Aloha!

On behalf of the 2018 Kirk Banks Tournament, I would like to express my sincere appreciation for the efforts made by coaches and Regions each season to encourage and to commit parents and other volunteers to fulfill vital referee responsibilities at each year's KBT.

As an all-volunteer organization responsible for the wellbeing and protection of each of our participating players, it is also our goal to try and balance the priorities and time commitments of our parents and other volunteers with the safety and welfare of each of our players who participate in this annual AYSO Section 7 showcase event.

Each applying team and Region is asked to provide certified and qualified referees to fulfill their teams' tournament referee assignments, and required to submit a fully refundable referee deposit, under the condition that all referee assignments are adequately fulfilled.

The tournament rules and regulations also specify that referees who fail to properly check-in for a scheduled referee assignment -- in full uniform and qualified to referee for the age level of the teams represented -- risk forfeiting that portion of the team’s deposit, and may be replaced by a certified, available, willing and qualified volunteer to cover his or her missed assignment(s).

To facilitate accurate accounting of tournament referee deposit refunds, replacement referees MUST indicate which entity -- the replacement referee’s (his or her own) team/Region OR the non-appearing (the referee they are replacing) referee's team/Region -- is to be “credited” with the “forfeited” deposit amount. Unless specifically noted on the referee sign-in sheet at check-in, replacement referees who do not indicate which entity should be given credit for his or her assignment will be assumed to credit the non-appearing referee's team or Region.

To ensure proper representation and adequate coverage, Regions are strongly encouraged to provide certification courses and/or continuing education to their volunteers prior to the tournament. Regions are also encouraged to seek assistance from past but currently certified referees both within their Regionsand from neighboring Regions, i.e.. volunteers whose children have aged out of AYSO. Area and Section staff should also be considered. Note that all tournament referees must meet the minimum requirements below, and subject to the approval of the tournament referee administrator. Such approval will not be given to individuals who may be qualified as referees but are not AYSO Safe Haven certified nor currently registered AYSO volunteers.

All referees participating in the 2018 Kirk Banks Tournament must:

1. Be registered as AYSO volunteers in the current membership year. AYSO Volunteer applications may be completed online at

2. Be AYSO Safe Haven certified. Upon approval and issuance of an AYSO ID number, AYSO Safe Haven certification may be completed online at

3. Appear fully attired, i.e. appropriate referee jersey, solid black shorts, 2 or 3-stripe referee socks and referee certification badge. Regional Commissioners and/or Regional Referee Administrators shall advise all teams of this requirement.
