ALLEGANY COUNTY AREA FOUNDATION
POLICY ON GRANTS
- The Board of Directors shall approve each grant made by the Foundation, and the Board’s decision shall be final in all cases.
- The primary focus in the Foundation’s grant-making activities is the Allegany County area, and grant proposals will be expected to demonstrate significant benefits to the residents of Allegany County.
- For all funds which are unrestricted as to the use of income or principal for charitable purposes, the principal will be retained as a permanent endowment, and grants will be made from current income. Any variance from this section will require the specific approval of the Board of Directors.
- In determining the merits and priority of an application, particular consideration will be given to the following criteria:
- seriousness of the problem and adequacy of the proposed action to meet the problem;
- breadth of the potential benefit in terms of the number of people affected;
- capability of the applicant organization and its personnel to achieve the expected benefits;
- availability of support from alternative public or private sources;
- possibility of future support to supplement or replace the proposed grant.
- Preference will be given to supporting special projects on a non-recurring basis rather than to underwriting annual campaigns to fund current operations. In general, the Foundation will not support building campaigns.
- With the exception of specially designated scholarship funds, the Foundation does not award financial assistance to individuals.
- The Foundation will support and encourage the development of a new organization only when, in the judgment of the Board, no effective institution exists in the community to carry out a needed program or purpose.
- Grants applications will not be made to religious organizations for primarily religious purposes. A religious organization may be the grant application organization on behalf of a project that is intended for general public benefit and/or use.
- Grant applications will not be considered for political or partisan purposes.
- No grant will be made to an organization that does not provide for adequate accounting and reporting procedures. Recipients of grants from restricted and unrestricted funds will be required to submit an evaluative report upon completion of a supported program; and in the case of multi-year awards, to provide an annual progress report.
- All grants will be made in accordance with current regulations issued pursuant to the Internal Revenue Code, as amended. Any private organization that does not have a current tax exemption letter will contract to fulfill specific operational obligations appropriate to the charitable purposes of the Foundation.
- The Foundation has four grant cycles per year. Please check the Allegany County Area Foundation web site for the current deadlines for each cycle at: .
- The By-Laws of the Allegany County Area Foundation state that a final report shall be submitted to the executive director of the ACAF following the completion of the project or program.

Description of Program or Project
Using the space below or attachments, please provide any additional information that you feel will assist ACAF in evaluating this program proposal. As a guide to completion of this section, you may wish to consider the following questions:

- Who will be the primary beneficiaries, and indirect beneficiaries if any?
- What special managerial qualifications and/or resources can your organization provide to ensure successful completion?
- Will completion complement or duplicate what is now being done?
- If the program or project will require ongoing funding to operate beyond the completion date, how much will be needed and where will these funds come from?
The FLoE Beautification Project will make the library an incredibly inviting and outrageously comfortable place for all who visit!! The budget is pretty self-explanatory. It will address needs in the outside of the library, and the inside. It will improve circulation, make searching Gale more efficient, help reference transactions go more smoothly, and ad an OPAC for Sirsi. Everyone who uses the library will benefit. Our Director, Jane Smith, has 30 years’ experience managing libraries and will get us the best possible price on computers. FLoE is aware that the grant will not cover religious items, so we will not use the foundation grant for that part of the project, if that’s alright. If it’s not, we can take it out, please advise.
