ESCALANTE CITY COUNCIL MEETING
FEBRUARY 16, 2016
REGULAR MEETING - 6:00 P.M.
ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST
Mayor Jerry A. Taylor called the meeting to order at 6:00 p.m. in the Escalante City Council Chambers.
Present at said meeting were Mayor Taylor, Council members, Marlene Stowe, Greg Allen,
Guy Graham, City Attorney Barry Huntington and City Recorder Stephanie Steed.
Council members Melanie Torgersen and Louise Barnes were excused.
Also present were Drew Parkin, John Parkin, Richard Rhines, Lawrence Barnes, Ray Christian,
Chip Sharpe, Autumn Peterson, John Holland, Terence Tontlewicz, Denise Olson, Elaine Lott and Blaine Porter.
Mayor Taylor led the Pledge of Allegiance.
PERSONAL COMMENTS
CHIP SHARPE
Mr. Sharpe introduced himself as the new principal and thanked the town for the warm welcome. Mr. Sharpe said this community is wonderful and he is excited to be here and serve the City of Escalante.
Mr. Sharpe said he is concerned about housing in Escalante. Mr. Sharpe said three families were offered jobs in Escalante, but since there is nowhere to rent they are moving to Kanab and surrounding areas. Mr. Sharpe said he would like to build some affordable town homes, but with the City Zoning there is nowhere to build them. Mr. Sharpe asked for direction from the City Council. Mayor Taylor told Mr. Sharpe he needs to start by bringing this issue in front of the Planning and Zoning Commission.
Mr. Sharpe thanked Mayor Taylor for clearing the snow at the Schools.
ADOPTION OF THE AGENDA
Council member Stowe made a motion to adopt the agenda as written. Council member Graham seconded the motion. Motion carried with Council members Graham, Stowe and Allen voting aye.
APPROVAL OF MINUTES
MINUTES OF THE FEBRUARY 02, 2016 MEETING
Council member Allen made a motion to approve the minutes of the February 02, 2016 meeting as written. Council member Graham seconded the motion. Motion carried with Council members Stowe, Allen, and Graham voting aye.
PLANNING AND ZONING ITEMS
PLANNING AND ZONING UPDATES
Council member Stowe said Planning and Zoning appointed Tony Peterson as the Chairman and Tara Woolsey as the Chair Pro-Temp.
Council member Stowe said Planning and Zoning has started to work on the ordinances and will be looking at the zoning for multi housing. Council member Stowe said Planning and Zoning will be having a work meeting prior to the regular scheduled meetings to work on the ordinances. Mayor Taylor suggested contacting David Church for direction and help with the ordinances.

AUTUMN PETERSON - SHOP BATHROOM - 25 S. 200 E.
Council member Stowe explained this project. Ms. Peterson’s project meets all requirements and has been approved by Planning and Zoning. Council member Stowe made a motion to approve the Municipal Project Approval Form for Ms. Peterson. Council member Graham seconded the motion. Motion carried with Council members Graham, Allen and Stowe voting aye.
SCHEDULED ITEMS
JOHN HOLLAND - HIGHWAY 12 UPDATE
Mr. Holland presented the 2015 Highway 12 annual report (attached).
DREW PARKIN - ECONOMIC DEVELOPMENT
Mr. Parkin presented a strategy for Economic Development in response to the Garfield County School Emergency declaration (attached). This item was discussed at length. Mayor Taylor suggested having a work meeting March 1st at 5:00 p.m. prior to the regular City Council meeting with Mr. Parkin concerning this item.
RECORDS MANAGEMENT TRAINING
City Recorder Steed explained this training is for the Open Records Portal. The Open Records Portal is a new way for people to submit and respond to government records requests online. Council member Stowe made a motion to send City Recorder Steed to the Records Management Training. Council member Graham seconded the motion. Motion carried with Council member Stowe, Graham and Allen voting aye.
RESOLUTION 2016-02 (MUNICIPAL WASTEWATER PLANNING PROGRAM ANNUAL REPORT FOR 2015)

Mayor Taylor explained this is an Annual Wastewater Report. Council member Allen asked who completes this report. City Recorder Steed explained the report and said she and Blaine completed it. Council member Allen made a motion to adopt Resolution 2016-02. Council member Stowe seconded the motion. Motion carried with Council member Allen, Stowe and Graham voting aye.
NEW COMPUTER
Mayor Taylor said we had Blaine’s computer looked at and he needs a new one. City Recorder Steed said she would like to purchase a new computer for the office and give Blaine one from the office. Council member Stowe made a motion to purchase a new computer for the City Office and give Blaine one from the office. Council member Graham seconded the motion. Motion carried with Council member Graham, Allen and Stowe voting aye.
DEPARTMENT REPORTS
ADMINISTRATIVE
The Administrative Department had nothing to report.
PUBLIC WORKS DEPARTMENT
Blaine said the water tanks were low and they found three different water breaks around town that they fixed. Mayor Taylor said if you see spraying or bubbling water please call the City Office.
FIRE DEPARTMENT
The Fire Department was not present at said meeting
COUNCIL REPORTS
MAYOR JERRY A. TAYLOR
Mayor Taylor said he had a discussion with an individual about the Moqui Garden Drainage and will need to meet with Blaine sometime this week to discuss it. Mayor Taylor said he would also like to meet with Council member Allen and then have City Attorney Huntington help draft a letter to this individual.
Mayor Taylor said he had a lady approach him that said she paid the Resort Tax so she needs to have more say to where it is spent. Mayor Taylor explained that everyone pays the Resort Tax just different people collect it. Mayor Taylor explained that the Resort Tax is not set up by itself, it goes into our General Fund.
COUNCIL MEMBER GREG ALLEN
Council member Allen said he had a call last week from a man wanting to land a 25 passenger jet at the Airport. Council member Allen explained that he is turning people away from landing big aircraft at our Airport.
COUNCIL MEMBER MELANI TORGERSEN
Council member Torgersen was not present at said meeting.

UNPAID BILLS
Council member Stowe asked if the Panguitch City bill for the dog housing is a monthly bill. Mayor Taylor said no this is a one time bill. Council member Allen made a motion to pay the unpaid bills. Council member Graham seconded the motion. Motion carried with Council members Allen, Graham and Stowe voting aye.
EXECUTIVE SESSION
The Executive Session was not needed at this time.
Council member Stowe made a motion to adjourn the meeting at 6:35 p.m.
Council member Allen second the motion. Motion carried all in favor.
