3.A female age around 70/75 years, height 5’, shallow complexion, thin built, long face, wearing light green suit salwar, found 18-6-2009.

4.A male age around 25/30 years, height about 5’6”, shallow complexion, oval face, wearing black & white shirt, white baniyan OG pant, found on 19-6-2009.

5.A male age around 30/35 years, height 5’6”, wheatish complexion,normal built, long face, wearing blzck,blue,white linedar shirt, grey payajama, found on 19-6-2009.

TWO AUTO LIFTERS ARRESTED AND 4 MOTORCYCLES RECOVERED

With the arrest of two auto lifters Neeraj @ Sonu s/o Devender r/o C-1/379, Nand Nagri Delhi, Age-20 Yrs. and Rajesh @ Kalu s/o Late Sh. Rohtas r/o C-1/386, Nand Nagri Delhi, Age-21 Yrs., North East District police has worked out 4 cases of Motor vehicle theft and has recovered 4 M/cycles from their possession stolen by them from different places in Delhi and NCR.

TEAM AND INCIDENT

For the last few months a sharp increase in the incidents of motorcycle theft was noticed in the area of North East District. A team consisting of ASI Shivji Singh, ASI Prem Pal, HC Parmod Kumar, 262/NE, HC Ashok Kumar, /NE, Ct. Deepak, 1152/NE was constituted under the close supervision of Insp. Jaibeer Singh/PS M.S. Park to lay traps at different places and gather criminal intelligence about these auto lifters. On 21-06-09, during a special checking at Mandoli Road, Railway Crossing, Ashok Nagar two boys were apprehended, while coming on M/cycle No. DL5SS-8881. They were stopped and asked to produce the documents of the M/cycle. But both of them started making alibis for not having any document. On suspicion, both of them were interrogated and it was found that the M/cycle was stolen from Hardevpuri on 20/06/09.

INTEROGATION-

During sustained interrogation 4 other motorcycles have also been recovered from them, which were stolen from different places in Delhi & NCR.

It also came to notice that they have a modus operandi to lift the motorcycle during daytime by unlocking it with master key and then they kept these stolen M/cycles at a safer place for further selling it to needy customers in UP etc. More interrogation is being made to recover more motorcycles at their instance and also to know about their other associates.

Both of them are new to the world of crime. They are committing auto lifting since last one year but this is the first time that they have been nabbed by the police.

On 24th June 2009 annual Rath Yatra procession of Lord Jagan Nath & Badri Nath will be taken out. Procession starts at 2.00 PM from JaganNathBadriNathTemple, Daryaganj. The route of the said procession is as under: -

START AT 02.00 PM FROM JAGAN NATH BADRI NATH TEMPLE DARYAGANJ – GOLDEN MOSQUE, DARYAGANJ – SUBHASH MARG – GUARI SHANKER TEMPLE - ESPLANADE ROAD – DARIBA KALAN - CHANDNI CHOWK – GHANTAGHAR – NAI SARAK BARSHABULLA- CHAWRI BAZAR – HAUZ QAZI - AJMERI GATE – SHARDANAND MARG – LAHORI GATE - KHARI BAOLI - MASJID FATEHPURI – CHANDNI CHOWK – GAURI SHANKER TEMPLE JAGAN NATH TEMPLE OUTSIDE OLD RAJGHAT DARYA GANJ DELHI.

Since the procession will be taken out from the heavily congested roads of North and Central Delhi, it will affect the movement of traffic from 2.00 PM to 1200 midnight along and in the vicinity of the route. At the following places Traffic will be diverted, in consonance with the position of the procession for time required.

  3. Asaf Ali Road
  4. Chandni Chowk
  5. Ajmeri Gate
  6. DBG Road

Traffic Police has made adequate arrangements for the smooth passage of Traffic. Commuters are advised to avoid the route of the procession and plan they journey accordingly so that they do not face any inconvenience on account of movement of procession on the above mentioned route. People coming from South Delhi and New Delhi area wanting to go Old Delhi Railway Station and ISBT can use Ring Road, Chatta Rail road and S.P. Mukherjee Marg. People coming from North wanting to reach New Delhi Railway Station can use Rani Jhansi Road, Panchkuian Road and Chemsford road.

Commuters are advised to avail car pools and travel by Delhi Metro for hassle free journey. General Public and motorists must follow the directions given by the Traffic Police deployed along the route and at diversion points in order to avoid inconvenience.

TWO ACTIVE MEMBERS OF INTERSTATE BAGLIFTER GANG (“THAK-THAK GANG”) ARRESTED: CASH RS. FOUR LACS, TWO KNIVES, DRIVING LICENCE OF COMPLAINANT RECOVERED:

EIGHT CASES WORKED OUT TILL NOW

South District Police has arrestedtwo desperate interstate bag lifters of infamous “THAK THAK” gang headed by notorious bag lifter Shiv Kumar, who areinvolved in several cases of bag liftingin Delhi, Haryana, Chandigarh, Punjab and Gujarat. Cash Rs. 4 lacs, 2 knives, driving license of complainant stolen from the car and several other stolen articles have been recovered from their possession/ instance. Eight cases of bag lifting have been solved till now.

