Position Title:Procurement Specialist

Reports to:Provincial TeamLeaders

Location:Based in Lahore

Introduction:

The PHNP Technical Cooperation and Roadmap (TC & RM) isafouryear programme prioritizing support tothe governments ofPunjab and KhyberPakhtunkhwa provinces to improvehealthandqualityoflife. Particular focus is onreproductive,maternal,newborn and child health includingnutritionwith the aim of supportingeffective implementationof healthsectorstrategies that willleadtotheachievementofthehealthMDGs.The programmeprioritizes women,childrenandthe poor inrural areas withthe greatestneeds.Specifically the programme willsupportthe provincial and district governments byproviding highquality technicalassistance firevidence-based and effective policies, practices and reforms and their implementation. The programme willalsosupport the development of'HealthReform Roadmaps' inthe two provinces for delivery ofpriority health sector resultsthrough policy and service improvements, andestablishing mechanismtomonitor implementation ofthe roadmaps. Capacitystrengthening in performance,financial andhuman-resourcemanagement,aswell as using existing healthinformationsystem(DHIS)andexternal third party validationmechanismsmonitoringqualityofservices andbuildingresilienceingovernment programmes andability to respond effectivelyduringconflictand natural disastersarealsofeatured within the programme. The PHNPTCRMwillhave headofficeinLahoreand provincialoffices inLahoreand Peshawar.The provincial personnelare requiredtotravel extensively within the provinceoftheir assignment,andto Islamabad for meetings with DFID.

The incumbent willprovide technical support, directly and through consultants, to health departments and programmes at provincial and district levels for strengthening their procurement and logistic systems and building related capacities for timely procurements of drugs, supplies, equipment and services with the ultimate goal of uninterrupted delivery of services to the people, particularly to women and children. He/she will work closely with the provincial health departments and programmes and concerned district authorities, under the guidance of respective TRF+ Provincial Team Leader in Punjab and KP, to:

  • Develop Technical Assistance work-plans for health department and programmes, at both provincial and district levels, to be approved by the TRF+ Executive Committee in each province.
  • Liaise with the provincial and/or district officials for identification of their TA needs.
  • Implement approved TA work plan relating to procurement by providing TA directly and/or through consultants as per specific TA requirement.
  • Ensure all processes of procurement of consultants for TA comply with best international practice including:
  • TA falls within the parameters of the programme purpose and outputs;
  • Clear specification of purpose, outputs, activity, timeframe, personnel required and budget;
  • Quality assurance of TA process, outputs and outcomes; and
  • Cost is contained and accounted for.
  • Brief and debrief TA consultants or consultancy firms as appropriate.
  • Monitor effectiveness of TA against its specification.
  • Contribute to developing a national database of consultants, including meeting and assessing potential TA support personnel.
  • Contribute to lesson learning and dissemination of knowledge products.
  • Ensure provision of quality TA and drive implementation of the Procurement Capacity Development Plan as approved by the Department of Health.
  • Responsible for implementation and compliance with the Mott MacDonald Integrated Management System regulations.
  • Contribute to writing programme reports and collating statistics as required by the Provincial Team Leader.

The post holder will be based in Lahore and required to frequently travel to Khyber Pakhtunkhwa spending approximately 40 percent of the time there.

This job description will be reviewed and agreed at regular intervals according to the needs of the project.

Person Specifications:

Qualifications:Master’s degree (MBA, MPA, Economics or relevant field).

Experience:At least 08 years’ of professional experience in the procurement/supply chain management and related discipline especially in social sectors is required. Good understanding of current issues in the Health Sector especially in Punjab and KP and experience of procurement of TA.

Skills:Strategic thinker and planner. Takes initiative, thinks ahead and provides practical solutions to problems. Experience of working with government at senior levels. Good time management and multi-taking abilities and skills. Capacity building skills and interest. Excellent writing skills in English language. Fosters teamwork and maintains excellent communication with colleagues. Ability to communicate in Pashto and Punjabi languages.
