Job Purpose: / The BRACED Consortium in South Sudan will support vulnerable farmers and agro-pastoralists, particularly women and girls, in South Sudan to become resilient to climate stresses and shocks. This innovative programme is funded by DFID and contributes to a global programme which expects to benefit directly up to 5 million vulnerable people, especially women and girls by helping them become more resilient to climate extremes. The successful candidate will have an opportunity to contribute to a new approach to evidence and learning to develop resilience knowledge. The purpose of the role of Monitoring and Evaluation Coordinator is to be responsible for the centralised collation of BRACED programme data in South Sudan; coordination of quality assurance about M&E; ensuring harmonisation of tools and their application; database development; reporting according to agreed technical and quality standards of implementation. The role also includes a quality programme component so that key performance standards related to equality; effective advocacy based on research and policy development; and value for money in the delivery of programme goods and services are monitored. The BRACED M&E Coordinator will also assist the BRACED Consortium Director in South Sudan in the effective delivery of the programme.
Main duties &
Responsibilities: / General Responsibilities:
  • Provide technical support in the development and delivery of the BRACED consortium programme in South Sudan.
  • Liaise with the BRACED Monitoring and Evaluation Coordinator on BRACED M&E requirements, reporting and knowledge sharing
  • Ensure adherence to guidance issued by the BRACED Knowledge Manager about the measurement of resilience and other key performance indicators and standards
  • Ensure that harmonisation of agreed technical tools, their application and quality standards are adhered to by Consortium members at an operational level within the framework of the overall Monitoring and Evaluation Framework developed for the BRACED programme.
  • Liaise with research partners on methodology, data collection, analysis and reporting on key research questions
  • Coordinate evaluation of BRACED programmes according to agreed Monitoring and Evaluation Framework including supporting the baseline, midline and endline processes and final evaluation.
  • Develop an in-depth understanding and analysis of the technical landscape including the processes related to the legal and policy framework governing the programme sectors and standards, evolving institutional roles and responsibilities on relevant issues.
  • Participate actively in sector technical discussions and influence the formulation of technical standards on behalf of the Consortium.
  • Contribute to institutional learning and providing advice on specific technical issues in line with international best practice and emergent government standards, representing the agreed joint position of the consortium members in this regard.
  • Lead on overall technical reviews and evaluations of the BRACED programmes, and associated proposals and reports.
  • Contribute to discussions which promote value for money within implementation by agencies and monitor value for money as the programme progresses.
Coordination within the Consortium
  • Establish strong working relationships with each Consortium member agency and develop an in-depth understanding of their activities, support needs and strengths related to technical issues within the Consortium programme.
  • Participate in meetings and provide guidance and feedback to relevant working groups on issues related to monitoring and evaluation; and programme key performance indicators and standards.
  • Support the strategic direction of the BRACED Programme based on technical feasibility and evidence generated during programme implementation.
  • Establish and coordinate the Technical Working Groups established for the implementation of the Consortium to ensure harmonised implementation, joint learning, research and other initiatives are implemented as per the BRACED proposal.
Monitoring and Evaluation
  • Lead on the harmonisation of relevant data collection tools and the compilation of data into database(s). These database(s) should be current, compatible with and available to all relevant stakeholders including the Consortium members, relevant government representatives and other stakeholders.
  • Support analysis of monitoring data collected by Consortium members to ensure a harmonised approach to calculating indicator values, as well as undertaking more in-depth analysis to examine relationships between resilience data and wellbeing data and to determine main factors that influence resilience.
  • Conduct regular field visits to implementation areas to provide technical guidance and advice; and monitor compliance with agreed technical standards and operational modalities including the Consortium branding strategy and attribution of programmes to the BRACED Consortium. These visits should include where feasible actors such as government representatives, donors, and other programme participants.
  • Ensure the use and adherence to the Monitoring and Evaluation framework and lead to the management of this framework.
  • Lead on technical discussions related to implementation methodologies and approaches to generate a strong evidence base for programme design and review as well as for advocacy on technical issues
  • Supporting routine monitoring of the programme and facilitating regular participative reflection sessions with partners to reflect on programme data and make any necessary programme adjustments (in line with Concern’s Results Based Management Approach)
  • Organise and facilitate regular programme monitoring reviews, including leading on peer reviews, in line with the consortium M&E framework, and in coordination with all consortium members
  • In conjunction with the BRACED Consortium Director, ensure programme learning is fed into programme planning processes at all levels.
Capacity building and training
  • Participate in, support or lead relevant capacity building initiatives and workshops organised by the Consortium members and include government partners, international or national organisations working in partnership with Consortium members and as agreed within the overall programme of the Consortium.
  • Advice Consortium members on capacity building of relevant sector stakeholders including different levels of government.
Other responsibilities
  • Input into proposals and reporting processes.
  • Budget management for specific areas.
  • Representation at national and international fora as required and relevant.
Any other tasks deemed necessary by the line manager to ensure the success of the programme.
Person specification: / Essential:
  • Relevant qualification in Monitoring and Evaluation.
  • Knowledge of resilience, climate change, environment-related disciplines a distinct advantage.
  • At least three years of experience of management or coordination of large programmes in development contexts (humanitarian experience is also relevant given the context of South Sudan).
  • Understanding of and commitment to the importance of gender and equality in programme delivery.
  • Fluent written and spoken English skills with demonstrable experience of writing proposals and reports for a variety of audiences including government, donors and INGOs.
  • Ability to work and communicate with a range of actors from differing backgrounds
  • Experience in carrying out assessments, quantitative and qualitative monitoring and evaluation.
  • Experience and skills in quantitative and qualitative data analysis
  • Sound IT skills required carrying out the functions of this position.
  • The experience of managing consultants.
