An Ordinance to Amend the Revised General Ordinances of the Township of Bernards
Chapter 5 “Animal Control” Section 2 “Licensing of Dogs” to Update Fees
BE IT ORDAINED, by the Township Committee of the Township of Bernards in the County of Somerset that Chapter 5, “Animal Control,” Section 2 “Licensing of Dogs” of the Revised General Ordinances of the Township of Bernards is hereby amended: (new text is in bold and underline; deletions are in brackets and [stricken]):
§ 5-2.1. Required.
Licenses shall be required for the following dogs of licensing age:
- Any dog owned or kept within the township by a resident of the township on the first day of January of any calendar year.
- Any dog acquired by any person during the course of any calendar year and kept within the township for more than ten (10) days after acquisition.
- Any dog attaining licensing age during the course of the calendar year.
- Any unlicensed dog brought into the township by any person and kept within the township for more than ten (10) days.
- Any dog licensed by another State brought into the township by any person and kept within the township for more than ninety (90) days.

§ 5-2.2. Application for License.
An application for a license under this chapter shall give the following information:
- A general description of the dog sought to be licensed, including breed, sex, age, color and markings, and whether the dog is of a long or short haired variety.
- Name, street and post office address of the owner of the dog, and the person who shall keep such dog, if other than the owner.
Registration numbers shall be issued in the order in which applications are received.

§ 5-2.3. Application for License; When Made.
Applications for licenses for dogs which are required to be licensed by the provisions of subsection 5-2.1a shall be made before the first day of February of each calendar year. In all other cases, the application for a license shall be made within ten (10) days of the date upon which the dog in question first becomes subject to the provisions of this section. (Ord. 8-20-68)
§ 5-2.4. Fees.
- The person applying for the license shall pay a fee of $19.80$6.80 for each dog. He shall also pay $1.20 for the registration tag for each dog as required by the State of New Jersey. An additional $3 tag fee will be charged if the owner does not produce a certificate of alteration for their dog. The same fees shall be charged for the annual renewal of each license and registration tag.
- If a license tag has been misplaced or lost, the licensing authority may issue a duplicate tag for that particular dog at a fee of $1. (Ord. #1584, 10-15-2002, added)

§ 5-2.5. Expiration Date.
Each dog license and registration tag shall expire on the last day of January of the calendar year following the calendar year in which it was issued. (Ord. #137, § 4)
§ 5-2.6. Exceptions.
The provisions of this section shall not apply to any dog licensed under section 5-3 of this chapter. Dogs used as guides for blind persons and commonly known as "seeing eye dogs" shall be licensed in the same manner as other dogs, except that the owner shall not be required to pay any fee. § 5-2.7. Late Fee.
- Anyone failing to license their dog as provided in this chapter by the deadline established above shall pay a late fee in addition to the regular license fee as follows:
- First 30 days of delinquency considered a grace period. As of March 1, a resident shall pay a $10 delinquent fee for each dog. (Ord. #670, § 2; Ord. #1584, 10-15-2002, amended)
