Samuel Vitaro

Mr.Samuel Vitaro is a Labor Arbitrator / Mediator / Fact - Finder in private practice. Additionally, he provides consulting services, such as file and case reviews, and participation as an expert witness in lawsuits involving discrimination or civil service law. He also provides training in mediation, EEO and Merit Systems Protection Board practices and procedures as well as other employment-related matters, such as prevention of sexual harassment and whistleblower reprisal. Between 1982 and 1988, he served as an Administrative Judge with the Merit Systems Protection Board. There he decided disputes involving disciplinary matters (e.g., discipline taken for sexual harassment, insubordination, theft, etc.) and EEO claims (e.g., disability, race, sex, religion, and reprisal.) He practiced law privately in Pittsburgh, Pennsylvania (between 1971 and 1979), was employed as a supervisory trial attorney with the Equal Employment Opportunity Commission (between 1979 and 1982). He has a B.S. from Pennsylvania State University and a J.D. from the University of Pittsburgh. His publications include MSPB Charges and Penalties (2d ed Dewey Publications), co-authored with Renn C. Fowler; Preventing and Responding to Sexual Harassment in the Federal Workplace (LRP Publications 2000); It’s More Than Sexual: Handling All Types of Harassment in the Federal Workplace (LRP Publications 2005; the Merit Systems Protection Board Yearbook; Federal Sector EEO Update (Dewey Publications) as well as numerous other articles and materials. Jeffrey Goodfriend

Jeffrey Goofdfriend is a federal sector labor arbitrator, fact-finder, mediator and a former Administrative Judge with both the EEOC and MSPB.

He also provides training in such areas as: “The Role of Supervisors and Managers in EEO”; “EEO for Employees”; “Prevention of Sexual Harassment”; “Latest Developments in EEO Law and Procedure”; “Administrative Fact-Finding”; “A Five-Day Mediator Training Workshop”; “Basic and Advanced EEO Counseling”; and “Effective Advocacy at EEOC Administrative Hearings.”

He was an Administrative Judge for the Equal Employment Opportunity Commission in San Francisco, California from 1984 through 1992, conducting formal administrative hearings and issuing decisions on federal sector discrimination complaints. He was an Administrative Judge for the Merit Systems Protection Board in San Francisco in 1982-1983.

His publications include being the co-author of “Federal Sector EEO Update” for 2004, 2005 and 2006. a book published annually, that summarizes hundreds of court and EEOC cases and suggests trends in EEO law.

Previously, he was the Acting Federal Sector Hearings Manager for the EEOC in San Francisco (1982), and a Trial Attorney for the EEOC in San Francisco and Los Angeles (1978-1982). He has been an arbitrator on national and regional panels for GSA and the Department of Homeland Security for about the past 10 years..

He graduated from the University of Santa Clara School of Law in 1977 and has been a member of the Bar of the State of California since 1977.

While there are several good training organizations, we are different. Our training is conducted by arbitrators and former administrative Administrative judges Judges for the EEOC and MSPB – with cumulative experience of more than _____ years deciding cases. We weave in multiple real life examples based upoin cases that we have decided or have otherwise been involved. And we are frequently commended for making our training classes interesting and engaging.

We know the federal sector inside and out. We know it in a practical and not just in a theoretical way. There are very few federal sector workplace situations we have not seen and addressed. We are frequently called upon by federal agencies to help in crafting a solution to a workplace problen – often sensitive issues of some notoriety – and we have been successful, in providing an investigation of a sensitive issue, training and/or consulting with senior managers, EEO and HR staff.
