1.This is Supplemental Accessibility Review No. 1 (SAR-1) to the Preliminary Accessibility Review (PAR) dated, December 20, 2014, for compliance with the HUD Fair Housing Accessibility Guidelines (FHAG), and the Americans with Disabilities Act Accessibility Guidelines (ADAAG-2010) Title III. No review was done for ADAAG Titles I or II, or local accessibility requirements. See COMMENTS No. 1, 2, & 3 at end of PAR dated,December 20, 2014.

ACCESSIBILITY REQUIREMENTS

1.General:

A.Code Analysis (A1.1): COORDINATE, on A1.1, IBC-2012 is referenced, however, ‘Means of Egress’ references 2009 IBC.

B.International Building Code (A1.3): REVISE, on A1.3 Statements, notes 2009 IBC & ANSI A117.1-2003, however, Titles, at top of sheets A1.3 thru A1.3B reference 2012 International Building Code, which in Chapter 11 Section 1101.2 references ICC A117.1-2009.

2.Dwelling Units: These are non-elevatored buildings, therefore, only ground floor dwellings are considered ‘covered’ by the Fair Housing Accessibility Guidelines (FHAG).

A.Type AFair Housing Act (A1.4 & A1.4A): REVISE, on A1.4 & A1.4, titles indicate ICC/ANSI A117.1-2003, must be ICC A117.1-2009.

FAIR HOUSING ACT GUIDELINE (FHAG) REQUIREMENTS

______

REQUIREMENT 1: Accessible Building Entrance on an Accessible Route

1.01Accessible Routes: Min. one (1) accessible route must be provided from public streets, public sidewalks, transportation stops within site limits, passenger loading zones, and from accessible parking spaces to building entrances. Running slopes up to 5.0% (1:20) allowed. Cross slopes up to 2.0%(1/4”:12”) allowed. Ramp running slopes over 5.0% (1:20) to 8.33% (1:12) allowed with handrails. Curb ramp running slopes up to 8.33% (1:12) allowed without handrails. Running slopes over 8.33% (1:12) not allowed for accessible routes.

A.Public Streets and Sidewalks:

1.Curb Ramps (A2.11): REVISE, on A2.11/5 & /6, depressed sidewalk curb ramp bottom landings must be min. 5’-0”w, currently dimensioned as 3’-6”. REVISE, on A2.11/6, grooves are not allowed at exterior locations, refer FHAG ANSI A117.1-1986 Section 4.27.2.

2.Trees (L-Series): INDIATE, L-Series, trees planted adjacent to accessible routes and accessible areas do not have limbs below 80” AFF.

B.Site Sidewalks(A2.10, C-10, & C-12): Refer 1.01.A comments.

1.Pedestrian Access Gates (A2.11): Two (2) gates provided, both gates must be accessible. INDICATE, on A2.11/7, gateshave min. 18”w net clear pull side clearance and min. 12”wclearpush side clearance. INDICATE, on A2.11/7, gate hardware is lever type mounted on both sides of gates within 48” AFF.

2.Trash / Recycle Enclosure (A2.10, C-10, C-12, & L1.00): REVISE, on L1.00,must provide accessible route to both trash and recycle areas.

C.Public Transportation Stops within Site Limits (A2.10, C-10, & C-12): No indication on C-Series if public transportation stops provided within site limits. VERIFY, with local authorities, if stops are planned or proposed within project site limits, if so, must provide an accessible route to clubhouse/leasing center entrance and dwelling unit building entrances.

E.Accessible Parking Spaces(A2.10, C-10, & C-12):

3.Common-UseGarages (A2.10 & A4.51A): COORDINATE, garage G19 plan on A2.10 is reverse of A4.51A/1 plan. Accessible route from accessible garage to dwelling unit building entrances appears provided.