ACCUSED APPREHENDED ARE:

  1. Sunny S/O Almand age-20 years R/O HN-H-1/221, Madangiri, Dakshinpuri,Delhi
  2. Raja S/O Sanyasi, age-25 years R/O HN-H-1/231, Madangiri, Dakshinpuri,Delhi

TEAM AND INCIDENT:-

In the recent past, several cases of bag lifting from inside the cars by breaking the window glasses of vehicles and by spreading the 10 or 20 rupees notes near the car were reported all over Delhi and NCR. In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted.A team of Special Staff, South District consisting of SI’s Sanjeev Kumar, Balbir Mann, Aishvir Singh, ASI Gyanender, Ashok Kumar, Driver Mahinder Singh, HCs Manoj, Rajinder, Premjeet Singh, Ram Kishan, Raj Kumar, Hawa Singh, Rajesh, Shyamvir, Shiv Kumar, Vijay Kumar and Satish, Cts Virendar Nagar, Raghubir, Rajbeer Singh was formed under the supervision of Inspector Vijay Singh, I/C Special Staff and Sh. K.S.Bhatnagar ACP Operations Southto develop the information and apprehend the accused. The team worked relentlessly and collected details of several criminals with similar modus-operandi. It came to fore that the members of infamous bag lifter Shiv Kumar gang known as “THAK-THAK GANG “might be involved in these incidents. The hard work of above team bore results and specific information was received on 22.06.2009 that active members ofthis gang would come at Select City Mall, Saket in order to commit crime. The team so formed laid trap on 22.06.2009 near Select City Mall Saket, and apprehended above noted accused persons while they were roaming in the market in order to commit crime. On the cursory search of accused persons, two button actuated knives were recovered from them. Both the accused were arrested vide FIR No.229/09,and 230/09, u/s 25 Arms Act PS Saket, Delhi respectively.

INTERROGATION , MODUS OPERANDAI & PROFILE:-

During sustained interrogation, both accused disclosed that they are active members of gang headed by Shiv Kumar r/o Madangiri, Delhi and were operating in Delhi, Haryana, Punjab, Chandigarh and UP etc. They mainly targeted the vehicles parked in the parking or roadside or vehicles in which driver is sitting inside. They used to break open window glasses of vehicle and take away the bag or laptop and other valuable items from inside the car in a very short span of time and used to pass the stolen items to the other members of their gang, who used to keep standing nearby the place of incident. Their modous-operandi is unique as they break open the window glass of vehicle and open the door from inside and due to this the anti-auto theft devices of vehicle were not able to track down their movement and they were able to steal the precious articles from the car.

They also adopted another modus opreandi that one of gang members put 5/6 notes of ten or twenty rupees denomination near the car in which driver is sitting inside, the other members would tell the driver of the car that your rupees had fallen outside the car and when driver of the car gets down for picking the notes from ground, the other member of gang, who is a 10 or 12 year old boys would lift the bag or valuables from inside the car and pass the same to the other members and all members used to leave the place.

The gang leader Shiv Kumar is a notorious bag lifter who has his network throughout India and he has previously been arrested by the police officials of Bhatinda (Punjab), Gujarat and Delhi. He has been involved in more than 50 cases of bag-lifting/theft. Accused sunny is his younger brother and has second position in this gang. Accused Raja is also their relative and an active member of this gang. Both accused persons are illiterates and belong to a particular criminal tribe of Southern part of India.

RECOVERY:-

  1. Cash Rs. Four Lacs.
  2. Two Knives ( Button Operated )
  3. One Gullale (The instrument used for breaking the glass of window)
  4. One driving license of complainant whose bag was stolen from car parked in front of Best Restaurant Sec. 20, Chandigarh.

Investigation of the case is in progress and efforts are being made to affect more recoveries and arrest their other associates. The team members involved in this case are being rewarded suitably.

2 priceless antique idols recovered by Crime Branch.

Recovered antiques belong to 9th and 14th century A. D.

2 persons arrested.

With the arrest of two accused persons namely Suresh s/o Krishanpal r/o H.No.31 – 7/3, Shakti Vihar, Mitthapur, Badarpur, Delhi age 20 years and Nepal Singh S/o Gangasaran r/o H.No. 509 Gali No. 5 Pir Baba Basti Jaitpur Delhi age 30 years, SOS Crime Branch of Delhi Police has busted an inter-state gang involved in smuggling of antique Idols/ Sculptures. One antique metal idol of Lord Mahavir of 14th century in meditation posture and one antique stone sculpture of a “DWARPAL “ from a Shiva Temple belonging to 9th century have been recovered from their possession.

THE TEAM

A team led by Insp. Sunil Kumar and comprising of S.I. N.S. Rana, S.I. Ravinder Singh, H.C. Wasik Ahmed, HC. Mehak Singh , Ct Harvinder Singh, Ct. Kusumpal, Ct. Rajender Hooda , Ct. Devender under the supervision of Sh. Udaiveer Singh Rathi , ACP/SOS, Crime Branch has carried out the arrests.

