OLD BUSINESS:

Old Courthouse Matters: no matters to discuss

NEW BUSINESS:

EXTENSION AGENT/UNIVERSITY OF IDAHO:

Present: Pat Mulmont and Tyanne Rolland

Pat Mulmont gave an update on everything Tyanne Rolland does for the county

SOLID WASTE MASTERS:

Present Solid Waste Supervisor Jim McLeod

Landfill: Jim reported to the commission the landfill is getting picked up for the meeting on Tuesday.

ROAD AND BRIDGE MATTERS:

Present Kraig Spelman

Graveling crushing -Holmes rock pit discussed. The legal will be put in the paper for the weeks: March 15, 2018, and March 22, 2018. After discussion, Joe Iveson, Commissioner, made a motion to approve the bid for crushing gravel at the Phil Holmes rock pit. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

NOTICE IS HEREBY GIVEN, That the Board of County Commissioners of Adams County, Idaho will receive and publicly open, sealed and clearly marked bids for drilling, blasting and crushing 20,000 tons of ¾” minus gravel to be in two stockpiles, one of 16,000 tons and one of 4,000 tons and 1000 tons of 3” minus cap rock in the Phil Holmes pit in Indian Valley, Idaho. Adams County will be doing quality control testing on the material produced.

Adams County will require a bid bond equal to 5% (percent) of the amount bid. Adams County requires a 3% (percent) performance bond from the successful bidder and copies of liability and workman’s comp. insurance as well as a valid public works license. Bidder must have certified belt or platform scales for weighing. There will be at the Phil Holmes pit on Monday, March 26th at 1 p.m. local time. The successful bidder will be required to sign a contract with Adams County. The board of Adams County Commissioners reserves the right to reject any and or all bids. Mail bids to Adams County Clerk, P.O. Vehicle problem: Transmission problems and high mileage on most pickups. The commission directed Kraig to start shopping for a replacement vehicle.

ITD Contract for thebridge: There is more discussion on the ramifications of the Glendale-Fruitvale bypass for the bridge project.

SHERIFF MATTERS:

Payroll changes:

Zollman stated he has anunused budget and rates should be effective March 11, 2018.

After review, Joe Iveson, Commissioner, made a motion to approve wage changes for the above-listed employees. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

INDIANHEAD RESOURCES/ADULT PROBATION:

Present are the following: Dennis Stokes and Ben Warner

Warner and Stokes came before the commission to discuss the upcoming changes for misdemeanor probation regarding the priority of payments in the court system. Mr. Stokes proposed the county to pay Indianhead for services rendered under the current agreement the sum $1,000 per month for adult misdemeanor probation services. Payment shall be made on the last day of each month and contract shall provide Adams Count a claim voucher form for thepayment request. Indianhead will no longer receive any probation payments starting April 01, 2018 and the county will receive any payments into the court fund.

After review, Joe Iveson, Commissioner, made a motion to approve the addendum to the misdemeanor probation contract for $1,000 per month and will be review prior to the new budget each year thereafter. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

CLAIMS/PAYROLL AND DEMANDS: Mike Paradis, Commissioner, reviewed all claims presented on March 12, 2018, including all demands and payroll, in the amount of $50,516.31. After discussion, Joe Iveson, Commissioner made a motion to approve said claims. The motion was seconded by, Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

COMMISSIONER MINUTES:

The board reviewed the minutes ofFebruary 26, 2018. After review, Joe Iveson, Commissioner, made a motion to approve the minutes for February 26, 2018. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

MONTHLY ROAD MAINTENANCE REPORTS:

WEED MAINTENANCE REPORTS:

CERTIFICATE OF RESIDENCY (COR):

Certificate of residency for the following was reviewed: Huntley, K., Schultz, K., Noyes-Jeff, L., Ashton, P, Ellis, M., St. Clair, L. All residencies were approved with Huntly which was denied to due residency should be for Washington County. After review, Joe Iveson, Commissioner, made a motion to approve the certificate of residencies for the listed individuals and one denial. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

LIQUOR LICENSE:

A license from Meadow Creek resort association was presented. After review, Joe Iveson, Commissioner, made a motion to approve the stated liquor license for Meadow creek resort association. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

ASSESSOR -PAYROLL CHANGES

The Assessor has two new hires; Farrah Ball 5A/$14.78 and Valerie Sue Edmunson 5A/$14.78. After review, Joe Iveson, Commissioner, made a motion to approve the new hires for budgetary purposes. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

LETTER OF SUPPORT-MEADOWS VALLEY EMERGENCY SERVICE:

The commission reviewed a request for support from the Meadows Valley emergency services. The commission did not takeaction on the support letter and asked for clarification; either fire district or ambulance district.

