NOTICE INVITING BIDS FOR ROAD WORKS
Chief Engineer (Kangra Zone) HP. PWD., Dharmshala-176215 on behalf of Governor of Himachal Pradesh, invites e-tenders on item rate basis, from approved and eligible Contractors registered with CPWD, HPPWD, P&T, Railways & other State Government or Central Government agencies, for the following road work under PMGSY including maintenance for five years (after completion). PMGSY is fully funded by the Ministry of Rural Development, Government of India.

- Bidding documents can be downloaded form the website “ from 10:00 a.m. on 14thJune 2010 to 5:00 p.m. on 3rd July 2010.
2a).The technical and financial bids can be deposited in electronic format on the website up to 11:00 a.m. on 5th July 2010, the technical bid received will be opened on same day at 11:30 a.m. . The technical bids will be evaluated and the financial bids of responsive bidders will be opened on 12th July 2010 at 11.30 a.m. in the presence of the bidders who wish to attend. If the office happens to be closed on the date of opening of the bids as specified, the bid will be opened on the next working day at the same time and venue.
2b). The complete bidding process will be online.
2c). A pre-bid meeting will be held on 25th June 2010 at 2.00 p.m. in the office of Chief Engine (Kangra Zone), HP.PWD Dharmshala-176215 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in the“Instructions to Bidders” of the bidding documents.
2d). Technical bids of bidders will be opened online in the office of Chief Engineer(Kangra Zone), HP.PWD, Dharmshala-176215 on 5th July 2010 at 11:30 a.m. as per 2(a).
3). Bid documents can be seen at and downloaded from the website “ Bid documents contain qualifying criterion for bidders, specifications, bill of quantities, conditions and other details.
4). Bids must accompanied by cost of documents and security specified for the work as per column 4 and 5 of table mentioned above, payable and is drawn in favour of respective Division. Bid security will have to be in any one of the forms as specified in the bidding documents and shall have to be valid for 45 days beyond the validity of the bid.
5). Instruction to Bidders regarding e-tendering process:
(a)The interested bidder can download the bid from the website “
(b)To participate in bidding process, bidders have to get ‘Digital Certificate’ as per Information Technology Act-2000, to participate in online bidding. This certificate will be required for digitally signing the bid. Bidders can get above mention digital certificate from any approved vendors. Bidders, who already possess valid Digital Certificates, need not to procure new Digital Certificate.
(c) The bidders have to submit their bids online in electronic format with digital Signature. The bids / proposed without digital signature will not be accepted. No proposal will be accepted in physical form.
(d) Bids will be opened online as per time schedule mentioned in Para 2(a).
(e) Before submission of online bids, bidders must ensure that scanned copy of all the necessary documents have been attached with bid.
(f) The department will not be responsible for delay in online submission due to any reasons.
(g) All the required information for bid must be filled and submit online.
(h) Bidders should get ready with the scanned copies of cost of documents & EMD as specified in the tender documents. The original instruments in respect of cost of documents and EMD and other additional documents as required by the employer submitted to the Tender Inviting Authority by registered post/courier latest by seven (7) working days from the day of technical bid opening.
(i) The details of cost of documents, EMD specified in the tender documents should be the same as submitted online (scanned copies) otherwise tender will summarily be rejected.
(j) Bidders can contact the undersigned for any guidance for getting DSC or any other relevant detail in respect of e-tendering process.
