These are the proceedings of the public hearing of the Board of Trustees of the Village of Gouverneur held Wednesday, December 10, 2014, in the Court Room of the Municipal Building.

VILLAGE OF GOUVERNEUR
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, the Village of Gouverneur will conduct a Public Hearing on December 10, 2014 at 2:00 p.m. at the Gouverneur Municipal Building, 2nd Floor, 233 Clinton Street, Gouverneur, New York 13642 (telephone 315-287-1720) in connection with its Application to the Federal Energy Regulatory Commission on September 9, 2014 for a Notice of Intent to File an Application for a Minor License; Preliminary Application Document; and Request to Use the Traditional Licensing Process for the Gouverneur Hydro Electric Project. The Project is located at the intersection of U.S.. Route 11 and the east bank of the Oswegatchie River in the Village of Gouverneur, County of St. Lawrence and State of New York.
Comments on use of the Traditional Licensing Process are due to the Federal Energy Regulatory Commission and the Village of Gouverneur no later than December 10, 2014 by 2:00 p.m. and must reference Project Number P-14635. Any comments on use of the Traditional Licensing Process should address: (1) likelihood of timely license issuance: (2) complexity of the resource issues; (3) level of anticipated controversy; (4) relative cost of the Traditional Licensing Process compared to the Integrated Licensing Process; (5) the amount of available information and potential for significant disputes over studies; and (6) other pertinent factors. Respondents must submit an electronic filing pursuant to 18 CFR 385.2003(c) or an original and seven copies of their comment to the Secretary, Federal Energy Regulatory Commission, 888 First Street NE, Washington, D.C. 20426.

John Lavine from HL Turner Group was present and did a presentation on the FERC licensing process and updated the Board, Public and Various Agencies involved as to where the Village is currently at in the process as well as what the benefits will be for the Village obtaining the FERC license.
Also present was Village Attorney Henry J. Leader, NYS DEC representatives Erik Latremore, Jessica Hart and Dick McDonald.
Mayor McDougall asked for public comments.
Being no comment Trustee Newvine made a motion to adjourn the Public Hearing. Trustee Lawrence seconded the motion and it was carried.
