Recommendation:
That approval be granted to enter into an Agreement with M/A-COM Private Radio Systems Canada Corp. (M/A-Com) for the acquisition of Enhanced Digital Access Communications System radio equipment to supply the Fire Rescue and Emergency Medical Services operations and the Edmonton Police Service. The period for approval is up to December 31, 2011, the same period as for the existing Maintenance Agreement for the Public Safety Radio System.

Report Summary

City Administration Bylaw 12005, requires that for sole source agreements in excess of $250,000 and those contracts that may exceed ten years in duration, approval shall be obtained from committee.

Report

·  The City of Edmonton uses an Enhanced Digital Access Communications System (EDACS) 2-way radio system and radio equipment for Public Safety radio communications.

·  In 1995 the City’s Emergency Response Department and the Edmonton Police Service jointly issued an open Request for Proposal (RFP) and awarded a contract to M/A-COM for the provision of a radio communications system.

·  This RFP established the M/A COM EDACS system as the radio communications technology standard for the City’s Public Safety radio communications system.

·  The EDACS radio system is proprietary and only M/A-COM radio equipment can operate on the system.

·  M/A-COM Canada is the sole manufacturer of EDACS equipment.

·  M/A-COM Canada does not use a reseller channel for the sale of its equipment to large customers such as the City of Edmonton, but rather sells equipment strictly on a direct basis.

·  This sole source request is a legitimate exemption to the City’s normal tendering requirements as specified in the Agreement on Internal Trade procurement rules.

Budget/Financial Implications

·  The total estimated expenditure for both Community Services Department (Fire Rescue and Emergency Medical Services) and EPS is $6,000,000.

·  Shared expenditure: Community Services Department (Fire Rescue and Emergency Medical Services) - $2,000,000
EPS - $4,000,000.

·  All expenditures fall within existing budgets.

Justification of Recommendation

Purchase of Enhanced Digital Access Communications System radios is required on an on-going basis for as long as the City of Edmonton continues to use the present EDACS voice radio system. M/A-COM Canada is the sole manufacturer of this equipment.