PLANNING AND ZONING -WOLFORD, JACK:

Don Horton joined the meeting.

An application for variance came before the commission on behalf of Jack and Linda Wolford. The request is for a lot-line adjustment. The commission directed the clerk to have a meeting set up with the Wilford’s to discuss the request.

VOTER MACHINE PURCHASE:

The commission reviewed the sales order agreement for the four (4) Express-vote machines. After discussion, Joe Iveson, Commissioner, made a motion to approve and sign the sales agreement for $14,627.50 with 30% out of current expense and the balance out of consolidated elections. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

INDIGENT BURIAL:

A request for burial services was requested several weeks ago, and the family never completed the documentation. After discussion, Joe Iveson, Commissioner, made a motion to take no further action for lack of information. The motion was seconded by Mike E. Paradis, Commissioner. The motion passed unanimously by voice vote.

Monday: February 19-Holiday Presidents Day

New Meadows: Lamont plowed snow route. Doug plowed Smokey Boulder, PV, Pineridge and PV estates.

Council: Shawn plowed snow route.

Tuesday: February 20

New Meadows: Lamont and Doug plowed snow drifts on routes.

Council: Shawn and Denys replaced signs on Kleinschmidt grade and checked roads. Vern and Ed checked for rocks and put up new bridge markers on Wildhorse road. Chris worked on bills and weekly sheets then off. William and Dan worked on #51 plow and tailgates in NM.

Indian Valley: Greg and Steve checked culverts and roads.

Wednesday: February 21

New Meadows: Lamont worked on tailgates, and headlamps on #111, radio #21 and checked roads for plowing. Doug worked in the shop with William and Denys.

Council: Dan off. Shawn plowed Glendale, Mill and Gaylord road. Vern and Ed checked Ditch Ck road and Kleinschmidt for issues. Chris worked on weekly sheets, bills, and updates on sign database. William and Denys worked on tailgates in NM.

Indian Valley: Greg and Steve checked sign inventory on N end roads.

Thursday: February 22

New Meadows: Lamont plowed Rock Flats, Fowler, McCleod, Irma and Vet Clinic roads. Doug plowed Smokey Boulder, Bally, Hot Springs and Zim's roads.

Council: Shawn, Vern, Ed, Denys and Dan plowed snow routes. Chris worked on weekly sheets, cleaned in the shop and Visionlink for patrols. William worked on #206 and IV fuel nozzle.

Indian Valley: Greg and Steve plowed snow and rechecked for issues.

Friday: February 23

New Meadows: Lamont and Doug plowed snow routes.

Council: Dan off. Shawn plowed Wildhorse road, Denys assisted with chains and cleared rocks. Vern and Ed checked roads for drifting. Chris worked on road logs and weekly sheets. William worked on #206 snow plow.

Indian Valley: Greg and Steve plowed snow routes.

Sunday: February 25

New Meadows: Lamont and Doug plowed snow routes.

Council: Shawn, Vern, Ed, Denys and Dan plowed snow routes. William worked on #17 air filter.

Indian Valley: Greg and Steve plowed snow routes.

Monday: February 26

New Meadows: Lamont and Doug plowed snow routes.

Council: Shawn, Vern, Ed, Denys and Dan plowed snow routes. Chris worked on weekly sheets and did additional snow removal around shops. William worked on #107 plow truck.

Indian Valley: Greg and Steve plowed snow routes.

Tuesday: February 27

New Meadows: Lamont and Doug winged, cut snow floor on snow routes.

Council: Shawn plowed Wildhorse, pushed back berms and cleaned up different areas. Denys pushed back and winged on a snow route. Vern plowed drifts on a snow route. Ed plowed drifts, cleaned area at fairgrounds, EMS building an additional around the shop. Chris worked on weekly sheets, bills and misc. things. William and Dan worked on signs and #21 NM loader.

Indian Valley: Greg and Steve checked for drifting, plowed Woods driveway and picked up signs.

Wednesday: February 28

New Meadows: Lamont and Doug winged, cut snow floor and drifts on snow routes.

Council: Dan off. Vern and Ed checked roads for issues. Shawn and Denys checked roads, changed the sign on Spring Ck road and Shawn cut ice on C/C road, Denys ran the crash car. Chris worked on bills and weekly sheets. William worked on SD 611, #206 and #18.

Indian Valley: Greg built sign rack for pickup.

Thursday: March 1

New Meadows: Lamont and Doug plowed snow drifts.

Council: Shawn, Vern, Denys and Ed plowed snow routes. Chris worked on bills, weekly sheets and cleaned up at the courthouse. William and Dan worked on #17 and #18.

Indian Valley: Greg and Steve worked on #17 patrol and plowed snow routes.

