Special School Board Meeting
Thursday, February 4, 2016
5:30 p.m. – Community Room
Board President Scott Danner called the school board meeting to order at 5:32 p.m. with the following members present: Jamie Dettmer, Laurie Buhrow, Donna Hereid, and Ally Mueller. Also present were Troy Heller, Tracie Fette, Sarah Figanbaum, Amanda Moenk (Tripoli Leader), Tony Sneiderman, Michelle Vogt, Helen Milius, Pamela Seehase, and Betty Johansen.
Motion by Buhrow, seconded by Dettmer, to approve the consent agenda as amended. Motion carried unanimously.
Mr. Danner asked the Board members to review the supporting documents presented for the Shared Superintendent Contract with Starmont School. This contract will become in effect as of July 1, 2016. Mr. Heller then explained that this past Wednesday the Starmont Community School District offered to share the Superintendent services for the 2016-2018 school years and possibly several more years after that.. This contract will be The Board has asked me over the past few years to continue looking for sharing possibilities with other districts. We are currently sharing transportation, maintenance, HR, and finally Superintendent. This number actually equals 23 operational sharing monies, however, a district can only get credit for 21 @ $6500.00. This sharing opportunity is probably the best opportunity of all of the different sharing situations that we have created in the past. The reason I like this sharing opportunity is because each building will have its own building principal, and Mrs. Neuendorf and Mrs. Figanbaum will be able to focus on these areas 100% of the time. Even though our current structure has worked, in my opinion, better than some districts with the traditional structure. I’m excited to allow Mrs. Neuendorf to be able to run the HS school building. Also, this sharing opportunity allows a bigger pot of sharing monies, and there are monies saved within the current administrative structure. As for the savings, my prediction is we will save about $10,000 for the next two years from the Administration structure and another $104,000 from the Operating Sharing monies. So my prediction is this opportunity will bring in about $125,000 to our General Fund. As you can see from the spreadsheet I provided Starmont, the cost to our district is $70,000 for the salary; and the total package per district is $93,246, prior to the new insurance rates for 2016-17. Mr. Heller then opened it up for discussion. Michelle Vogt and Betty Johansen had an open dialogue with Mr. Heller and the Board. A motion by Dettmer, seconded by Mueller, to approve the Shared Superintendent Contract with Starmont School. Motion carried unanimously.
Mr. Heller then asked the Board to review the Tripoli Administration restructuring for the 2016-2018 school years as previously stated as follows: Shared Superintendent (50/50) Troy Heller; 6-12 Principal Karen Neuendorf; and Sarah Figanbaum as the PK-5 Principal. Both administrators; High School, and Elementary and Activities Director will have duties doing supervision for all activities. I’m asking that they all share these duties. This is expected of the High School Principal and AD, but I’m also asking that the Elementary Principal, Mrs. Figanbaum take on 1/3 of the supervision duties. Then an open dialogue between the community members with the board answering all questions about the restructuring of the administration.
The next regular school board meeting has been set for Monday, February 22, 2016 at 5:30 p.m. in the MS/HS Community Room.
A motion by Mueller, seconded by Dettmer to adjourn. Motion carried unanimously.
