Meeting called to order at 7:30 a.m. by Chair Short.

1) Roll Call; Agenda for January 23, 2013; Minutes for December 19, 2012 Regular Meeting.

a)Standiford proceeded with roll call.

b)Agenda for January 23, 2013.

MOTION:Boyermoved to approve the agenda for the January 23, 2013 meeting with removal of the Unfinished Business from the agenda.

Second:Morales.

Discussion:None.

c)The committee was asked to approve the December 19, 2012 minutes.

MOTION:Holmberg moved to approve the regular meeting minutes for the December 19, 2012 meeting.

2) Parking Manager Report

a)Update on Parking Projects

Merrill indicated that the scheduled unfinished business item requesting a bike rack on Main Street in front of Compass Coffee has been withdrawn at this time. Jennifer Campos is working with the owner to explore other options.

Merrill provided a brief update about the City Council action to declare the property surplus, but disposition is on hold.

Merrill provided information about on-street sensors. Merrill indicated that the City is planning to test the sensors in the Government Parking District on Franklin Street between 11th and 13th Streets tentatively scheduled to begin in mid-February, 2013.

3) Unfinished Business

4) New Business

a.)Government Parking District Plan Recommendation (parking project 12-007)

Rick Williams, Parking Consultant provided an update of the Government Parking District Plan efforts. Williams indicated that the Government District contains 49 blocks.

Some of the key findings are:

  • Too many parking types in the district (70% of the on-street stalls provide long-term parking)
  • Parking types are not well laid out
  • The parking stalls in the district are occupied over 70% during the peak hours and over 80% in the district core
  • Much of the off-street parking in the district is not fully utilized
  • The average time stay is between 2 hours and 53 minutes and 3 hours and 5 minutes.

Recommendations include:

  • Expand the parking meter zone to include all of the Government Plan District, changing the minimum parking time stay to serve the Government District visitor
  • Base time stay zone of 3 hours or 10 hours (lesser time stays established on a case by case basis as recommended by the Parking Advisory Committee) and located in the right places
  • Establish an employee on-street parking permit for use in the district
  • Explore establishing a volunteer pass or permit for the non-profits in the district
  • Consider tightening or expanding existing residential parking permit system
  • Implement the plan and review results and make changes as necessary.

Jackson and Williams discussed ways to manage permits system-wide and in the district. Williams gave an example of the on-street employee permit program in the Central Eastside of downtown Portland.

Boyer asked if it would possible to survey monthly permit customers to determine where they are parking.

Morrison said updating the inventory is important because businesses change over time which could impact the parking need.

Boyer said the three hour time limit would eliminate one more stressor for customers visiting the district, especially those doing business in the courts.

b.) LynnaeRuttledge, 24th Street homeowner in Uptown Village, publicly thanked Merrill, Jackson, and Parking Services for their response to an on-street parking issue.

5) Committee Member Communication

Short asked if 11th Street is going to become one-way when the Koplan’s Building construction is completed. Moniot said it will remain two-way, but he will measure the street width to be sure that it can remain two-way.

Jackson asked if the original site plan for the Prestige development at 13th Street and C Street has changed. Moniot said it is a mixed-use development. Merrill said he isn’t aware if the design of the development has changed, but the street improvements should be the same.

Moniot indicated that Public Works Transportation has added a condition to the traffic control plan that requires contractors to notify adjacent property owners of impacts of the traffic control plan.

Jackson asked if the number of permit/10-hour combination meter stalls can be reduced on 11th Street between Washington and Columbia Streets.

6) Adjourn

The Parking Advisory Committee Meeting adjourned at 8:28a.m., January 23, 2013.

Next Meeting

The next regularlyscheduled meeting will be Wednesday, February 27, 2013 at 7:30 AM, in the Aspen Conference Room located on the First Floor of City Hall, 415 West 6th Street.
