LETTER OF INTENT
By signing this document, I certify the following (“we” refers to the applicant organization):
1. For new construction or reconstruction projects, we understand that ENERGY STAR V.3 (Tier 2) certification is a requirement to receive funding through the COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUND FOR RESTORATION OF MULTIFAMILY HOUSING (FRM) or SANDY SPECIAL NEEDS HOUSING FUND (SSNHF) programs.
2. For rehabilitation projects, we understand that compliance with the HUD CPD Green Building Retrofit Checklist is a requirement to receive funding through the CDBG FRM or SSNHF programs and will be included as part of the HMFA ENERGY STAR EQUIVALENCY requirement.
3. In addition, rehabilitation projects may be eligible for financial incentives under the Pay for Performance (P4P) program.
4. We understand that no projects are exempt from this requirement as indicated in NJ Department of Community Affairs Community Development Block Grant Disaster Recovery Action Plan and the HMFA CDBG-FRM and SSNHF Guidelines.
5. If requested, we will allow the HMFA Green Homes Office, or designee, access to the project site pre, during and post construction for the purpose of but not limited to confirming ENERGY STAR compliance.
