BROUGHTON AND BLACKFRIARS

SERVICE DELIVERY AREA

The Broughton and Blackfriars Service Delivery Area is in the east of the City. It includes residential areas and much of the historic core of the city of Salford, adjacent to the regional Centre. The area has a variety of land uses, housing is found mainly in the northern part of the area and generally consists of 1960’s local authority estates which have undergone extensive refurbishment. Industrial and commercial uses are found mainly in the southern and western parts of the area. The area suffers many social, economic and physical problems and as such has been subject to a number of regeneration schemes, such as SRB 2, chapel street regeneration project.

Summary of Statistical Information

The analysis of the statistical data for the area shows that Broughton and Blackfriars has many of the classic characteristics of an inner city area. In particular, the area has high levels of, Population loss, single parent families, ethnic minorities, local authority housing, flats and terraced housing, and unemployment.

Index of Deprivation

In the recent Index 2000 Broughton and Blackfriars have both seen a change in their rankings within the city and nationally compared to 1998 Index. Broughton is now the most deprived ward in the City and with both wards in the top 10% most deprived areas nationally.

The Index 2000 also highlighted Broughton as the 21st ward for Child Poverty nationally with 80% of children in the area living in a household dependent upon means tested benefits.

Crime

The Crimestatistics for the area also highlights the Salford City East police beat as having the highest level of recorded vehicle crime for the whole city, with high rates in the Higher/Lower Broughton (E) and Trinity (NW) beats.

Unemployment overall, youth and long-term in the area are higher than the national and City average. In particular Broughton and Blackfriars has the highest percentages of unemployment and long term unemployment in City.

Educational attainment within the SDA is poor with the number of children gaining 5 or more GCSE at A-C grade substantially below the City and National average. However, the school is performing above the national and city averages for the number of pupils gaining no passes.

Population Characteristics

  • The Broughton and Blackfriars area has seen a large fall in population, and whilst this is largely due to outmigration, it is partly due to the extensive refurbishment’s that have taken place in the area.
  • Residential mobility of the residents indicates that 33.8 % of the population moving are moving out of the area.
  • The average household size has fallen over the decade and is lower than that for Salford. The area also has above the Salford average Percentage of single parent families.
  • Between 1991 and 1998, there has been a drop in population of 900, from 19,525 to 18,625, identifying an outwards movement from the area.
  • The highest percentage of people living on low incomes is in this area.
Health
  • In the 1991 census 20.7% of the population in Broughton and Blackfriars live with limiting long term illness compared to 17.4% for the City as a whole.
  • Within this SDA, both of the wards have high Standard Mortality Ratios (SMR), Blackfriars is the highest in the City with an SMR of 220 over twice the national average (100), as is Broughton with a SMR of 200.
  • Blackfriars also has higher than average percentage of low birth weights at 8.9 % compared with 8.7 % for the City. The highest rate in the city is Ordsall’s 12.6 %.

Housing.

Broughton and Blackfriars, along with Ordsall fall under the Inner City East housing area.

  • The area has the lowest overall house prices in the City with an average house price of £31,763, which is less than half of the average house price of the North West suburbs of Worsley, Boothstown and Walkden North and South.
  • The Inner City east area has a projected demand increase over the next 5 years of 51 homes, the recent Housing Market Demand Survey (October 1999), highlighted a decrease demand in owned with a mortgage and housing association accommodation within the area.
  • Inner City East has the second highest rate of void with 11% of all stock void, this compares to 6.2% for the City and 3.9% nationally.
  • Over 50% of households in Broughton and Blackfriars are rented from the Local Authority.
  • 18.7% of households in the area have difficulty in meeting housing costs.
  • The area has high levels of residential development with 1167 developments as at June 1999.
