Framework Officer

Job Purpose
As a key member of the Policy and Research (PandR) Business Unit the post holder will support the smooth delivery of the Expertise Framework set up by the European Commission’s Directorate General for Education and Culture (DG EAC). Ecorys UK lead this framework with a consortium containing five other main partners. The framework is a 4 year fixed term contract to deliver expertise support activities in the fields of education, training, youth and sport and is a single supplier framework expected to release around 3 million euros of work per annum.
The principal purpose of this role is to support the Framework Director and Framework Manager to ensure the smooth running of the DG EAC Expertise Framework. This includes supporting consortium partners and the in-house team to win and deliver assignments.
The post-holder will be required to support all parts of the administration of the Framework. This includes managing the dedicated email box and telephone; helping organise Requests for Service (RfS) organising consortium and client meetings; assisting in the preparation of key documents including contracts, consortium papers, financial documents; supporting proposal preparation with formatting, ensuring adherence to a style guide and quality manual, and proof reading key outputs.
Excellent organisational, interpersonal skill and administrative skills are essential to the successful performance of this role. Previous experience of coordinating tenders and projects for the European Commission would be beneficial.

Principle Accountabilities/Tasks

Depending on the flow of requests for services and contracts secured the work will principally include the tasks set out below.
·  Helping coordinate the receipt and response to RfS, working with the Framework Manager and Framework Director to ensure deadlines and quality thresholds are met
·  Ensuring all relevant paperwork is in place for both RfS and individual projects linked to the framework including contracts, sub-contracts and invoicing arrangements
·  Maintain management systems, databases, RfS tracker and filing attached to the Framework and support with systems linked to individual projects led by Ecorys where needed
·  Help format project reports and proposals that are led by Ecorys
·  Help continually improve internal administrative systems, procedures and materials linked to the Framework
·  Undertake day to day communications with DG EAC, the consortium partners and Ecorys staff on RfS, individual assignments and the project pipeline
·  Where appropriate, provide support for individual assignments linked to the Framework (for example assistance coordinating events, desk based research, providing social media support etc)
·  Any other reasonable duties that may be required.

·  A professional / academic qualification, preferably at degree level or equivalent
·  A proactive self starter able to use own initiative
·  Good interpersonal and communication skills and able to provide a high level of customer service
·  A willingness to work flexibly to meet tight and challenging deadlines
·  Excellent organisational and administrative skills and extensive experience of developing and maintaining proposal and project files (both paper and electronic)
·  Able to prioritise own workload and take initiative under pressure or when faced with competing demands
·  Keen attention to detail
·  Excellent IT and computer literacy skills (knowledge of MS Office – Word, Excel, Access, Outlook Express, PowerPoint) including excellent document formatting skills
·  Experience of work in a project based or other environment where ability to multi task is required.
Desirable skills, experience, expertise and knowledge:
·  Interest in the delivery of public sector services
·  Interest or experience of working in the policy fields of education, training, youth or sport
·  Knowledge of using social media and web communication platforms
·  Ability to work in European Union languages
Additional Information
·  Salary dependent on experience and expertise starting from £15,000-£28,000
·  Other benefits commensurate with the role
·  Willingness for a small amount of foreign travel and on occasion work outside normal office hours including very occasional nights away from home.
·  This will be a four year fixed term contract based in one of our UK offices (Birmingham, London or Leeds).
·  Post available on a full time or part time basis