OPERATION

On 22/06/09 S.I. N.S. Rana received an information that two persons were trying to sell two stolen antiquities at Community Centre N.F.C. Delhi. Acting on this information, Ct. Harvinder was sent there as a decoy customer and he was asked to strike a deal for the purchase of the stolen articles. After sometime Ct Harvinder came back and informed that he was shown two photographs of antiquities of Lord Mahavir & stone sculpture of “Dwarpal” by the accused persons and after negotiation they closed the deal at Rs. 50 Lacs for Idol of Lord Mahavir and Rs. 30 Lacs for stone sculpture of 9th century. It was agreed that the accused persons would come around 6 PM to the parking, NafedBuilding, Ashram Chowk, Delhi for taking the money and handing over the antiquities. Accordingly, a trap was laid near Nafed building parking and two persons namely Suresh s/o Krishanpal and Nepal Singh S/o Gangasaran were apprehended when they were trying to take delivery of the money in lieu of the antique idols/sculptures. From the search of Suresh one antique made of bronze of Lord Mahavir belonging to 14th century in meditation posture and from the search of Nepal Singh one antique stone sculpture of 9th century was recovered. Officials of Archaeological Survey of India were contacted who, after preliminary examination, have confirmed that both the recovered sculptures are precious antiquities and covered under the provisions of Antiquity and Art Treasures Act 1972.

INVESTIGATION

During the interrogation it has been revealed that both the accused are residents of Delhi. Accused Suresh runs an Iron fabrication shop and is also engaged in property dealing. Accused Nepal Singh helps him in his property business. They came in contact with two persons Gurdeep and Rajesh who lured Suresh and Nepal Singh to join them in the illegal sale of antiquities. Some days back Gurdeep and Rajesh showed them one antique Idol of Lord Mahavir of 14th century and one antique stone sculpture of 9th century and told them that these antiques were stolen ones and could be sold for a crore of rupees. Suresh and Nepal Singh were to get a handsome commission from the sale. Both the accused persons have been arrested in case vide FIR No. 96/09 Dt. 22/06/09 u/s 411/34 IPC and 14(3), 17, 25(2) of Antiquity & Art Treasure Act, P.S. Crime Branch, Delhi. Efforts are being made to arrest Gurdeep and Rajesh and to ascertain the source of these antiques.

Ø Fraud worth Rs. 1 Crore unearthed.

The Crime Branch of Delhi Police has arrested three persons for committing fraud worth more than Rs. I crore. Arrested persons include one CITIBANK Asst. Manager of Ludhiana. Documents relating to 15 Gold Accounts of CITIBANK opened on fake identities have been seized. Computers and accessories which were used to prepare fake identity documents have also been recovered. The arrested persons are:

1. Ramneek Kapoor s/o Sh. Kewal Krishan Kapoor, -72/A, Sargodha Colony, Ludhiana, Punjab. He is the mastermind of the entire operation. Master of Business Administration, Master in English Honours and Software Engineer from Punjab, he joined as Sales Executive in Spark Computers Company, DSA (Direct Sales Agent) of CITIBANK Credit Cards division five years ago. Later, in 2005, he joined CITIBANK and was posted in Ludhiana.

2. Kanwaljit Singh Saluja (age 48 yrs.) s/o Pritam Singh R/o 653, Phase-I, Urban Estate, Dungari, Ludhiana, Punjab. He is graduate from Govt. College Ludhiana. He is a real estate agent in Ludhiana.

3. Jasmeet Singh (age 21 yrs.) s/o Kanwaljit Singh Saluja, r/o 653, Phase-I, Urban Estate, Dungari, Ludhiana, Punjab.

MODUS OPERANDI

While posted in CITIBANK, Ludhiana in 2005, Ramneet Kapoor met Jasmeet Singh and his father Kanwaljit Singh and opened accounts for them. Over a period of time, they became close and decided to engage in credit card fraud. Ramneet Kapoor provided confidential credit card data from CITIBANK server to Jasmeet. Jasmeet then made forged documents on by which new cards were procured on the changed addresses. The father-son duo took office premises on rent in Khanna, Gauriya, Jalandhar, Phagwara, Amritsar, Ludhiana, Patiala, Bhatinda, Saharanpur for the purpose of taking delivery of credit cards on these rented premises. Ramneet Kapoor would pass on data pertaining only to credit card holders whose credit card limits were more than Rs. 10 Lacs. He took 30% of the defrauded amount as his share. He also opened fictitious Gold Accounts in CITIBANK with the connivance of Jasmeet and his father Kanwaljit Singh. The father-son duo preferred to use the credit cards at up-market jewellery showrooms in Delhi, Mumbai, Ahmedabad etc.

All three were arrested by Special Team, Crime Branch from Ahmedabad on 16.6.2009 in case FIR No. 81/09 u/s 419/420/467/468/471/120B IPC PS Crime Branch registered on 1.6.2009. The recoveries affected include forged documents, computer accessories, mobile phones and two luxury cars.

Further investigation is in progress.
