APPLYING FOR A PARKING PERMIT - GUIDELINES FOR STUDENTS
University car parking on the three main campuses (Merchiston, Craiglockhart and Sighthill) is controlled by the Car Parking Team in the Security Section of Property & Facilities.
All parking permits are issued by the Car Parking Administration Team (0131 455 6119 or email: ) and students requiring a permit must complete an application form. Students should note that parking spaces on any campus cannot be guaranteed on a day-to-day basis, even where a permit has been granted.
There are three categories of parking permits and all permits are issued on a priority basis; there are some differences between campuses due to space limitations.
Applying for a parking permit - General
1. All students are entitled to apply for a standard parking permit by completing the Car Parking form which you can find here. A decision will be made on your application depending on the availability of spaces at the campus you wish to park at.
2. Permits are valid for an academic year i.e. from 1 August 2016 to 31July 2017 at a maximum cost of £48. Successful applicants need to re-apply every year. You will be sent further details by letter of where to pay if you are successful in your application.
3. Possession of an Edinburgh Napier parking permit does not entitle you to free on-street parking. If spaces are not available in University car parks, and you choose to park on-street, you must pay the appropriate fee or you will receive a Penalty Charge (a ticket). You will be responsible for paying this and the University will not entertain any claims against it if you are ticketed by the Council’s Parking Attendants.
4. Please note that there are currently no general parking permits available for Merchiston.
Applying for an Internal Edinburgh Napier “Temporary Access Permit”
1. Internal Edinburgh Napier “Temporary Access permit” are issued to students who may need to park on-campus due to a health or medical condition but do not have a Council ‘blue badge’; students with temporary health difficulties (e.g. significant mobility problems) would also be included in this category.
2. Students seeking this type of parking permit must be assessed and have their application supported by the Disability and Inclusion Team. In the first instance, you can contact the Disability & Inclusion Team by emailing: . If a Disability Adviser supports your application, they will confirm a recommendation for a parking permit, in writing, to the Parking Team. You must also complete a Car Parking form in Appendix A.
3. Health or medical conditions that are likely to be supported include conditions that have an effect on your mobility or where parking in close proximity to the campus has been identified as helpful in supporting your health needs. Please note: it is unlikely that this type of permit will be possible at Merchiston due to severe parking limitations.
4. If you are successful in your application you will have to pay for the permit. Permits are valid for an academic year i.e. from 1 August 2016 to 31 July 2017 and cost a maximum of £48. Successful applicants need to re-apply every year.
5. Possession of an Edinburgh Napier Temporary Access permit does not entitle you to free on-street parking. You will be responsible for paying this and the University will not consider any claims for car parking penalty charges by the Council’s Parking Attendants.
6. Internal Edinburgh Napier Temporary Access permit holders may park in any standard space on-campus, provided the permit is clearly displayed (Please note this does not include any of the marked disabled bays which are reserved for Council ‘Blue Badge’ holders).
Council ‘Blue Badge’ Holders
1. Disabled students who wish to apply for on-campus parking must complete the Car Parking application form in Appendix A. Successful applicants need to re-apply every year. You can apply direct to the Car Parking administration team and you do not need to have your application supported by the Disability & Inclusion Team (We do suggest that you contact the Car Parking administration team on 0131 455 6119 or email: for all other support needs).
2. A copy of your Blue Badge must be provided as part of the application process. Students in possession of a Council Blue Badge will not be required to pay to park on-campus.
3. There are ample disabled parking bays at Sighthill and Craiglockhart and you should never have any difficulties getting a space.
4. Parking is extremely limited at Merchiston and there are only two on-campus disabled parking bays at the rear of the Campus, adjacent to Mardale Crescent (students should note that access from this area into the main campus may be more difficult than that from Colinton Road and you should seek advice over the best access route before parking in this area).
5. If there are no disabled bays available on-campus you may be able to park in an on-street disabled bay. At Merchiston Campus, there are Four Council disabled bays immediately outside the main campus entrance on Colinton Road; these bays are free to Council Blue Badge holders.
