Sub: MEPMA – DAY-NULM – SPARK Ratings – Comprehensive instructions, guidelines and procedures for achieving the top rank for the year 2017-18- Reg.

Ref: -Annual Action Plan meeting held at Ministry of Housing &Urban Affairs (GoI) - dated 08-03-2018

DAY-NULM is rating the performance of the States in implementation of all scheme components through Systematic Progressive Analytical Real Time Ranking(SPARK). This is based on the real time performance of all components and indicators are fixed for scaling the performance of each component.

Vide reference cited, the Joint Secretary to the ministry of Housing & Urban Affairs informed the states, that those who achieve the top 3 ranks in the rating of the SPARK would get additional sanctions of funds for the year 2018-19. These rankings are mainly on achieving the targets and associated outcomes fixed for the year 2017-18.

Keeping in view of the meager allocation made to our state for the current financial year, it is indispensable for all our districts and ULB units in putting the concerted efforts towards obtaining top rank on March, 15th thereby assuring of additional funds to the state. The component wise indicators which are to be focused to achieve the desirable ranking are enclosed for your reference.

Therefore the Project Directors and the Municipal Commissioners are requested to follow the above instructions and guidelines and instruct the concerned staff in achieving and updating the progress in the DAY-NULM Portal immediately. The DMCs, ADMCs, TMCs, COs and DEOs are to be involved in the process and all should work on the task with high priority. Strict action will be taken on the employees, who are responsible for not complying the above instructions and those who don’tachieve the targets of all components for the year 2017-18.