REQUIREMENT 2: Accessible and Usable Public and Common Use Spaces

2.01Parking – Accessible: Min. 2.0% of the different parking types serving ‘covered’ dwelling units must be accessible. Accessible parking spaces must be min. 8’-0”w with min. 5’-0”w access aisle at standard accessible parking space and have min. 8’-0”w access aisle at van accessible parking spaces. Accessible parking spaces and access aisles must have slopes not exceeding max. 2.0% in any direction. Signage must not be obscured by vehicles, and must be min, 60” AFF (parking surface). Accessible parking space widths and access aisle widths must be measured to centerline of striping.

NOTE: 285 single level dwelling units are provided on-site with 95 dwelling units located on the ground floor and considered ‘covered’ by FHAG, which is approx. 33.0%. Therefore, approx. 33.0% of each type of parking would be designated for ground floor dwelling units.

A.Surface Parking(TABS, A2.10, & C-16): REVISE, on A2.11/4 & C-16 Handicap Parking/Ramp Detail, accessible parking space and access aisle widths must be to centerline of striping.

1.Clubhouse /Leasing Center (A2.10, C-10, & C-12): REVISE, onA2.10, C-10, & C-12, must also provide min. one (1) additional accessible parking space for resident use of mail room, refer FHAG Requirement 2 ‘Chart’ item 4, last sentence, and FHA-DM pg. 2.23 ‘boxed’ notes (total 3 accessible parking spaces).

2.Pool Area: REVISE, must provide min. one (1) accessible parking space with access aisle.

3.Trash / Recycle Enclosure (A2.10, C-10, & C-12): REVISE, must provide min. one (1) accessible parking space with access aisle.

4.Dog Park (L1.00): REVISE, must provide min. one (1) accessible parking space with access aisle.

B.Carports (A2.10): INDICATE, access aisle is also covered.

C.Common-UseGarages (A2.10, C-10, A4.51A, & A4.51B): COORDINATE, garage G19 plan on A2.10 is reverse of A4.51A/1 plan. INDICATE, on A4.51B/2, 2% slope as max.

2.02Resident Common-Use Areas - Interior:

A.General:

1.Access Controls (E-Series): INDICATE, on E-Series, access controls are in accessible locations with top of controls within max. 48” AFF.

2.Fire Alarms (E-Series): INDICATE, on E-Series,top of pull station not to exceed max. 48” AFF.

3.Thermostats (M-Series): INDICATE, on M-series, top of thermostat controls not to exceed max. 48” AFF.

4.Fire Extinguishers: INDICATE, if provided along accessible routes, extinguishers/ cabinets projecting more than 4” from wall, must have bottom of cylinder/cabinet not exceeding max. 27” AFF -or- have cane detection devices.

5.Flooring Transitions (ID-Series): Details not submitted for this review. INDICATE, flooring transition strips do not exceed max. 1/2”h with top 1/4” having 1:2 or shallower bevel. If transition strip exceeds max. 1/2”h must have 1:12 or shallower slope.

NOTE: 1/2”h ‘quarter-round’ style transition strip, is not considered accessible as 1:2 or shallower slope is not provided.

B.Clubhouse / Leasing Center (A8-SeriesID-Series):

1.Entrance Porch (A8.1, A8.12, S-Series,ID-Series): REVISE, on A8.12/3,reception/waiting area finish floor material surface at door 1 must be ‘flush’ with exterior finish surface per ADAAG-2010 Section 404.2.4.4. REVISE, on A8.12/3, threshold must not exceed max. 1/2”h per ADAAG-2010 Section 404.2.5.

a.Entrance Door (A8.0): INDICATE, on A8.0, door type 1 bottom rails are min. 10”h.

2.Reception Area (A8.1, A8.6, A8.6B,ID-Series): Must comply with ADAAG-2010 as for use by prospective residents (general public), and with FHAG as for use by residents. INDICATE, on A8.6/2,if wall mounted TV projects more than 4” from wall must have cane detection device. INDICATE, min. one (1) table not to exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach. COORDINATE, door to great roomshould be designated R1.

a.Beverage Counter (A8.6): INDICATE, on A8.6/1 if countertop beverage machine provided, controls not to exceed max. 48” AFF.

b.Leasing Counters (A8.6B): INDICATE, on A8.6B2, min. 30”w section of counter has min. 19”d knee space.

