Purpose of the role:

The University has c. 21,000 students and c. 2,800 staff and is located in Brighton (4 sites), Eastbourne (3 sites) and Hastings. The total area of the residential and non-residential estate is c. 197,000m2 (2,120,490 sq.ft) and has an insurance replacement value of c. £543,000,000.

The post-holder will administer, manage and control the University’s building access control and Closed Circuit Television System (CCTV) systems and provide support to Schools and Professional Services Departments. This will include some design and/or design management, briefing consultants, tender project management, monitoring of progress, commissioning and handover. Handover will also include ensuring all documentation and records are kept up to date.

Main areas of responsibility:

§  To ensure that the access control and CCTV systems for students and staff of the University are managed and administered in a professional manner and addresses the needs and requirements of the University community;

§  To liaise with Schools and Professional Services Departments on access control and CCTV systems including the technical and practical implications regarding installation and use;

§  To ensure University access control and CCTV policies are complied with. Bring any examples of non-compliance to the attention of the Assistant Director of Estates (Facilities Management);

§  To develop and maintain procedures that support the ongoing development of documentation supporting the delivery of excellent customer service through the use of SharePoint and other media;

§  To carry out and oversee the activation of student and staff ID cards on a daily basis, ensuring that an up-to-date data base is maintained at all times. As far is required, conduct staff training on the University access control system with the aim of achieving capability and competency in all areas;

§  To contribute to discussions and planning relating to the access control and CCTV systems for new buildings and building refurbishment projects and provide information and advice to the Assistant Director of Estates (Facilities Management) on system development requirements including projected costs and installation issues;

§  To maintain data files and records of all access control and CCTV systems changes, faults and modifications;

§  To ensure that all data records, retention and disclosure comply with the provisions of the Data Protection Act. Provide and maintain a confidential analysis service to assist the University with enquiries and investigations, including those of a delicate nature;

§  To manage third-party contractors including the specification of services, contractor selection, tendering, negotiation, performance monitoring and management;

§  To ensure that all systems are properly maintained and that there is compliance by contractors/installers with any service level agreements which are in place; and

§  To provide an out of hours call out and advice service to address emergency access control and CCTV issues.

§  Any appointment is generally made at the bottom of the salary range for the grade dependent upon experience and previous salary.

§  This is a full time, permanent post.

§  Annual leave entitlements are shown in the table below and increase after 5 years’ service. In addition, to the eight Bank Holidays, there are university discretionary days between Christmas and New Year. All leave, including bank holidays and discretionary days, is pro-rated for part time employees.
