Women and Men’s Softball
League Rules
All games will be officiated by ASA sanctioned umpires, using the ASA sanctioned rules with the following additions/exceptions:
1. NO ALCOHOLIC BEVERAGES, SMOKING, LOITERING, OR DOGS WILL BE ALLOWED ON SCHOOL GROUNDS AT ANY TIME. Please adhere to these rules to insure our future use of the facility. NO Alcohol or Smoking at the Rec.Park
2. The entry fee per team along with the ASA registration form and Recreation registration forms / Rosters must be turned in at the Meeting (Wells Activity Center), Wednesday, May 1st 6PM or the Rec. office located at the Park on Rte 9A before the meeting. If we do not have them by the designated date your team will be assessed a late fee of $100.00. All fees must be paid prior to the first game.
3. Games are played at the WellsHigh School, Jr. High School and Rec.Park fields.
4. The home team will be the team listed second on the schedule (@ ….). The home team is responsible for the official book for that game. During the tournament the home team will be the season’s higher seeded team. At the championship game the team in the winner’s bracket is the higher seed. If equal seed or in the event of a dispute then a coin toss will determine the home team.
5. For a single game there is a grace period of 15 minutes.
6. In the event of a scheduled double header, the first game will begin no later than 6:00pm. The second game must begin no later than 7:10 PM. Teams unable to field a team by the designated times will forfeit. No new inning can start after 7:00 PM.
7. Games may start with 8 players. Teams with less than 8 players must forfeit.
8. Game Cancellations: All weather cancellations will try to be determined by 4:30 PM by the Recreation office. The Recreation office will call the team manager. It will be posted on the web site. If no decision is made by 4:30 PM you must come to the fields. If officials deem it necessary to cancel, it will be their decision at the field.
9. Twelve (12) run rule will be in effect for both men's and women's leagues after the completion of five (5) innings. The (20) run rule will be in effect for both men’s and women’s leagues after the completion of 4 innings. Both of these rules will take place at the ½ inning if the home team is the team up those points. They then will not need their ups.
10. The ASA foul ball rule will be in effect for the Men’s teams, but not the Women’s.
11. There is a limit of (5) ‘out of the park’ Home Runs per team in a game. Any subsequent ‘out of the park’ home runs will be deemed an out. Once both teams have used their 5 ‘out of the park’ home runs, each team is allotted an additional one. Except for the bottom of the last or extra inning.
12. ASA has a base-stealing rule; however, the Wells Parks & Recreation Dept. is NOT accepting this rule in our League. There will NOT be any base stealing.
13. If a batted ball hits any tree in fair territory it is a dead ball. If the ball exits the park it is a home run. If the ball falls into the field it is the umpires discretion to decide homerun or ground rule double, based on the flight of the ball.
14. If the ball in the outfield rolls into the tall grass by the fence, past the outfielder it is a double and the player has to raise their hand. If the ball is payable and the player lets it roll by it is a home run.
15. When the WJHS baseballfield has the fence up, if the ball is to the left of the fence play it.If the ball goes on the rightside of the fence clearly beyond itin the air it is a homerun and if it rolls near itit is adouble.
16. No metal cleats are allowed. No one with a temporary hard cast or crutches will be allowed to play. Catchers mask is optional according to the team’s own preference, but is suggested.
17. All team members playing that game must be written on the line up card. Players arriving late may be added to the bottom of the list. Players needing to leave early are scratched from the line up, their name is skipped; they cannot return to the line up; an out is NOTassessed. Substitutions are not used in this league.
18. Players in the batting line up may swap defensive field positions without reporting changes to the umpire. Defensive positions may be changed, but batting order must remain the same. I.e. the short stop can swap with the right fielder, or 2 players can play the same position for different innings (one player plays in the field innings 1,3,5 the other plays innings 2,4,6 etc.) No matter what defensive changes are made the batting order remains unchanged.