3.Leasing Area (A8.0, A8.1,ID-Series): Must comply with ADAAG-2010 as for use by prospective residents (general public), and with FHAG as for use by residents.

a.Offices (2): INDICATE, doors3,if having privacy lock-sets, must be push-button type. INDICATE, on A8.0, door type 3 bottom rail is min 10”h.

i.Assistant Managers Office: INDICATE, on A8.1, closet not to exceed max. 24”d, if exceeding 24”d, door must min. 32”w net clear opening.

b.Break Room (A8.6A): INDICATE, on A8.0, door type 4 bottom rail is min 10”h. INDICATE, on A8.6A/1, min. 50.0% of refrigerator freezer space is within 54” AFF. INDICATE, if table provided, must not exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach.

c.Work Room: INDICATE, on A8.0, door type 4 bottom rail is min 10”h.

3.Great Room (A8.1 & ID-Series): Must comply with FHAG as for use by residents and their guests only. INDICATE, on A8.6/8, if wall mounted TV projects more than 4” from wall must have cane detection device. INDICATE, on ID-Series, min. one (1) table at each seating area not to exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach.

a.Kitchen Area (A8.6): INDICATE, on A8.6/5, sink knee space is min. 30”w net clear, centered on sink. INDICATE, on A8.6/9, work space knee space is min. 30”w net clear. REVISE, on A8.6C/1 knee space must be min. 19”d, refer FHAG ANSI A117.1-1986 Section 4.35.5.4 & Fig. 50(b).

i.Sitting Bar: INDICATE, on A8.1, island countertop ends to opposing countertop edges and appliance faces is min. 40”w net clear. REVISE, on A8.6/5 & /6, min. 30”w section of countertop not to exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach.

b.Fireplace (A8.6): INDICATE, on A8.6/8, if fireplace controls are for use by residents, must be min. 15” AFF to within 48”AFF and not require tight pinching or twisting of wrist to operate.

c.Patio (A8.1, A8.12, ID-Series): INDICATE, interior finish floor material surface at doors1 not to exceed max. 1/2” above exterior finish surface. REVISE, on A8.12/3, threshold must not exceed max. 1/2”h per FHAG ANSI A117.1-1986 Section 4.13.8.

4.Business Center (A8.1, A8.6,ID-Series): Must comply with FHAG as for use by residents and their guests only. COORDINATE, entrance door should be designated R2. INDICATE, ‘pocket’ doors 5, have accessible type hardware that is accessible when doors are fully open and fully closed.

5.Conference Room (A8.1 & ID-Series): Must comply with FHAG as for use by residents and their guests only. COORDINATE, entrance door should be designated R2. INDICATE, if wall mounted TV provided and projects more than 4” from wall must have cane detection devices. INDICATE, conference table not to exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach.

6.Fitness Center (A8.1, A8.6A, ID-Series): Must comply with FHAG as for use by residents and their guests only. INDICATE, when installed, min. 36”w accessible route to min. one (1) of each type of fitness equipment. INDICATE, if dispensers provided, controls/slots must not exceed maximum 54” AFF for parallel approach or 48” AFF for forward approach, and if projecting more than 4” from wall, must have base not exceeding 27” AFF or have cane detection device.

NOTE: Current ANSI A117.1’s have max. 48” AFF for both parallel and forward approaches.

7.Mail Station (A8.1 & A8.6A): Must comply with FHAG as for use by residents only. INDICATE, on A8.6A/9 & /11, ground floor dwelling unit MB’s have locks centered within 54” AFF. INDICATE, on A8.6A/9 & /10, all parcel lockers have locks centered within 54” AFF. REVISE, on A8.1, gate must have min 12”w x 48”d net clear push side clearance.