Friday: March 2

New Meadows: Lamont and Doug plowed snow routes.

Council: Dan off. Shawn, Vern, Denys, and Ed plowed and pushed back snow on routes. Kraig and Chris plowed county buildings. Chris worked on weekly sheets and cleaned in the office. William worked on #18 and in the shop.

Indian Valley: Greg and Steve plowed snow routes.

Monday: March 5

New Meadows: Lamont plowed snow and cut ice on a snow route. Doug cut snow floor on Southend, Hot Springs, and Farrell roads.

Council: All employees, Safety Meeting. Shawn plowed Ditch Ck road and pushed back snow on C/C road, Denys checked roads and assisted Shawn. Vern and Ed checked roads. Chris worked on weekly sheets, bills and misc. in office. William and Dan worked on #65, #19 radio and #18.

Indian Valley: Greg and Steve checked and cleared rocks on roads.

Tuesday: March 6

New Meadows: Doug off. Lamont cut ice and slush on valley roads.

Council: Shawn pushed back to snow on plow route. Denys checked C/C and Landore and Bear roads for issues. Vern and Ed worked on signs. Chris worked on weekly sheets, bills and updated sign and road database. William and Dan took the cylinder to Ontario and worked in the shop.

Indian Valley: Greg and Steve did sign work.

Wednesday: March 7

New Meadows: Doug off. Lamont cut snow floor on Rock Flats roads.

Council: Shawn plowed snow and opened Kleinschmidt grade, Denys assisted Shawn. Vern and Ed finished with signs on Fruitvale/Glendale road and started on C/C road. Chris worked on weekly sheets and updated road and signs in IWORQ database. William and Dan worked on truck tailgates in NM and brought back materials and welder to Council.

Indian Valley: Greg and Steve did sign work.

Thursday: March 8

New Meadows: Lamont and Doug checked roads and repaired seat in #21 loader.

Council: William off. Shawn cut ice and pushed back snow on Glendale and all Ridge roads. Denys opened Henderson rock pit and pushed back snow on Old Hornet and Pole ck road. Vern and Ed worked on signs on C/C road. Chris worked on weekly sheets, updates in the database and set up a new printer in the IV shop. Dan worked on #110 and #21 in NM.

Indian Valley: Greg and Steve did sign work.

Friday: March 9

New Meadows: Lamont checked roads and plowed slush on the route. Doug cut snow floor on Hot Springs, Hubbard, Southend, Substation, Whitney and Fish Lake roads.

Council: William and Dan off. Denys and Shawn hauled trash to the landfill from recycle and checked roads. Vern and Ed worked on signs on C/C road. Chris worked on weekly sheets, cleaned in the office and shop.

Indian Valley: Greg and Steve did sign worked and greased #17 patrol.

Adams County Weed Dept., Weekly Report, February 12 through March 9, 2018

Feb 12: Dept. Heads and Elected Officials meeting this morning. A phone call from a landowner regarding how best to control hawthorn and blackberries encroaching into a hay field. Another landowner stopped in to get some information about areas to find a medicinal herb that she is interested in. Weed study, reviewing notes from the last few seminars attended.

Feb 13: Optometrist appointment this morning. Mapping and chemical study in the afternoon.

Feb 14: Mapping work to download old location points into the GPS for scouting when the weather improves. Snow removal at the courthouse in the afternoon.

Feb 15: Snow removal at the courthouse this morning. Weed study and mapping.

Feb 16: Weed study, requested bio-control agents for Yellow toadflax in the Circle C area. The Circle C homeowners are concerned that YTF is getting worse in their area, so they have asked if Nez Perce BioControl can supply agents that we can release in their area. I will coordinate their request with Nez Perce Bio and the Forest Service since I believe that the FS may already be planning some releases in the Meadows Valley.

Feb 19: Holiday

Feb 20: Snow removal at the courthouse this morning. Attend Weed Free Forage and Straw re-certification class with ISDA at the Ada County Weed and Pest headquarters in Meridian.

Feb 21: Snow removal at the courthouse this morning. Today is spent catching up on email and other news and information from the long weekend and being at the training yesterday. I've heard back from my Bio-control people regarding the possibility of getting some controls for Yellow toadflax, and have scheduled to meet with Brian McMorris next month to plan a date to check some of the local populations of the bugs.

Feb 22: Snow removal at the courthouse. Worked on a newspaper article for next week.

Feb 26: Snow removal at the courthouse this morning. Cleared the windows and cleared paths to the back doors again in the afternoon after the roof slid. Worked on cataloging some photos, trying to contact speakers for the SWIWCA seminar in March.

Feb 27: Office, botany, and chemistry study.