19. Any player bleeding must come out of the game and clean up before returning to the game and blood stained clothing must be replaced. If clean up can be done quickly, time is called, the player is allowed to clean up and then play is resumed. If clean up will take a long time the team may defensively play short-handed or swap fielders or if they are a base runner the batter who made the last out will take their place on base until the player is cleaned up.
20. If a player physically can not run the bases after batting the team is allowed one courtesy runner per inning. The courtesy runner must be the teammate (in the batting order) who made the last out. They will take their place on base.
21. If a player needs to exit the game due to an inability to continue, this player will not reenter the game later. This player will be taken out of the batting line up and an out will not be assessed. **(Exception - "blood" rule # 19)** If this player was a base runner the teammate (in the batting order) who made the last out will take their place on base. (No substitutes)
22. If ejected from a game that player must leave park/school grounds and they are suspended from the next game. If a player receives 2 game ejections, then he/she will not be able to participate in any further games for the remainder of the season.
23. There will be Zero tolerance for any verbal or physical abuse toward an Official, any player, or Recreation Supervisor: The player being verbally abusive will be dealt with on a case by case basis. A player being physically abusive will be suspended from playing in the Wells Recreation Softball League for the remainder of the year.
24. Intentionally running into another player is basis for ejection. Interference will be called for runners approaching a base with hands up to distract baseman.
25. The umpire on the field will handle all rule / game protests. That decision will stand
26. Only the team representative/manager will discuss concerns/questions with the umpire and the Rec. Dept.
27. It is the team representative/manager responsibility to make sure that your team abides by the rules; both ASA and Recreation league rules.
28. Captains please report all injuries to the field supervisor and/or call the Recreation Department office (646-5826). An accident report will need to be filled out.
29. Players who are currently on a C or better roster are not allowed to play in the Rec. League.
(Men’s league only)
30. The home team on every field will have the 3rd base dugout.
31. ASA has gone to a 10’ arc for pitching. The Wells Recreation League has decided to keep the arc at 12’.
32. NEW The men’s league will start with a 1/1 count as soon as they begin their at bat.

Adult Softball - Roster Rules
1. All players are playing at their own risk. Everyone is required to sign the Recreation release form / team roster before playing in the league.
2. Completed Rosters are due before the first game of the season.
3. A player must have played at least half the season games in order to be eligible for tournament play. The field supervisor will track the number of games played for each player with the line up cards. Please print clearlyon line up cards. Please identify player's nicknames with their real name on the roster.
4. All team members must be 18 years of age and out of High school. If a potential player is 18 & still in school, they cannot play until graduation. This player still must play the required amount of games to be eligible for the tournament.
5. For team members who are not available to sign the roster prior to the first game of the season, (i.e. at college) managers can put the player's name on the roster and the player will sign it prior to their first game.
6. Teams may add or drop players on their rosters after consulting with Recreation Director – Tina LeBlanc and only if the following applies:
- If a team’s roster has dropped to 10 or less active players; they may add players only prior to 1/2 way through the season and those new players must still make the required regular season amount of games to be eligible for .the tournament.
- To replace an injured player who will not be returning to play for the remainder of the season or playoffs. The team may add players only prior to 1/2 way through the season and those new players must still make the required regular season amount of games to be eligible for the tournament. The injured player then forfeits the opportunity to return for that season.
- If a player is injured and has only played a couple of games, they can be replaced. If that player doesn’t want to be replaced, they can still play in the tournament. That player however must attend all regular season games even though they can’t play and add their name to the back of the opposing team’slineup card as injured.
- If a team has had to forfeit 2 or more games due to lack of active players. (Holidays or Rescheduled games do not apply) See "10 or less active players" above.
- If, after the season has begun a team has withdrawn from the league due to lack of players, that team's players have the opportunity to join another team in the league at the discretion of the league director. Other teams may add these players and those new players must still make the regular season amount of games to be eligible for the tournament. Any games played with the player's previous team will carry over and count towards their tournament eligibility.
- Teams may drop players from their roster at any time.
- Teams may add players to their roster at any time before their first scheduled game.
- All other exceptions need to be brought to the attention of the Recreation Director.
