CALMAC WEBSITE:

The CALMAC Website Committee sought CALMAC agreement on the following policy position.

Issue:Should CALMAC post non-member organizations studies on the CALMAC website?

Proposed Policy: CALMAC agrees topost studies on the CALMAC website that:

Cover market assessment, process, demand reduction or energy efficiency program evaluations conducted in California that are paid for via California Public Goods Charge, equivalent gas surcharge, procurement, or other ratepayer funds.

Pros:

This policy clearly defines what reports are accessible on the website.
This limits the website contents to documents from publicly funded studies related to CA EE programs.
This would include third-party EE EM&V studies and Low Income reports.

Cons:

This limits available studies on the website to CA ratepayer funded studies only. Those seeking access to related non-ratepayer funded EE studies and reports will have to search elsewhere. However, the website will provide links to certain documents and related sites to assist with the search.

CALMAC agreed with the proposed policy.

DEER 2002/2003 STUDY UPDATE

The ‘02/03 DEER PAC raise concerns regarding who will provide general website administration after the project is completed. The resolution, the CPUC will serve as the contact for the technical administration of the website itself. Therefore, anyone with technical difficulties in accessing the database should contact the CPUC (the name of the contact will be posted). The CEC will serve as the primary contact for database content and other concerns. Again, see the website for contact names. DEER Project contacts for the CPUC and CEC are Jay Luboff (CPUC) and Sylvia Bender (CEC).

Current status of the 2002/03 DEER study.

The CPUC now has the Website CD for further evaluation. The CPUC will upload the website upon overall approval from the PAC

2004/05 DEER STATEWIDE EM&V STUDY COORDINATION

Proposed activity for the 2004/04 DEER Update include:

Finalize data from 2002 for 2004/05 Statewide Study
Provide energy savings for weather-sensitive measures to complete the final database
Provide estimates base on new 2004/05 Title 24 Standards.
Establish a formal link between DEER and EM&V studies along with input from other stakeholders and end-users (CPUC, Oversight Organizations (ORA), Demand Forecasting, Resource Planners, CEC, Load Management and other users of this data)
Identify areas and process of including input and assumptions from M&V studies on an ongoing basis.
Update driven by needs for two types of data: 1) inputs required by DOE2 models and 2) inputs for Non-weather sensitive measure estimates.
Data provide will be “ open-source” for transparency.

STATEWIDE PROPGRAM DATA REQUESTS, CENTRALIZED WAREHOUSE

This issue is in regards to how IOUs can facilitate statewide data exchange to support statewide EM&V studies. The issue is internal to IOUs and may involve legalities regarding confidentiality. Each IOU will speak to appropriate internal personnel regarding this issue.

SCHEDULE FOR STATEWIDE 2004/05 STUDIES; M&E DATA LOGISTICS, COORDINATION POSSIBILITIES

The CPUC granted approval to move forward with ‘04/05 RFP’s for all studies. The ED staff supports a schedule that will allow IOU discretion to stagger the dates for RFP release and subsequent Research Plan submittal to minimize overwhelming staff and contractor resources.
A tentative schedule will be drawn up by the IOUs as well as the current status of the studies

PRE-PROTOCOL MEASUREMENT STANDARDS

The ED staff present deferred discussions regarding the protocol standards and the framework until the decision on Long-term Administration is reached. The ED will then solicit support from CALMAC on developing the schedule. In the meantime, SCE will defer develop the work scope for the next stage (‘04/05) of Framework Guidelines in order to address possible work task needed to develop the Protocols.

WRAP UP

Nance Masta from LVBL reported on the Public Interest Energy Research (PIER) program that is launching a Demand Response Research Center led by Lawrence Berkeley National Laboratory expected to be in place in Spring 2004. PIER granted the center funding to develop, prioritize, conduct and disseminate research to broaden Demand Response Research awareness and knowledge.

The Center is seeking suggestions and/or interested bodies from CALMAC to provide input or serve on the research Committee.

CALMAC

Pierre Landry (SCE) will coordinate developing a tentative Schedule for 2004/05 study solicitations and post on the website for public viewing.

Future Meetings: For future meetings, the CALMAC Chair will send a request for agenda items three weeks before the regularly scheduled meetings. This will facilitate materials and presentations being on the website prior to the meeting

CALMAC Website

An issue regarding how and where to post the two and four page study summaries was raised. These documents are in many cases more succinct than the executive summaries. The question was raised as to whether to include the summaries with the reports or to paste them on a separate link on the website dedicated to two and four page summaries. The matter was sent to Website Committee to bring back a recommendation to CALMAC determining how to integrate these documents into the website

Next Meeting: June 16, 2004
