NEWBURY MUNICIPAL COUNCIL
Monday, November 17th, 2014

CALL TO ORDER
Clerk Treasurer Betty D. Gordon called the meeting to order at6:00 p.m.

- DECLARATION OF PECUNIARY INTEREST:
Kelly Moore declared a pecuniary interest in items #8.29.6 and #8.29.7.
- DELEGATIONS:
(a)Joanne and Chris provided a report to Council on the activity at the County level regarding its budget, tax rates, ambulance services and other various subjects.
Diane arrived at Council approximately 6:30 p.m. therefore the meeting was turned over to her. Diane thanked Joanne and Chris for attending the meeting.
(b)WATER:
West Elgin is asking for confirmation on a Newbury council member attending the Tri County Water Board meeting scheduled for Tuesday, December 16th, at 7:00 p.m.
(c)SEWER:

(e)7:00 p.m.Fire Chief Chad Trethewey was absent.
-Monthly training records for Oct.
-Surplus equipment list. Chad said the volunteers are going to do a major clean up and prepare a complete list of items for sale.
-2 new suits have been ordered and should be in shortly.
-Chad advised Council that in January there will be a retirees party for fire volunteers and it was decided at Chad’s last county meeting that each municipality would be responsible for the expense of the retirement gift.
-Two sets of debif pads will be ordered.
-The intake valve needs repair – Chad will ask Howard Longley to do the repair.
-The department wants to circulate an information package with a coupon on the flyer to hand in for a chance at a Christmas hamper.

4.BUSINESS ARISING FROM THE MINUTES:
- The Clerk spoke with the owner of the Tucker St. lots regarding the service connections for the 3 lots and was advised by the owner that he can wait until spring due to the lateness in the year.
- The Clerk advised Entegrus of Council’s motion to increase the water rate and to apply the water surcharge. The rate was implemented on the October water consumption.
- Kelly took a look at the library door and will offer a solution at the November council meeting. Kelly will line the inside of the door with wood for now.

- Ministry of Citizenship, Immigration and International Trade calling or nominations for the June Callwood outstanding Achievement Award for Voluntarism in Ontario
- Chris Traini, County Engineer, providing the County’s five year capital plan for the County Roads. (cc Council)
- Martha Powell, President and CEO, London Community Foundation providing a report on the City of London.
- ON1CALL is advising municipalities that as of January 2015, of their new fee schedule which will not affect Newbury.
- The Ministry of Community Safety and Correctional Services is advising municipalities that they will receive a credit adjustment on their OPP billings for the allocated portion of the Court Security and Prisoner Transportation Program (CSPT).
- Mayor Randy Hope has sent an invitation to a Chatham Kent Chamber of Commerce Luncheon with Steward Beck President & EO, Asia Pacific Foundation of Canada Increasing Canada’s Trade with Asia at $25. Per person
- OPP have notified this office that after the first six months of service in 2014, the difference between what the Village has paid and owes is $-416.
- The Ministry of Agriculture, Food and Rural Affairs has notified this office that Newbury’s application for the Ontario Community Infrastructure Fund (OCIF) wherein CIMA had applied for the drainage works and road resurfacing to be completed on York St. was not selected to move forward to the application phase. - The Ministry of Agriculture, Food and Rural Affairs has notified this office that Newbury’s application for the Building Canada Fun – Small Communities Fund (SCF) wherein CIMA had applied for the road and drainage reconstruction of Coltsfoot Drive has been selected to move forward to the application phase of the SCF, with the condition that only include the Wastewater compound and as well road costs to return to an as-is condition. The Clerk has forwarded this information on Tom Montgomery of CIMA for his comments. (e.c. Council)The next phase does not guarantee approval of funding.
- Invitation from the Council of the County of Middlesex to attend the 2014 Warden’s banquet on Nov. 22nd – cost is $20 per person.
- Copy of a letter from the Town of Bancroft that supports a resolution passed by the Municipality of Killarney that requests the Province implements a billing method for policing costs for properties in unorganized townships so that they may contribute to their fair share.
- Information from the County Treasurer, Jim Gates, regarding loan programs available for lower tier municipalities from the County. (cc. Council)
- Invitation from Middlesex Hospital Alliance Ken Williams, MHA Board Chair and Todd Stepanuik, President & CEO to a meeting on Tuesday, November 18th, to discuss the development of a new strategic plan. (cc. Council)
- Linda Stobo of the Middlesex-London Health Unit has advised this office that as of Jan. 1st, 2015, it will be illegal to smoke on bar and restaurant patios and as well to smoke on playgrounds and sports fields.
- Letter from Union Gas congratulating Diane on her re-election and providing background informaiton on its services.
- Congratulations card from Monte McNaughton, MPP to Diane on her re-election.
6.ACTION REQUIRED ITEMS:
- The following motions of Council were passed at the May 12th Budget meeting but excluded from the May minutes. The Clerk is asking that Council pass a motion accepting these May 12th motions to be included with the November 17th minutes.

Council was asked if they would like the Clerk to apply for a Trillium grant for a skateboard park realizing that the total cost might not be covered by the grant. The Clerk asked if it was not fully funded by the grant how the balance would be paid, from reserves or put into the 2015 budget. Council passed the following motion.

- St. Clair Conservation is advising Newbury and Southwest Middlesex that the appointment of Don McCallum will expire on February 19, 2015. SWM is suggesting that Newbury be appointed to sit for 2 years then SWM will sit for 4.
This item was tabled until the next Council meeting.
- Bell Canada is asking for Newbury to implementation of the Locate Protocol. (cc Council) wherein Newbury would not have to respond to a locate request from Ontario One Call because most of the repairs done by Bell are hand dug no more than 12 inches to do their repair. Bell also states that in the event that Newbury’s buried infrastructure is damaged during the repair then Bell will assume full financial liability for its restoration. (cc. Council)

- Each Council member was given the opportunity to bring new business to the table.
The Clerk provided Form 4, Financial Statement to each council member who ran in the 2014 election.
The Clerk showed Council an article in the paper wherein Newbury’s business owner Gary Field of Field Homes Inc. has won the award for the second year in a row for
The Clerk also reviewed with Council the article in the Transcript regarding municipal tax rates.
The Clerk asked Amos for clarification on the brush pile at the park.
Diane thanked council for working together for the past council term and wished them success on their next adventure.