NOTE: Current ANSI A117.1’s have max. 48” AFF for both parallel and forward approaches.

8.Restrooms (A8.1ID-Series): Must comply with ADAAG-2010 as for possible use by prospective residents (general public).

a.Mens Room (A8.6AP-Series): INDICATE, door type 4 bottom rail is min 10”h. INDICATE, urinal partition, on sink side, not to exceed max. 24”d, if exceeding 24”d urinal alcove must be min. 36”w net clear. INDICATE, if floor drain provided, slopes not to exceed max. 2.0% in any direction.

i.Accessible Toilet: INDICATE, stall dooris self-closing and has accessible hardware on both sides. INDICATE, TP dispenser centered 8” from front edge of toilet. INDICATE, if provided, coat hook not to exceed max. 48” AFF.

a).Grab Bars: This is a possible building code issue not an ADAAG or FHAG issue. ICC A117.1-2009 Section 604.5.1 requires a vertical side wall grab bar on A8.6/6.

b.Womens Room (A8.6AP-Series): INDICATE, on A8.0, door type 4 bottom rail is min 10”h. INDICATE, if floor drain provided, slopes not to exceed max. 2.0% in any direction.

i.Accessible Toilet: INDICATE, stall door is self-closing and has accessible hardware on both sides. INDICATE, on A8.6A/8, TP dispenser centered 8” from front edge of toilet. INDICATE, if provided, coat hook not to exceed max. 48” AFF.

a).Grab Bars: This is a possible building code issue not an ADAAG or FHAG issue. ICC A117.1-2009 Section 604.5.1 requires a vertical side wall grab bar on A8.6/8.

9.Hall Area (A8.1, A8.6B,ID-Series): Must comply with ADAAG-2010 as for use by prospective residents (general public), and with FHAG as for use by residents.

a.Entrances: Two (2) entrance locations provided, both must be accessible. INDICATE, interior finish floor material surface at doors 3 not to exceed max. 1/2” above exterior finish surface. REVISE, thresholds at doors 3 not to exceed max. 1/2”h per FHAG ANSI A117.1-1986 Section 4.13.8.

i.North Entrance: Adjacent to mail station. INDICATE, on A8.1, door 3 if having latch and closer, must have min. 12”w net clear pull side clearance within 8”of door plane, appears impacted by masonry veneer.

ii.Patio: INDICATE, on A8.1, door 3 has min. 18”w x 60”d net clear pull side clearance appears tight with no allowance for construction tolerance

b.Vending Area: indicate, on A8.6B/5, vending machine controls are within 48” AFF, and dispenser slots are min. 15” AFF.

c.Drinking Fountains: REVISE, on 8.6/3, 2’-3”h knee space must be ‘absolute’ not max. INDICATE, on A8.6B/3, hi-fountain has spout within 38” – 43” AFF, RECOMMEND, 40” AFF, to allow for construction tolerance.

C.Maintenance Building (A4.52):

1.Maintenance Area: Must comply with ADAAG-2010 as for use by employees only.

a.Entrance: INDICATE, door 1 bottom rail is min 10”h.

b.Unisex Restroom (A4.52A & P-Series): INDICATE, door 7 bottom rail is min 10”h. INDICATE, door 7 privacy lock-set is push-button type. INDICATE, on A4.52A/8, bottom edge of mirror reflective surface not to exceed max. 40” AFF. INDICATE, on A4.51A/7, TP dispenser centered 8” from front edge of toilet. INDICATE, if provided, coat hook not to exceed max. 48” AFF. INDICATE, if floor drain provided, slopes not to exceed max. 2.0% in any direction.

