Specifics of assessment of students’knowledge

at the HSE International College of Economics and Finance (ICEF)

1. General Provisions

1.1. Given the specifics of the programme of studies implemented by the International College of Economics and Finance (hereafter referred to as ICEF) at the National Research University Higher School of Economics jointly with the London School of Economics and Political Science (hereafterreferred to as LSE) in association with the exercise of final external international assessment of students’ knowledge, the organization of final and intermediate ICEF students' knowledge assessment has its own specifics.

1.2. Related to the examinations held under final external international students’ knowledge assessment(hereinafter external examinations) are:

1.2.1. external examinations that are held pursuant to the ICEF bachelor’s programme arrange by the University ofLondon (hereinafterreferred to as UL) or another organization that the UL takes into account in effecting enrolment in its programme;

1.2.2. examinations held pursuant to the ICEF master’s programme on Financial Economics with the participation of LSE international examiners.

1.3. Responsible for the organisation of final and intermediate knowledge assessments (except for external examinations) is a lecturerdelivering the academic subject.

1.4. Given the conditions of organization of external examinations, a timetable of intermediate and final assessments, including the date and time of each exam/test along with a list of assigned examiners is approved by the ICEF Director and brought to the notice of the faculty and students by the ICEF Curricular Office no later than a month prior to the scheduled dates. The time of the exam/ test holding and the room number are finally specified at least one week before the exam/test date.

The schedule of repeat examinations (tests) shall be approved by the ICEF Director and brought to the notice of the faculty and students at least one week prior to the event.

1.5. The ICEF adopts semestral organization for its Master's process of studies and a modularformat for the Bachelor’s process.

1.6. The ICEF uses a 100-point score scale system in the assessment of students' knowledge with subsequent re-calculation of the data to fit a ten-point and a five-point score scale in accordance with the approved methodology of forming aggregated grades in use at the HSE ICEF.

1.7. No current repeat knowledge assessment forms are held in the ICEF.

1.8. A minimal grade (under 100-scale) can be established for intermediate and final assessment to obtain a positive summative grade by the resolution of the ICEF International Academic Committee (hereinafter - ICEF IAC) and/or the lecturer and this minimal grade must be indicated in the academic subject programme.

2. Organization of knowledge assessmentof ICEF Bachelor’s students

2.1. Final and intermediate assessmentof ICEF bachelor’s students’ knowledge on the courses, not included into LU international program is conducted as defined in HSE Regulations on assessment of knowledge.

2.2. External exams are held according to the procedures, requirements, and regulation of organization responsible for these exams. Responsible organization defines the time of external exams. For the first year of education these organization are: Advanced Placement Program, the College Board (Advanced Placement Tests) and company officially authorised to conduct IELTS exam in Moscow. For the second and subsequent years of education, LU is the responsible organization.

2.3. External exams are held once a year in May-June.

2.4. An external exam can be attended only by students and representatives of the organization responsible for the examination. Presence of other persons is forbidden.

2.5. Repeated examination, review of works, and appeal procedures are organized as defined by regulations of organizations responsible for external exams.

2.6. Repeated examination for the HSE ICEF bachelor’s students is done as follows:

2.6.1. In ICEF a repeated examination/pass-fail test is allowed for the courses not included into the international program, or for the courses making part of the international academic subject to the passing of the final (external) exam, but an unsatisfactorysummative grade on a particular subject.

2.6.2. A student who failed the final (external) exam and got an unsatisfactory summative grade can not repeat this exam in ICEF. He/she can repeat the course according to an individual curriculum.

2.7. If a student got a positive grade for 1-2 modules on the subject studied during a whole year, but his/her summative grade is unsatisfactory, the student has to repeat the whole course according to an individual curriculum.

2.8. ICEF bachelor’s students are promoted to the next year of education according to the Rules for the promotion to the next year and education completion for HSE ICEF bachelor’s students.

3. 2. Organization of knowledge assessment for ICEF Master’s students

3.1. The examination procedures on the academic subjects included into ICEF Master’s program offered together with LSE include the external assessment by LSE examiners.

3.2. Final and intermediate assessment of students’ knowledge on the courses that do not imply the presence of external examiners is conducted as defined in HSE Regulations on assessmentof knowledge and the present Appendix.

3.3. The list of external examiners is defined by LSE Coordinator of ICEF project and approved by ICEF IAC.

3.4. External examiners participate in the preparation of examination assignments, assessment of papers, and summative grading according to the procedures approved by ICEF IAC.

3.5. A summative grade for the exams held with external examiners is defined under the table of a student results with grades given under 100-, 10-, and 5-score scales with the breakdown by types of assessment, signed by a responsible examiner from ICEF and external examiner from LSE.

A summative grade is marked in the examination record sheet according to HSE Regulations on assessmentof knowledge and announced to the students.

3.6. The ICEF Master’s students program are not entitled to see their examination papers made at the exam with external assessment. Results of such exams are not subject to appeal.

3.7. A summative grade can be positive only if the aggregate grade and a grade of the final/intermediate assessmentare positive. A minimal score (at 100-scale) for a positive (summative and examination) grade is set the by course teacher under ICEF IAC resolutions.

3.8. The ICEF Master’s students are promoted to the next year of education under the HSE Regulations on assessment of knowledge.

4. Procedure for resolving failed academic assignments in ICEF

4.1. Under ICEF Bachelor’s program the repeated examination for modules 1-2 of the current academic year is held prior to February 1.

A student may repeat the examination on modules 1-2 if the total number of final and intermediate assessment forms including repeated examinations per year is below 10 exams and 12 pass-fail tests. If a student fails the first repeated exam on the subject studied during a whole academic year, he/she is allowed to continue studying modules 3 and 4 of this subject if the total number of final and intermediate assessment forms including repeated examinations per year is below 10 exams and 12 pass-fail tests. Results of an intermediate or final assessment obtained during the study of module 3 or 4 can be recognized as the second (last) repeated examination for a subject studies during a whole year.

For subjects comprising only 2 modules, the second (last) repeated examination is held either during the first month of module 3 or in a new academic year as allowed by ICEF Director within the deadlines set in HSE Regulations on assessment of knowledge.

4.2. Under ICEF Master’s program the repeated exams for the first semester should be held prior to March 01, for the second semester – prior to October 15.

4.3. A schedule of repeated exams should have one date for the first repeated exam (pass-fail test) on every subject failed by students.

4.4. A schedule for repeated exams should include one date for the second repeated exam (pass-fail test) conducted by a commission authorized thereto on every subject failed by students, if the second repeated examination is allowed by this Appendix.

4.5. The number of dates for the first repeated exams within the above mentioned period can be increased by one by the resolution of ICEF Director.

4.6. If a student fails to get a satisfactorysummative grade after two repeated examinations (the second repeated examination is conducted by a commission), he/she will be offered to continue the education next year under an individual curriculum as defined by HSE Regulations onassessmentof knowledge and the present Appendix.
