Typical Project Delivery

Purpose - The purpose of this tool is to define the typical project delivery process and stage purposes for procuring a house. It contextualises relevant stages and their relationships.

Limitations - Identify and consider any other relevant issues that may impact on the delivery process.

1. Define Market Target

· Market research (Macro and micro economic conditions)

· Ascertain financial capacity

· Ascertain the target demographics

· Ascertain the target quality level

2. Site selection

· Investigate local market conditions

· Investigate demographics.

· Preliminary feasibility analysis.

· Assess IPA requirements

· Commission a site survey to ascertain contours, adjoining building positions, tree locations, utility locations and other pertinent information.

· Commission a soil survey.

· Review environmental considerations.

3. Formulate Brief

· Define the baseline project budget (capture all costs associated to the project)

· Building costs (expected tender amount)

· GST

· Statutory approvals (i.e. Building Act Compliance, QBSA, PLSL etc)

· Finance interest charges (capitalised to the project?)

· Professional fees.

· Project Contingency

· Construction Contingency

· Escalation to tender

· Define project milestones.

· Target date to call tenders.

· Construction period (Practical Completion Date)

4. Project Definition

PURPOSE: To ensure the brief requirements are clearly understood and translated into a project execution plan that is accurate and facilitates approval.

· Undertake detailed feasibility analysis

· Consider the building procurement strategy

· ie – nominated, select list, expression of interest or public

· Is early works packages required (ie – Clear the site)

· Determine delivery strategy

· Prepare pre-design details

· Appoint design team based on qualification based selection.

5. Schematic Design

PURPOSE: To translate the design brief into a concept that is in a format suitable for the evaluation of options and testing of the brief requirements.

· Team briefing

· Liaise with the design team to relay the proposed brief and to highlight project intent.

· Schematic design proposal

· Record and undertake scope change after approval.

6. Town Planning Approval

· Lodge for assessment

· Public Notification if necessary.

· Review of submissions

7. Developed Design

PURPOSE – To further develop and refine the schematic design concept with more detailed input. Note this stage is sometimes skipped depending on project size.

· Review the schematic design

· Review the town planning assessment

· Obtain preliminary engineering advice

· Developed design proposal

· Obtain QS estimate

· Prepare Developed design detail

· Review the design with respect to the QS estimate

· Undertake and record scope changes after approval.

· Review construction procurement strategy.

8. Contract Documentation

PURPOSE – To produce documentation suitable for the calling of tenders sufficiently detailed to relay the desired scope and outcomes and to eliminate cost, time and claim delays during construction.

· Review the Developed Design

· Contract Documentation Proposal.

· Obtain QS estimate

· Prepare Contract Documentation detail

· Review the documentation with respect to the QS estimate.

· Ensure documentation complies with the requirements of the approved brief.

· Undertake and record scope changes after approval.

· Lodge application for Building Act Compliance.

9. Obtain Project Finance

· Lodge documentation with Financial Institution.

· Obtain valuation.

· Obtain financial approval before proceeding with Tender call.

10. Tender Stage

· Report on consultant performance

· Determine tender call type (ie – nominated, select list, expression of interest or public)

· Call tender

· Evaluate tenders to ensure compliance with the invitation.

· Or negotiate with nominated builder

· Agree lump sum price

· Tender Proposal

· QS verifies offers and ascertains value for money.

· Tender proposal

· Undertake Building Services Authority (BSA) check to ensure financial capacity of the successful contractor.

11. Construction Stage

PURPOSE: To ensure that the built product conforms to the requirements of the latest agreed brief and therefore the contract documents.

· Successful contractor accepted by letter and given possession of the site.

· Communication protocols established with the contractor.

· Environmental management plan obtained from contractor

· Construction management plan obtained from the contractor.

· Construction methodology evaluated

· Construction monitored

· Milestones evaluated and corrective action taken if necessary

· Cost monitored against baseline cash-flows

· Variations required for latent and or documentation discrepancies (type 1) monitored to control cost escalation and issued without delay to prevent time delay claims.

· Variations required for scope change (type 2) issued without delay to prevent time delay claims.

· Contractor time claims monitored.

· Contractor contractual claims monitored

12. Post Construction Stage

PURPOSE – to ensure that the contractor’s contractual obligations are fulfilled and that project lessons are recorded and utilised.

· Defects followed up before Final Certificate is issued.

· Final Certificate issued.

· Post occupancy evaluation undertaken to ascertain achievements and deficiencies.
