HIGHWAY AND PARKS COMMITTEE
August 2, 2011

Others present: Commissioner Grant Bystol; Jerry Erdmann, County Board Chairman; Frank Pascarella, Administrative Coordinator; Steve Haskell, Emergency Government; Dale Stange, S D Ellenbecker; Mike Opperman, Opperman Development and Priscilla Zahn, Lead Accounting Technician.

The meeting was called to order by Chairman Wnek at 8:00 AM.
A motion was made by Letter and seconded by Noffke to approve the minutes from the July 18th meeting as printed. Motion carried 5-0.
Motion by Giese; seconded by Knaak to deviate if necessary. Motion carried 5-0.
No public comments.
Parks Manager report: none.
The Joint Salt Shed quote was opened. Three quotes were submitted. Stockbridge-Munsee Tribe will review the quotes before action is taken.
The Emergency Government bill from the flooding was discussed with Steve Haskell. A motion was made by Noffke and seconded by Knaak to request Finance Committee take the funds from the undesignated fund balance to cover the expenses. Motion carried 5-0.
A motion was made by Knaak and seconded by Giese to go into closed session pursuant to Wisconsin Statutes 19.85 (1) (c) for the purpose of discussing a personnel issue. Motion carried on roll call vote 5-0.
A motion was made by Letter and seconded by Noffke to come out of closed session. Motion carried 5-0. No action was taken on closed session.
Curb and gutter quotes were opened on CTH G. Only one quote was received. After Commissioner reviewed the prices, a motion was made by Knaak and seconded by Giese to award quote to Sam Sommers for $12.15/LF. Motion carried 5-0.
The Highway budget was reviewed After discussion on various items, a motion was made by Letter and seconded by Giese to send to Finance as presented. Motion carried 5-0.
Highway Commissioner report: chip seal tomorrow; CTH G, CTH MM projects; town paving; CTH J blacktop and mitigation site was discussed.
No meeting attendance/training/travel.
Committee meeting dates: Tuesday August 16th , Tuesday, September 6th and Tuesday, September 20th all at 8:00 AM.
Committee comments: Noffke questioned signs for church – Commissioner says they should have been put up.
Under letters and communications: none.
The committee reviewed highway bills dated July 25th for $54,539.29 and July 25th for $276,836.10. A motion was made by Letter and seconded by Noffke to approve bills as presented. Motion carried 5-0.
A motion was made by Letter and seconded by Knaak to adjourn the meeting at 9:45 AM. Motion carried 5-0.
