18 – 21 Proposed Rule Changes

Preamble

Goalball is a game played by two teams of three players each, with a maximum of four substitutes for each team. The game is played in a gymnasium on a court meausring 18m x 9m, which is divided into two halves by a centre line. Teams remain on their own half of the court during the game. The purpose of the game is for each team to throw the ball by hand, along the floor, with the intent of getting the ball across the opponent’s goal line while the other team attempts to prevent this from happening. The goals and nets extend right across the 9m width at each end of the court. The ball is made of hard rubber and has holes in it that allow bells inside the ball to be hear as the ball moves.

1Court

1.5(Delete)Around the entire court will be a tape line (no string) 1.5m (+/- 0.05m) beyond the side and goal lines. This line is called the ”line out line”.

2Team Bench Area

2.1Each team will have a team bench area which will be positioned on either side of the officials’ table, a minimum of 3.00m from the court’s side line. It will be 4.00m long (+/-.05m) and 3m (+/-.05m) deep and will be marked all around by a tape line with string. (See Appendix 1)

4Balls

4.2For major championship tournaments (Paralympic Games, IBSA Goalball World Championships and all IBSA Goalball Regional Championships), an IBSA approved ball determined by the organising committee and Sanctioned by the IBSA Goalball Sub-Committee will be used.

8Team Composition

8.1At the beginning of every game each team will consist of three (3) players on court with a maximum of three (3) substitutes. A team will be forced to forfeit the game if they cannot start that game with three (3) players on court.

10Coin Toss

10.1A team representative will be present at the correct time and place for the coin toss. Failure to comply will result in a loss of choice of throwing or receiving ball or the choice of court ends . If neither team appears for the coin toss, the first team in the playing schedule (Team A) will start on the left side of the official’s table with the ball.

10.7Only players listed on the lineup sheet used for the actual game will be allowed to play that game. All team members listed on the information score sheet for the actual game must be on the court or on the team bench at the start of play. Failure to comply will result in one team penalty for Delay of Game.

12Length of the Game

12.4Players who are going to start any half must be on court and ready for eyeshade check by the referees, 90 seconds before the start of each half.

13Game Protocol

13.5Any time the ball needs to be put back into play it will be dropped by a referee or goal judge at the sideline 1.5 m in front of the goal post closest to the side it exited the court. The referee will then blow the whistle to restart the game clock and call ‘play’.

August

13.6If, in the act of throwing, a ball is thrown out over the side line without touching the opposing team, the referee will blow their whistle and call “out”. The game clockwill stop. The ten second clock will also be stopped and reset. The ball will be dropped back into play by a referee or goal judge at the sideline 1.5m in front of the goal post at the opposite end of the court it was thrown from and on the side of the court the ball exited. The referee will then say “quiet please”, whistle once and call “play”. The game clock and the ten second clock will both resume on the referee’s whistle.

13.7 If a ball is blocked out over the side line within the Team Area, the referee will blow their whistle and call “out”. The game clockwill stop. The ten second clock will also stop. The ball will be dropped back into play by a referee or goal judge at the sideline 1.5m in front of the goal post on the side of the court the ball exited. The referee will then say “quiet please”, whistle once and call “play”. The game clock and the ten second clock will both resume on the referee’s whistle.

13.8 (Delete)The ball will be dropped back into play by a goal judge or a referee as described in 13.6.

13.9 (Delete)If the game time is not stopped, the ten second clock will continue to run and the referee will call “play” when the ball is dropped back into play.

13.10 (Delete)If the game time is stopped, the ten second clock will be stopped. When the ball is dropped back into play, the referee will say “quiet please”, whistle and say “play”. The team will then have the remaining seconds to get the ball over the centre line.

15Team Time Out

15.2Each team will be allowed one time-out during the entire overtime. All time-outs not used at the end of regulation time will be forfeited.

15.8A substitution may be called before the end of the time out. If the team that requested the time out signals for a substitution before the end of the time-out, that team will be charged with both a time-out and a substitution. At the end of the 45-second time out, the referee will call the substitution and the substitution will then be processed. If the team that requested the time out signals for a substitution after the end of the time-out, that team will be charged with a Team Penalty – Delay of Game.

August

15.8A substitution may be called before the end of a time out by the team that requested the time out. If the team that requested the time out signals for a substitution before the end of the time-out, that team will be charged with both a time-out and a substitution. At the end of the 45-second time out, the referee will call the substitution and the substitution will then be processed. If the team that requested the time out signals for a substitution after the end of the time-out, that team will be charged with a Team Penalty – Delay of Game.

19Team Substitution

19.2Each team will be allowed one (1) substitution during the entire overtime. All substitutions not used at the end of regulation time will be forfeited.

22Pass Out (Delete entire rule)

A Pass Out will be called by the referee when:

22.1The ball touches the ground outside the court area after a team has control of the ball during the act of passing the ball between team members.

22.2There is an intentional action by a player to force the ball off the court, particularly if a second action is made after the first contact with the ball. This will include any swinging action of the hand or arm, or following the ball off the court.

25High Ball

25.1In the act of throwing, the ball must touch the court at least once on or before the High Ball (6 meter) Line at the front of the thrower’s Team Area. If the ball does not touch the court on or before the High Ball Line, the thrower will receive a high ball penalty.

