1. Outstanding enforcement issues – previously reported

144/146 High Street, Honiton

10/2116/FUL – a planning enforcement notice has been issued with regard to the windows on this property. To date this has not been complied with. Please advise on progress.

Bumps & Babies, 159 High Street, Honiton

It is understood that this property has previously been considered by Enforcement as it is being used for storage and should be for residential use.

Please advise on the latest situation.

1 George Street, Honiton

This property has previously been considered by Enforcement as a taxi and car repair business is being operated from the premises. Please advise on the latest situation.

New Street Veterinary Centre, New Street, Honiton

EDDC were notified of the new signage in January 2011 and to date no further information has been received as to whether enforcement action will be taken – please advise.

KJS Carpets, 14 New Street, Honiton

EDDC were notified of the new signage in February 2011. No further information has been received as to whether enforcement action will be taken – please advise.

Heathpark Retail Park signage, Devonshire Way, Honiton

EDDC were notified of the installation of a ‘Honiton Retail Park’ sign in February 2011. It is understood that this was being looked into in conjunction with enforcement issues at an adjacent business Real Wood Furniture. To date no further information has been received.

Beech Grove, Hale Lane, Honiton

It is understood that this property has been looked at previously as part of the adjoining land has been laid to hardstanding and is used for ad hoc car parking. Please advise whether any further action is required.

Cars For Cash Vehicle – Exeter Road, Honiton

This vehicle advertising the Cars For Cash business is permanently parked in the layby on Exeter Road at Turks Head junction. The Town Council understands that EDDC Enforcement is already aware of the vehicle. Please advise on the current situation.

2. Enforcement issues – new

166 High Street, Honiton

A change of use application (03/P1422) was made to add a tearoom in which it was stated that the existing use (convenience store) would be retained. The premises is now operated as a Thai restaurant. Please advise whether permission for change of use and new signage is required.

Advertising on trunk roads

Details of advertising on trunk roads have been forwarded by email. Please advise on the current situation.

3. Enforcement – to be investigated

The following business premises are displaying new adverts/signage either within or in close proximity to the Conservation Area. Listed buildings are shown (L). The Town Council has recently been notified that these locations will be the subject of further enquiry and a site visit.

38 High Street, Honiton – (L)

This premises was formerly an antique toy shop. It appears to be opening as a new business – Harvey & Wade bespoke kitchens. Please advise whether advert permission is required for the new signage which is already in place.

73-75 High Street, Honiton – (L)

This premises is now displaying new signage – Purple Penguins Silver Jewellery.

98 High Street, Honiton – (L)

This premises is now displaying new signage – Hunters Hairdressing

104 High Street, Honiton – (L)

This premises is now displaying new signage – Moshulu

4. Other planning issues

Planning within the AONB

The Town Council has previously requested that a Planning Officer attend to advise the Council’s Planning Committee on policy within the AONB in order to enable the Town Council to make informed comments on applications within the AONB.

Recommendation

That the report be approved for submission to East Devon District Council Planning East Team and that the report be reviewed every eight weeks by the Town Council Planning Committee.
