Entegrus approved Newbury removing Section 4 a. of the billing agreement which states that Entegrus will install and remove Newbury’s Christmas ornaments. Entegrus has signed and returned the agreement.
- As per Newbury’s lawyer’s advice the draft agreement was given to the property owner regarding the property’s non conforming use. No response to date.
- Councillor Marie Falk attended the meeting of the Legion Ladies Auxiliary of Branch 583 Newbury on November 22nd and presented them with a certificate congratulating them on their 50th Anniversary and also with a cheque for $500 to help with their kitchen renovations.
- An email was sent to Holly Wirth, OCWA, advising her that Newbury would like confirmation in writing that Newbury will not be held responsible or liable for any health issues or other issues that may occur due to using peroxide in the water before Newbury Council will sign the MOE application papers for regulatory relief. No response to date.
- The purchaser of the Tucker St. lots has asked when Council will get them re-surveyed into 3 lots instead of four.

5.CORRESPONDENCE:
INFORMATION ITEMS
1.The Clerk asked Newbury’s neighbouring municipalities if their auditor charged extra for preparing the yearly Financial Information Return for the Ministry. A summary is included with the agenda package.
2.Ministry of Citizenship and Immigration inviting our municipality to participate in the 2014 Volunteer Service Awards – deadline is January 25th.
3.Bill Menzie, Newbury’s Animal Control Officer has issued three warnings on Wellington St. for dogs barking.
4.Thank you card from Councillor Marie Falk for her gift certificate from Council.
5.Ontario Municipal Partnership Fund (OMPF) 2013 and 2014 information. (cc. Council)
6.Municipal World Magazine – December, 2013.
7.Union Gas advising that they have filed an application with the Ontario Energy Board seeking changes to the regulated gas distribution, transmission and storage services effective Jan. 1st, 2014. If approved a typical Southern Operations residential customer consuming 2,200 m3 would see an increase of $1 - $2 per year.

9. (a) NEW & UNFINISHED BUSINESS:
- A-Xcavating notified the office that there are some overgrown trees obstructing a portion of the sidewalk on Hagerty St. north and they have asked that the trees be cut back. A letter was written to the property owner asking for the trees to be cut.
- CPE has been asked to do regular maintenance on the municipal office generator.
- Would Council consider allowing the Clerk to print all minutes and by-laws on standard size paper instead of legal size?
- Councillor Chris Degraw has notified the office that the Village has been offered a gas fryer and grill for the park booth.
