Action Note of Meeting: 20th January2016

Item / Discussion / ActionWelcome and Introductions / Bill Gray opened the meeting and welcomed Linda Matheson and Linda Taylor, who were attending for the first time.
Notes of previous meeting
Matters arising / Action Notes from previous meeting were agreed as accurate.
Public Transport update -a brief update was provided on the new Bus users group. Anne Cameron offered to keep the Locality Planning Group updated.
Future meetings - The Group agreed to continue to meet at 6.30pm and were happy with Troon Council Chambers as the Venue.
Group Member Overview / Jenni McKeand provided an overview of her role as Dementia Advisor with Alzheimer Scotland. The Service is now newly located in Unit 6, Arran Mall, Ayr and Jenni has been with the service for 9 years.
Information included –
Groups within South Ayrshire:
- Football Reminiscence Group - weekly, Wednesday, 11am - 1pm, Prestwick. For people with mild - moderate dementia
- Ladies Who Lunch Group - weekly, Thursday, 11am - 1pm, Prestwick. For people with mild - moderate dementia
- Melody Memories Singing Group - fortnightly, Tuesday, 2-4pm, St Quivox Church Hall, Prestwick - for people with dementia and carers.
- Carers Support Group - 1st Wednesday of the month, 11am - 1pm, St Quivox Church Hall, Prestwick. For carers of people with dementia, occasional invited speakers.
This awareness raising initiative aims to give people a better understanding of dementia and the small things we can all do to make a positive difference to people living with dementia in our community.
It was agreed that Troon Locality Planning Group Members
would be interested in becoming Dementia Friends and that a training session could be arranged.

Locality Planning Group - Standing Orders & Terms of Reference / Bill Gray took the Group through the Terms of reference and Standing Orders.
Key points noted:
- Mission and values
- Strategic plan
- Networks within each locality
- Reps can send substitutes
- Role of Chair/Vice Chair - appointed for a period of 1 year
- Groups should meet a minimum of 4 times a year
- Corum - at least a third (no voting at meetings)
Bill Gray asked the Group if they felt that they were in a position to appoint a Chair and Vice Chair?
Questions/key points
- Are there any restrictions? - No could be anyone of you
- Could Bill Gray continue on as Chair? –No but Bill intimated that he would be happy to attend when necessary
- Group Membership not complete yet, so should we wait?
- Would be good to shadow the committee in early stages, so sooner rather than later
- What commitment would be required? -Lead the Group; agenda, planning and priorities
Discussion took place around the appointment of the Strategic Planning Advisory Group Representative.
A question arose around the possibility of Elected Members taking on this role.
The Group agreed that the role of Strategic Planning Advisory Group (SPAG) rep will be carried over to the next meeting. / Bill agreed to provide ‘shadowing’ support over the next 2 meetings

Small Grants Fund
Strategic Plan update / The Group were provided with an overview of the Small Grants Fund and related paperwork – (the Application Form and Guidance Notes were circulated round the Group).
Bill Gray let the Group know that the total amount of funding available is £5000, which could be administered via the Small Grants Fund and through Participatory Budgeting (PB). There is also the potential of match funding from the Scottish Government but this would have to be administered via PB. Information on Participatory Budgeting can be found at
Gus Collins will attend the next meeting and provide an introduction/overview to Participatory Budgeting.
Key questions/points from discussion:
- £5000 available in total - when does this have to spent by? The hope is that this funding will be administered by the end of March 2016 however Bill Gray intimated that it may be possible to carry forward towards the Summer.
- This Group is still in early stages, let us get up and running first before we plan for this
- This fund would be a real benefit; particularly in surrounding villages such as Loans
- Communication is key - must be lots of people who could benefit from this
- Only available for adults and older people at present
- Small Grants steering group to be set up
- Publicity and promotion
Small Grants Sub Group to be discussed at next meeting.
The Group were informed that there will be a PB Training Session for community group members and representatives on the 28th January.
Richard McMinn and Jenni McKeand expressed an interest in attending.
Bill Gray let the Group know that the Strategic Plan is currently undergoing a refresh and asked if the Group could consider the key priorities for the Troon Locality going forward. The Group were provided with a Locality Arrangements update document
which included the following priorities for the Troonand Villages Locality -
- Communication and dissemination of information.
- Engagement of local people.
- Utilisation and mapping of existing groups.
- Prevention and promoting healthy lifestyles.
- Transport.
- Culture Change.
- Provision of additional resources and support for Carers.
- Involvement of Schools and Young People in the process.
- Social Isolation
- Dementia/Dementia Friendly Community
- Mental Health
- Communication between services
- Appropriate training and support for staff