27Eyeshades

27.4A player may not interfere with the eye patches under his or her eyeshades in any way. Any player caught manipulating their eye patches will be given an unsportsmanlike conduct penalty, immediately removed from the rest of the game and cannot return during the game. As is the case with a Team Penalty, the opposing team will choose the player to defend the penalty from the remaining two players on court. The penalized player will not be substituted by another player from the same team.

27.5The Eyeshades penalty may be called by either referee or can be drawn to the referees’ attention by either ten second timer. If called by the latter, the ten second timer will signal the referee by using the sound used to indicate a ten second penalty. The table referee will confirm the details of the Eyeshades penalty with the ten second timer before checking the eyeshades and/or eye patches concerned and taking the appropriate action.

28.1The first defensive contact with the ball must be made by a player who has at least some of any part of their body in the Team Area (Orientation and Landing Areas).

30Personal Unsportsmanlike Conduct

30.1If the referee determines that a player is not behaving in a sportsmanlike manner, the player will be given a personal unsportsmanlike conduct penalty. Furthermore, two personal unsportsmanlike conduct penalties received by a single player during a game will result in ejection from that game and will also result in an automatic suspension from their next game in the same tournament. Any further unsportsmanlike conduct may result in ejection from the venue.

30.2If a player is eliminated or ejected, the referee must report this action to the competition Technical Delegate. The Technical Delegate, together with his Protest Committee will then, without delay, decide if a player will be suspended from further competition in that tournament. This incident and the Protest Committee’s decision must be documented by the Technical Delegate in a written report submitted to the IBSA Goalball Subcommittee before the conclusion of that tournament. If the Protest Committee is unable to convene and make a decision on this matter, the player in question will not be able to participate in any further competition in that tournament until that decision is made.

30.3A player eliminated from the game for personal unsportsmanlike conduct will not be replaced during that game.

30.4Before, during or immediately after a game, any intentional physical contact with an official, caused by a player or any other person on the team’s roster, will result in immediate ejection of that person from the game and/or the field of play.

30.4Before or during a game, any intentional physical contact with an official, caused by a player or any other person on the team’s roster, will result in immediate ejection of that person from the game and/or the field of play.

30.5Players intentionally changing or altering the shape of the ball will be charged with an unsportsmanlike conduct penalty.

30.6No foreign substance will be allowed as an enhancement aid in the sport of Goalball. The use of resin/"stick'em", perspiration or any other foreign substance that increases or decreases the adhesion of the surface of the ball to that of a player will be strictly prohibited. Such conduct will result in a personal unsportsmanlike conduct penalty.

30.7Any player intentionally making the ball wet by rubbing it on any surface will be given a penalty for unsportsmanlike conduct.

30.8Any intentional kicking of the ball other than to direct the ball out of play when defending a shot will be given a personal unsportsmanlike conduct penalty.

If called by the latter, the ten second timer will signal to the referee by using the sound used to indicate a ten second penalty. The table referee will check the details of the Unsportsmanlike Conduct penalty with the ten second timer before confirming the penalty has been made and taking the appropriate action.

31Noise

31.1Any unnecessary noise made by any player from when they commence their act of throwing until the ball touches the defensive team during play, will be penalised.

August

31.1Any unnecessary noise made by any player during play, will be penalised.

31.2’Any unnecessary noise’ will be defined as animal noises, excessive stomping (with the feet), excessive punching or slapping on the court by hand, excessive clapping, whistling, continuous excessive or unrelated conversation and unnecessary shouting.

36Noise

36.1Any unnecessary noise made by any member in the offensive any team from their team’s act of throwing the ball until the ball touches the defensive team during play, will be penalised.

August

36.1Any unnecessary noise made by any member in any team during play, will be penalised.

36.2’Any unnecessary noise’ will be defined as animal noises, excessive stomping (with the feet), excessive punching or slapping on the court by hand, excessive clapping, whistling, continuous excessive or unrelated conversation and unnecessary shouting.

38Extra Throws

38.6(Delete this rule) Coaches, escorts and non-participating players will be removed to the opposite side of the court immediately at the end of overtime and no coaching will be allowed.

46 Officials

46.2 Ten (10) Seconds Timers

In each sanctioned event, ten second timers must have the same level certification as per the referees for the same event. Ten second timers cannot be in charge for more than 3 games per day. Additionally they can officiate no more than 3 games per day.

46.5.3An individual will not referee at a tournament while serving as Commissioner for that tournament.

48 Qualifying Standards

48.2 Ratio Formula

48.2.1Places will be allocated to the four regions using the Ratio Formula for all Paralympic Games and IBSA Goalball World Championships. Aside from the Host Nation and the Paralympic or Goalball World Champoins, all other places will be allocated using the Ratio Formula.

48.2.2The Ratio Formula places will be calculated using the following method.

48.2.2The principal of the Ratio Formula is to allocate spots to the Paralympic Games and to IBSA Goalball World Championships according to the participation of countries within each region to qualified tournament in the two years leading up to their Regional Championships. The Ratio Formula will be calculated using the following method

(a)Calculate the number of teams from each region that participated in official ranking tournaments in the period of July to June immediately before the Regional Championships.

(b)Calculate the number of teams from each region that participated in official ranking tournaments in the period of July to June, thirteen to twenty four months before the Regional Championships.

(c)Calculate the sum of (a) and (b) for every region. Some countries will be counted twice if they participated in ranking tournaments in both twelve month periods. We must also calculate the sum of all the regions to obtain a total figure
