CALL TO ORDER

Mayor Andrew called the meeting to order at 7:00 p.m. and asked for roll call.

ROLL CALL

Gene Miles, City Administrator, called roll with C. Linhart, C. Maxson, C. Moore, C. Zuern, C. Phillips and Mayor Andrew present.

CONSENT AGENDA

Minutes, May 17, 2010 Regular City Council meeting

Payment Approval List for Warrant Registers #50600-(out of sequence) 65648-65728 for $167,370.35

Payroll Report for Pay Period Ending May 15, 2010 for Warrants 49620-49664 for $90,877.52

C. Linhart made the motion to accept the consent agenda with C. Phillips seconding the motion. 5 Ayes 0 Nays, motion passed.

BUSINESS

AB 10-41 Increase in Hearing Examiner’s Fee

Gayle Borchard, Community Development Director, presented the agenda bill. She explained the Hearing Examiner has been paid the same since 2005. She is asking authorization to increase his pay to $330 per hearing + travel. C. Phillips made the motion to approve the agenda bill with C. Moore seconding the motion. 5 Ayes 0 Nays, motion passed.

AB 10-42 Land Use Agreement with Pacific County

David Glasson, Finance Director, presented the agenda bill. He explained the city attorney has approved the language for the 10 year agreement for $1.00 per year for use by the animal shelter. C. Moore made the motion to approve the agenda bill with C. Maxson seconding the motion. 5 Ayes 0 Nays, motion passed.

AB 10-43 State Purchasing Cooperative Agreement

David Glasson, Finance Director, presented the agenda bill explaining the $1,000 fee is for two years to allow the city to purchase off of the State Purchasing Contract. This includes such items as police cars, city crew trucks and the recent mower purchase, etc. C. Linhart made the motion to approve the agenda bill with C. Phillips seconding the motion. 5 Ayes 0 Nays, motion passed.

PUBLIC COMMENT

Mark Perez, Long Beach citizen and Norma Hernandez, Executive Director of Lower Columbia Hispanic Council commented on city council decision to support the newly signed Arizona law, SB1070.

Brian Losh, owner of Beach Center, asked the council for a reprieve of the landscaping requirement in the conditional use permit.

Fred Cook, citizen of Long Beach, commented that he signed an approval of the conditional use permit for the Beach Center building that he had received since he was a neighbor within 300 feet of the project. Had he known that the requirements were not going to be completed he would never had approved of the conditional use permit.
