JOB DESCRIPTION

Responsible to:CIL Board of Directors
General Summary of Position:
This position is responsible for the overall administrative, budgetary, and personnel management of programs at the agency. Program assessment and development. Maintenance of community and inter-agency relations. Advocacy for participants; rights and services.
Responsibilities:
1. Implement policies of the Board of Directors.
2. Monitor the development and maintenance of personnel policy.
3. Ensures the optimum utilization of resources to meet program goals.
4. Manages fiscal activities associated with the program and actively pursues outside sources of funding for CIL.
5. Manages budgets and organizes resources to provide the most effective services. Monitors, evaluates, and recommends changes in personnel, supplies, and equipment for the ILC.
6. Coordinates and participates in continuing education and in-service to staff.
7. Investigates interested groups in the community (local and statewide) involved in actives for IL.
8. Oversees investigation of supplemental funding sources and responds to proposals to support agency funding.
9. Provides ongoing consultation and direction to health and human service coalitions throughout the state in order to improve program planning and provisions for services.
10. Regularly travels throughout the region to attend meetings, as well as meeting with governmental officials and agencies.
11. Spokesperson for CIL to community and appropriate government agencies.
12. Recruits, supervises, and evaluates key program staff.
13. Advocates and participates in planning for legislative, programmatic, and policy issues which could benefit CIL.
Qualification:
1. M.S. Human Services and 5+ years of clinical/administrative experience.
2. Sensitivity to and awareness of independent living movement, disability rights, and policy issues.
3. Demonstrated management and supervisory skills.
4. Demonstrates budgetary management skills.
5. Demonstrated experience with public policy and governmental decision-making.
6. Demonstrates personnel assessment and development skills.
7. Active knowledge of health and human service system in this state.
8. Strong oral and written communication skills and strong interpersonal skills are required.
