1. Position: Secretary: Community Services

Post reports to: Community Services Manager

Salary: R 84 327 -00 per Annum

Requirements: Grade 12 plus a secretarial diploma or certificate, proficiency in local languages, computer literacy, report writing, 2 years experience as a secretary, good communication skills.

Responsibilities: Do typing work for the Community Services Department, Do bookings and travelling arrangements, make arrangements for refreshments during meetings and manage the diary of the Community Services manager.

2. Human Resource/Labour Relations Officer

Directorate: Corporate Services

Post report to: Human Resource Manager

Remuneration: R161 659.00

Requirements: An appropriate recognized B degree or equivalent qualification or relevant experience; Knowledge of Human Resource,in depth knowledge of Employment Equity. Legal qualification and detailed knowledge of Labour Relations provisions will be anadded advantage.

Responsibilities

  • Handle misconduct cases
  • Conduct investigations on grievances and disciplinary matters
  • Handle Human Resource issues
  • Attend queries regarding Human Resources
  • Attend to hearings for disciplinary and other related cases.

3. Position: Accountant Expenditure

Post Reports to: Chief Financial Officer

Directorate: Budget and treasury

Remuneration: R161 659-00

Responsibilities

  • Assist the CFO in managing the expenditure division
  • Monitor the expenditure budget
  • Prepare monthly reports
  • Ensure compliance with legislation
  • Assist in the preparation of AFS
  • Monitoring compliance with internal control measures
  • Perform any other duty when requested

Requirements

  • A degree in accounting or equivalent
  • Minimum of 2 years dealing with finance in local government
  • Good interpersonal and written communication skills
  • A drivers license will be advantageous

4. Position: Admin Officer (Valuation Services)

Post Reports to: SeniorTown Planner

Directorate: Spatial Planning and Economic Development

Salary: R116 796. 00

Requirements

  • Grade 12 and Diploma or Equivalent
  • Minimum of 3 years in local government
  • Conversant with town planning matters (e.g. township establishment, rezoning, subdivision and consolidation) and legislation on valuation and rates policy
  • Good interpersonal and written communication skills
  • Computer literacy (Ms Excel and Ms Word)
  • A driver’s license will be an advantage

Responsibilities

  • General administration and support of the Municipal Valuation
  • Attending to all valuation related queries and communicate or refer them to the contracted professional valuer
  • Advertise all valuation or assessment rates related issues on provincial gazette and local newspapers and on the municipal website
  • Verification of requests for clearance certificates
  • Consolidation of improvements or developments to be incorporated into Supplementary Valuation roll in terms of section 78 of Municipal Property Rates Act of 2004
  • Effect amendments to General Valuation Roll e.g. change of ownership
  • Outsourcing of addresses for the General Valuation Roll
  • Keep records of download all notices placed on provincial gazette relate to the municipality
  1. Position: Gender, Disability and HIV/AIDS Coordinator

Post Report to: Mayor’s Office

Salary: R99.275-00 per annum

Requirements:Grade 12 plus a three year tertiary qualification in social science, a valid driver’s license, 2 years experience in a similar position and computer literacy.

Responsibilities:Coordinate gender, disability and HIV/AIDS activities within MarulengMunicipality, Ensure that people with disabilities participate in community structures, coordinate HIV/AIDS awareness campaigns, coordinate gender activities within MarulengMunicipality.

  1. Public Participation Officer:

Directorate: Office of the speaker

Salary: R99 275.00 per annum

Requirements:Grade 12 plus a three year qualifications in Social Science, specialization in Political Science and communication (Public Relations) will be added advantage, Driver’s license,and two year in Local Government.

Responsibilities:

  • Provide support services to the office of the Speaker.
  • Provide secretariat services in all public activities of the municipality.
  • Liaise with the community on municipal programmes
  • Ensure functionality of ward Committees
  • Prepare and consolidate Ward Committee reports for the office of the speaker, municipal manager and other organs of state.
  • Facilitate outreach programmes for the municipality
  • Development and implementation of Public participation strategies
  • Build capacity to the ward committees and public about functions and powers of Local Government.
  • Investigate and advice on service delivery constraints.

  • The Young Professional Programme provides an opportunity for graduates to gain the necessary application skills as well as “hands on” work experience in their respective disciplines. The programme is for a period of 3years and individuals who have successfully completed a three year tertiary qualification in the following disciplines may apply:
  • Engineering (Civil)
  • Successful candidates will be required to sign a Young Professional contract.

  • Successful candidates will be working in areas where the Development Fund will be executing Sustainable Infrastructure Projects. Therefore, preference will be given to candidates:
  • Residing closer to the project location (most project locations are in the remote areas of South Africa)
  • On successful completion of the programme, the successful candidate will have the opportunity to seek employment within the respective municipalities.
