JOB DESCRIPTION

JOB TITLE:GENERAL MANAGER FLSA STATUS:EXEMPT

GENERAL SUMMARY:

Under the general direction of the Board of Directors, the General Manager is the Chief Executive Officer of the Saginaw Transit Authority Regional Services (STARS). The General Manager is responsible for all Planning, Financial, Administration and day to day operations of the Authority. Responsible for establishing and maintaining a system culture that is innovation friendly. Promotes the interests of the Authority to the general public. Acts as the liaison with federal, state, and local government entities in all matters concerning the Authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves under the direction of the Board of Directors as the Authority’s Chief Executive Officer providing support as may be required by the Board. Provides updates and reports to the Board of Directors in relation to the general performance of the overall status of STARS operations.
  • Establish, maintainsand monitors the organizational structure and personnel required by the Authority to meet goals and objectives in order to meet the public transportation needs of Saginaw County, including but not limited to financial, strategic planning, personnel, contractual, promotion, and all other day-to-day operations of the Authority.
  • Directs the development of a long-range Community vision and a strategic plan/program designed to allow the Authority to grow and take advantage of future opportunities as they occur.
  • Serves as principal liaison to the Federal, State and Local agencies for the purpose of ensuring adequate revenue streams to fund operational and capital budgets both short and long term.
  • Represents the Authority in promotional and marketing activities, selling the user of services and promoting the development of new sources of revenue. Represents the Authority to the public, communicating and disseminating appropriate information concerning the Authority, its operation and accomplishments in a timely manner.
  • Directs the preparation of all required Authority official documents, including financial, narrative and federal and state documents.
  • Responsible for recruiting, hiring, motivating/coaching, promoting, evaluating, disciplining and terminating agency personnel.
  • Pursues, prepares and administers all capital, operating, planning and other government grants available to STARS in a manner which complies with requirements and ensures timely grant approvals and programs implementation.
  • Represents the Authority in the negotiation and execution of all operational and union contracts, leases and other agreements involving the commitment of the Authority’s resources and facilities. Works in conjunction with the Controller to plan and implement Authority budgets.
  • Ensures the proper development and enforcement of all Authority procedures and recommend necessary modifications.

INCIDENTIAL DUTIES AND RESPONSEABILITES:

  • Reads and analyzes data and government documents in order to maintain industry and professional expertise.
  • Attends Board Meetings, community activities and forums, federal and state conferences and trainings which may directly influence the operation of STARS.
  • Must be able to travel and attend conferences and trainings with overnight stay throughout the United States.
  • Other duties as assigned by the Board of Directors

REPORTING RELATIONSHIPS:

Reports To: STARS Board of Directors

Supervises: 13 Technical Staff

3 Professional Management Team Members

WORKING CONDITIONS/ENVIRONMENT:

Works in a typical office environment but may be required to conduct business in a repair type garage area. May be required to travel during inclement weather conditions.

QUALIFICATIONS:

EDUCATION: Bachelor’s Degree in Business Management, Public Administration, Transportation, Urban Planning or related field.

EXPERIENCE: Minimum ofFive (5) years of progressive responsible professional experience in

management or supervisory positions, preferably in transportation services, as the head of an organization or large organizational component of a business. Experience must includefinancial, administrative, andpersonnel management.

Experience in planning, pursing grant opportunities, grant writing, labor relations, customer service, governmental policies and procedures, transit software or other public sector activity is preferred.

Strong leadership maintaining quality transportation services.

KNOWLEDGE, SKILLS, AND ABILITIES: Excellent oral communication and presentation skills and the ability to relate to people effectively and occasionally deal with irate customers/ people. Ability to use tact and diplomacy and to interact with people from all social, economic and diverse cultural backgrounds. Must have reliable transportation and the ability to drive an automobile with a good driving record.

PHYSICAL/MENTAL REQUIREMENTS:Visual acuity to read and complete paperwork. Hearing acuity to listen and communicate in person and on the phone. Ability to handle stress and to work under deadlines. Mental capacity to analyze data, make decisions and use sound judgment and logic. Ability to schedule and manage time in order to efficiently perform the job duties assigned to this position, Ability to bend, reach, sit, stand or walk for long periods of time. Ability to lift up to 40 lbs.
