2. CLUSTER UNIVERSITY PROPOSAL (CUP)
2.1 Give the Executive Summary of the CUP.
2.2 Provide the details of SWOT analysis carried out (in terms of methodology used, analysisand information and data as collected and inferences derived with respect to strengths,weaknesses, opportunities and threats).
• Based on SWOT analysis, provide the “strategic plan” developed for institutional
development.
• How the key activities proposed in the Institutional Development Proposal are
linked with the results of SWOT Analysis.
Keeping cluster university in perspective, executeSWOT analysis and highlight the details of the analysis.Based on SWOT analysis, provide the “strategic plan” developed for cluster university. State how the key activities proposed in the cluster university proposal (CUP) arelinked with the results of SWOT Analysis
2.3 State the specific objectives and expected results of your proposal (in terms of,
“Cluster universitystrengthening and improvements in employability and learning outcomesof graduates”. These objective and results should be linked to the SWOT analysis.
2.4 Provide an action plan for: (max 1 page each)
a) Improving employability of graduatesof cluster university
b) Increased learning outcomes of the studentsof cluster university
c) Implementation of academic and non- academic reforms (Governance & Administrative Reforms, Semester System, Choice based Credit System, Curriculum Development , Admission Procedure, Examination Reforms, MIS & other Reforms )in the cluster university
e) Enhancement of research and consultancy activitiesin the cluster university
d) Improving interaction with industryin the cluster university. IIIC (Industry institute interaction cell) has to be constituted.

2.5 Provide an action plan for organizing a Finishing School and for improving the academicperformance of SC/ST/OBC/academically weak students through innovative methods,such as remedial and skill development classes for increasing the transition rate andpass rate with the objective of improving their employabilityin the cluster university.
2.6 Provide an action plan for strengthening of PG programs and starting of new PG
programs.New PG programs should be proposed after having a MOU with the
concerned Industry. The existing PG program should also be strengthened by
signing MOU with the Industry. The university should create at least three schools
(including the existing schools) with at least two inter-related/inter-disciplinary
departments and one centre in each school.
The combined graduate and postgraduate departments proposed by the institutions
must be able to lay the foundation for a multi-disciplinary institution (covering at
least two or more of the humanities, arts, commerce, science, engineering or other
faculties)of postgraduate studies and research
