Primary Objectives of Position /
  1. Provide educational leadership to language staff and strategic advice to the Executive leadership group in relation to all programs and services offered by the Holmesglen Language Centre.
  2. Initiate, plan, promote and manage the programs, services and activities of the Centre in both the recurrently and non-recurrently funded areas.
  3. Participate in senior management policy development and strategic planning for the Institute.
  4. Manage the human, financial and physical resources of the Centre in an effective and efficient manner in order to achieve compliance with relevant Institute and external standards.
  5. Develop, manage and monitor the budget for the Centre.
  6. Ensure that all activities of the Centre are consistent with the mission, values and objectives of the Institute and that all facets of the Holmesglen Management System are adhered to.
  7. Establish and maintain a safe work environment that is compliant with Holmesglen OH&S policies and procedures for the Centre.

Internal Communication Requirements / To maintain effective lines of communication with members of the Leadership Group, Assistant Manager, Senior Educators, teaching and support staff both within and external to the Centre, and Deans of Faculties, Director of International Centre and Heads of Administrative Departments.
External Communication Requirements / To liaise with the Higher Education and Skills Group, State and Commonwealth Government departments, relevant professional associations, Vocational Education & Training (VET) bodies, universities, community and industry bodies and other training providers relating to the Centre.
Specific Accountabilities /
  1. Provide strategic and operational planning for the Centre and the Institute as required.
  2. Provide educational leadership to all Centre personnel in all aspects of the Centre’s operations.
  3. Establish and maintain links with Industry, professional bodies and the wider community, promoting the Centre and the Institute to the community and industry, developing strategic alliances which will benefit both the Centre and the Institute.
  4. Prepare and monitor annual program profiles, staffing schedules, salary and non-salary budget submissions for the costs within the Centre.
  5. Manage the delivery of both recurrent and non-recurrent training programs across the Centre.
  6. Ensure Institute targets for Centre courses are met, initiating new programs to meet industry and community needs and promptly providing statistical data and reports as required.
  7. Prepare an annual set of key result areas for the position (KRAs).
  8. Negotiate and monitor Key Result Areas (KRAs) with Assistant Manager and Senior Educators.
  9. Maintain effective lines of communication with the Leadership Group, Management, Teachers and Support Staff throughout the Institute.
  10. Ensure effective management of staff selection, staff professional development and performance reviews takes place.
  11. Participate in committee meetings as required.
  12. Manage student discipline requirements at a Centre level.
  13. Ensure the Centre’s operations and procedures conform to the Institute’s Management System and the AQTF.
  14. Act in accordance with Holmesglen Safety policies and procedures to ensure the Centre is compliant with OH&S legislation.
  15. Establish and maintain a work environment which is free from discrimination, bullying and harassment in accordance with Institute rules and policies.

Qualifications /
  • Relevant Degree and postgraduate qualification and experience,
  • Extensive management and leadership experience or an equivalent combination of relevant management and leadership experience and or education and training.
  • An approved teacher training qualification.

Knowledge /
  • An in-depth knowledge of the Vocational Education and Training system and Higher Education.
  • A sound knowledge of the English language training sector, the courses and Community partnership arrangements therein.
  • A sound understanding of current issues in VET and Higher Education.
  • Knowledge of the requirements of the AQTF.
  • Thorough knowledge of policies and practices relating to Equal Opportunity (EO), Occupational Health and Safety (OHS), bullying, harassment and privacy legislation.

Experience /
  • Proven successful experience in senior management in an educational environment.
  • Extensive experience in leading, motivating and managing large and diverse groups of staff.
  • Financial management experience, particularly with costing, budgeting and expenditure control.
  • Experience in the Vocational and/or Higher Education sectors.
