  1. 2019 Revision of the Health Education Framework(Information/Action)
  1. State Statutes Related to Health Education(Action)
There are a number of state statutes related to the content of the Health Education Framework. In addition, there are several statutes on educational equity that must be taken into account as the framework is revised. As stated in California Education Code sections (EC) 200 and 201, California’s public schools have an affirmative obligation to combat racism, sexism, and other forms of bias, and a responsibility to provide equal educational opportunity to all persons in public schools, regardless of their disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, sexual orientation, or any other characteristic that is contained in the definition of hate crimes.
A brief summary ofrecent statutes related to health education is provided in Attachment 1, State Statutes Related to the Revision of the Health Education Framework. The statutes are organized by those that ask either the Instructional Quality Commission (IQC) or the State Board of Education (SBE) to consider including specific topics in the framework and those that set requirements for the inclusion of certain topics in the framework.Most of the topics to consider are incorporated in the Health Education Content Standards adopted by the SBE in 2008, which will be the basis for the revision of the framework. Attachment 2 is a set of PowerPoint slides that lists some of the state-adopted standards relevant to the topics to be considered under each statute. The Health Subject Matter Committee (Health SMC) will discuss the related statutes and make a recommendation to the IQC regarding topics to include in the framework.
  1. Curriculum Framework and Evaluation Criteria Committee (CFCC) Update (Information)
The application for the CFCC was posted on the California Department of Education Health Education Curriculum Framework Web page on September 15, 2016. The CFCC recruitment period is 90 days,and the applications must be submitted by December 15, 2016. Recruitment efforts have included a letter from State Superintendent of Public Instruction Torlakson that was e-mailed to all local educational agencies and letters from IQC Executive Director Stephanie Gregson that were e-mailed to professors at institutes of higher education, health education stakeholders, and individuals and organizations that have expressed interest in the revision of the Health Education Framework.In addition, CFCC recruitment flyers have been distributed at the focus group meetings.
Once the application period ends, all members of the IQC will receive a packet of applications and resumes for review. Please plan to spend a considerable amount of time reviewing the applications and developing your own list of individuals you want to recommend for appointment. In January 2017, the Heath SMC and IQC will review the applications and recommend CFCC members to the SBE, which is scheduled to appoint the CFCC members in March 2017.
Members of the Health SMC are encouraged to attend a Health Education CFCC meeting. The meetings will be held in Sacramento on the following dates:
  • May 4–5, 2017
  • June 19–20, 2017
  • August 10–11, 2017
  • September 18–19, 2017
  • November 29–30, 2017
  • January 25–26, 2018
At the November Health SMC meeting, we will discuss who will attend each meeting.
  1. Focus Group Meetings Update(Information)
There are four focus group meetings in November 2016. The CFIRD staff will provide a brief report on the focus group meetings scheduled before the IQC meeting. At the January 2017 Health SMC meeting, we will hear a full report on all of the focus group meetings. The input of the focus group members and the comments made by the public at the meetings are the basis for the guidelines that direct the work of the CFCC. In January 2017, the Health SMC and IQC will take action on the guidelines and forward them to the SBE for approval at the March 8–9, 2017, SBE meeting.
