NOVEMBER 20, 2017
CALL TO ORDER
The Spring Garden Township Building Committee held its regular meeting at the Township Municipal Building, 340 Tri Hill Road, York, PA on Monday, November 20, 2017. ChairmanWarman called the meeting to order at 4:30 p.m.

1. WELCOME and INTRODUCTIONS:
Commissioner Warman welcomed the Committee representatives.
2. APPROVAL OF MEETING MINUTES:
Motion Davidson/Hovisto approve the October 2, 2017 meeting minutes.
Motion carried. Yes- 6, No-0. Chief Swartz was not present.
3. OLD BUSINESS:
a. Schedule to visit Upper Allen Township Municipal Facilities:
Commissioner Warman noted that this agenda item is not a priority at this time,but should continue to be carried under Old Business.
4. NEW BUSINESS:
a.Presentation of Township Facility and Property Physical Assessment Study:
Frank Dittenhafer gave a power point presentation which summarized the work performed by theMurphy & Dittenhafer “team” to evaluate the capability of multiple properties currently owned by the Township or utilized by the Township and how these property options could accommodate thecurrent program requirements for upgraded Township Municipal Facilities. The existing Townshipowned properties included the current Administration Office located at 558 South Ogontz Street and the Township Municipal Building located at 340 Tri-Hill Road. Property currently leased fromGlen Gery at Spahn Avenue was reviewed along with the Graham Capital Building located at1420 6thAvenue. A total of fourteen (14) options were developed which were organized in four(4) sets that corresponded to how a single property or dominate program drove the subsequentalternates. The conceptual project costs for the various options range from $ 8mto $ 12m,excluding property acquisition costs, potential condo fees, and temporary relocationexpensesfor staff. After the completionof the overview, the Committee was in consensus thatthe new step is for the Committee toevaluate all options in detail and try to reduce the options totwo (2) and have a Committee recommendationpassed to the Board of Commissioners for further consideration in early 2018. Th Committeerequested that Frank Dittenhafer attend thenext Committee meeting to assist the Committee with the various options and be available torespond to Committee questions and clarificationswhich may come up during the Committee’s review. To assist with the review of options at thenext Building Committee meeting,Commissioner Warman suggested that efforts be made to get an idea of what condo fees maybe and the cost which may have to be incurred to relocate staff during the time constructionrenovations and upgrades would be built.
b.Establish 2018 Meeting Schedule:
The Committee agreed to kept the same regular meeting schedule for 2018 and regular meetingdates will be the 1st and 3rd Monday’s of the month, 4:30p.m. at the Township MunicipalBuilding, 340 Tri-Hill Rd.
5. PUBLIC COMMENT PERIOD:
No one from the public was in attendance at the meeting.
6. NEXT MEETING:
The next regular meeting of the Building Committee isscheduled for Monday,
December 4th at 4:30 p.m. atTri-Hill.
7. ADJOURNMENT:
With no further business to be brought before the Building Committee, Motion St. Onge/Davidson to adjourn the meeting at 6:25 p.m.
