• Leadership for the Aviation Subcommittee of the House Transportation & Infrastructure Committee is Chair, Frank A. LoBiondo, New Jersey
• Leadership for the Aviation Operations, Safety, and Security Subcommittee of the Senate Commerce, Science and Transportation Committee (to be determined)
FAA Modernization & Reform Act REAUTHORIZATION – 2/6/2012
• 4 yr. renewal of federal aviation programs (expires again 9/2015)
• authorizes $15.9 billion annually for federal aviation programs
• authorizes $13.4 billion for the Airport Improvement Program (AIP).
It provides grants to public agencies for the planning/development of public-use airports
Also used for noise mitigation tools like insulation & land use planning.

N.O.I.S.E. has engaged with both subcommittees to share their priorities. They will be working with Community Stakeholders to request field hearings.
NextGen’s goal is to transform the entire national air transportation system from ground based radar to GPS satellite technology.
Denver Metroplex was the first to implement PBN.
Congress has set 2020 as the deadline for the FAA to implement the entire country.
• In 2003, Congress established the Joint Planning and Development Office (JPDO) to plan and coordinate the development of NextGen. The JPDO is a multi-agency public/private initiative that includes:
1)Federal Aviation Administration
2)Department of Transportation
3)Department of Defense
4)Department of Commerce
5)Department of Homeland Security
6)NASA
7)White House Office of Science and Tech Policy.
• Utilizing current technologies, NextGen goals are to create a safer, more reliable, efficient, & eco-friendly method of operation.
• PBN will allow pilots to navigate without the use of land based guidance and rely on built-in cockpit GPS course-plotting.
• The two main components of PBN are Area Navigation (RNAV) (originally called Regional Navigation) and Required Navigation Performance (RNP).