2.Dog Wash Room: Must comply with FHAG as for use by residents only. INDICATE, on A4.52/2, door 1 has min. 18”w x 60”d net clear pull side clearance.

a.Pet Wash Stations: Two (2) pet washing units provided, min. one (1) unit must be accessible. Must comply with FHAG as for use by residents only. INDICATE, accessible pet washing unit has floor of unit min. 15” AFF. INDICATE, washing unit controls are min. 15” AFF to max. 48” AFF, in an accessible location, and do not require tight grasping, pinching, or twisting of wrist to operate. INDICATE, leash restraint is within 24” of front of wash unit.

b.Grooming Counter (A4.52A): REVISE, on A4.52A/5, min. 30”w section must have min. 30”w x 27”h x 19”d knee space for forward approach. INDICATE, leash restraint is within 44” AFF.

2.03Resident Common Use Areas - Exterior:

A.Clubhouse Patio (A8.1 & ID-Series): INDICATE, on ID-Series, min. one (1) table not to exceed max. 34” AFF with min. 30”w x 27”h x 19”d knee space for forward approach.

1.Fireplace: INDICATE, if fireplace controls are for use by residents, must be min. 15” AFF to within 48” AFF and not require tight pinching or twisting of wrist to operate.

2.Drinking Fountains: INDICATE, lo-fountain has 27”h knee space and spout outlet not exceeding max. 36” AFF. RECOMMEND, hi-fountain spout at 40” AFF.

B.Dwelling Unit Buildings (A4-Series): The following comments apply to ground floor areas only.

1.Corridor /Breezeways: Must comply with FHAG as for use by residents and their guests only. Refer 2.02.A.24 comments.

C.Pool / Pavilion Area(L-Series): Landscapehardscape documents only submitted for this review. Must comply with FHAG as for use by residents and their guests only.

1.Accessible Routes:

a.Access Gates(L1.05 & L1.08): REVISE, on L1.05, two (2) north side gatesmusthave min. 18”w x 60”d net clear pull side clearance, currently ‘scales’ approx. 3’-6”d. INDICATE, on L1.08/A, gate hardware is mounted on both sides of gates within 48” AFF.

2.Pool Deck(L1.05): INDICATE, on L1.05, slopes not to exceed max. 2.0% in any direction.

3.Rescue Aids(L1.05): INDICATE, on L1.05, must be in an accessible location and mounted within 48” AFF.

4.Emergency Phone(L1.05): INDICATE, on L1.05, if provided, must be in an accessible location and controls within 48” AFF.

5.Table Seating(L1.05): INDICATE, on L1.05, min. one (1) table,at each table seating area,not to exceed max. 34”h with min. 30”w x 27”h x 19”d knee space for forward approach. INDICATE, if provided, table umbrellas when open, have min. 80”v clearance.

6.Trees (L-Series): INDIATE, L-Series, trees planted adjacent to accessible routes and accessible areas not to have limbs below 80” AFF.

7.BBQ Grill Areas (L1.05 & L1.08): Two (2) locations provided, min. one (1) grill must be accessible. INDICATE, on L1.08/F, grill controls not to require tight pinching or twisting of wrist to operate.

8.Bocce Court (L1.05 L1.07): INDICATE, on L1.05, accessible route is provided to court surface. REVISE, on L1.05 & L1.07/M, court must have min. 60”x60” firm and stable surface areas at each end of court, and compacted decomposed granite does not meet this criteria.

NOTE: Refer ADAAG-2010 Section 302, Advisory 302.1 General, for clarification of acceptable accessible surfaces.

9.Yoga Deck (L1.05 & L1.07): REVISE, on L1.05 & L1.07/L, accessible route must be provided to deck surface.

D.BBQ Grill Areas (A2.10, C-10, C-12, & L-Series): Two (2) locations provided adjacent to buildings 17 & 19, and maintenance building, due to locations, recommend bothlocations be accessible. Must comply with FHAG as for use by residents and their guests only.

1.Buildings 17 & 19(L1.02): INDICATE, on L1.02, grill cooking surface not to exceed max. 34” AFF, and controls not to require tight pinching or twisting of wrist to operate. INDICATE, on L1.02, picnictable not to exceed max. 34”h with min. 30”w x 27”h x 19”d knee space for forward approach.
