USTA Texas - Expansion Plan Synopsis

  1. What is the CTA Expansion Plan?

The CTA Expansion plan was proposed in 2006. The assertions upon which the Expansion Plan is based are the following:

  1. CTAs are the main delivery system of tennis in the local communities and is USTA Texas Level One Priority in our Strategic Plan.
  2. USTA Texas has assets (programs, leagues, tournaments) that have been used locally to generate various levels of revenue. We feel these assets should be operated by the local CTAs. The top three assets are:
  3. USTA Adult Leagues
  4. Sanctioned Tournaments
  5. Junior Team Tennis
  6. Our mission is to grow tennis. Therefore, CTAs must use the funding received through the local delivery of the assets listed above for the purpose of growing additional grassroots programs for youth and adults in their communities.

II. Phases of the Expansion Plan

2009 – Each Qualified CTA began delivering the USTA Adult League program

2010 – Each Qualified CTA began delivering the USTA Junior Team Tennis program

2011 – New Governance was passed to provide 1 qualified CTA representative from each of the 4 zones into the Executive Committee (total 12 seats)

III. Funding

In order for a CTA to become “Qualified” to receive Expansion Plan funding, they must meet all four of the following criteria:

  1. The CTA must be an umbrella, certified non-profit CTA that represents a community or area in USTA Texas
  2. It must be clear to USTA Texas that the money raised by USTA Adult Leagues will be used to accomplish the mission to grow the game of tennis in its community as well as pay for the expenses of the leagues
  3. The CTA must work in cooperation with the tennis organizations, tennis professionals and coaches in its community
  4. The CTA must be selected and designated as a Qualified CTA by USTA Texas through a vote of the CTA Expansion Plan Committee.

IV. Fees

1. USTA Adult League participants pay USTATexas$5 per player for all leagues that “advance” to Sectional competition. USTA Texasshares $2 per player of that fee with the Qualified CTA that is running the league. The remaining $3 goes to USTA Texas. Any additional league fees above and beyond the $5 fee goes is kept by the local CTA. There is a $3 per player usage fee that goes directly to TennisLink.

2. At this point, all funding from the operation USTA Jr. Team Tennis goes directly to the CTA with the exception of the $3 TennisLink fee. There have been discussions regarding the implementation of a per player fee similar to USTA Adult Leagues.

  1. To Date

CTAs participating in the Expansion Plan are receiving varies amounts of funding through the delivery of at least two of the three USTA assets. This allows them to fund the growth of additional, more benevolent programs such as NJTL, Adaptive, and Wheelchair tennis for example. The Governance Phase has been implemented and if currently functioning as planned. The institution of reporting procedures has been discussed to help better understand how the Qualified CTAs are using the USTA Texas Expansion Plan funds.
