JOB POSITION DESCRIPTION
Position Title: Special Projects/Support Technician
Reports To: Management Team (Director of Maintenance as Lead Supervisor)
Position Summary
This position serves as a support position to the Executive Director and the Directors of Finance, Property Management and Maintenance. This position involves an assortment of duties involving clerical work in the central office and a considerable amount of field work at all housing sites. The position requires moderate to extensive office experience, interaction with the public, knowledge of housing maintenance and the ability to perform multiple tasks simultaneously. This is a Non Exempt (hourly) position working Monday through Friday 8:00 a.m. – 4:00. p.m.
Essential Duties Include (but are not limited to):
The responsibilities of this position are as follows:
1. Will answer the telephone and route callers to the proper individual or department;
2. Must efficiently operate the computer system, communication equipment, and all other miscellaneous office equipment with minimal amount of training in all areas;
3. Will work as a receptionist periodically in the Property Management Department and will collect rent, provide documents and perform other clerical tasks;
4. Receives, enters and closes work orders within the computer data system and follows with filing and reporting;
5. Escorts exterminator and other inspection service or contractor personnel as needed at various housing locations;
6. Records inspection information and creates work orders from the various housekeeping, security, grounds and exterminator reports and provides the Director’s with a copy of monthly total reports;
7. Will extract system data to track maintenance personnel work performance and efficiency;
8. Maintains Maintenance, Capital Fund Improvement Program, and construction files, and supplies information from the files for staff and government requests;
9. Will research information for departments from maintenance files;
10. Oversight and management of Section 3, REAC, Labor Enforcement and Davis-Bacon Wage Rate compliance for Housing Authority and Cumberland Housing Alliance projects and projects funded with money requiring Davis-Bacon wages and related documentation;
11. Prepares, assembles, provides oversight and management of contracts and contract documents;
12. Performs scheduling of personnel, contractors, etc.;
13. Prepares various reports, graphs and documents for all Department’s;
14. Performs extensive record keeping and filling;
15. Formulates letters for distribution for resident notifications;
16. Performs internet research on new products and procurements;
17. Performs Procurement and Inventory duties in the absence of that employee including the distribution of supplies;
18. Performs snow removal and other light custodial tasks at the COCC during normal working hours only;
19. Performs move in, move out and housekeeping inspections with residents; and
20. Performs other miscellaneous duties as assigned by the Director’s.
Knowledge, Abilities and Skills
Previous experience working in a busy office environment performing complex tasks with knowledge of rental housing and/or the construction industry in the area of maintenance operations is required. Possesses specific knowledge, ability and/or education in the following areas:
1. Effective communication, both orally and in writing;
2. Knowledge of modern office practices and procedures;
3. Skill in use of the computer, copier and other office equipment;
4. Extensive experience with Microsoft Word, Excel, Outlook and use of the internet;
5. Ability to make moderately complex computations with speed and accuracy;
6. Ability to understand and follow quickly and accurately written and oral instructions;
7. Ability to meet and deal tactfully and courteously with the public, tenants and vendors and to establish and maintain effective working relationships with other employees;
8. Knowledge of Federal and State OSHA safety regulations, occupational hazards, and personnel safety procedures;
9. Standard Maintenance Operational Procedures.
10. Other duties as assigned
Minimum Requirements:
1. High school graduate required with a college degree desired.
2. Valid vehicle operator’s license with a driving record acceptable to the Housing Authority’s insurance carrier.
3. Must have a negative criminal background.
4. Must participate in random employment drug and alcohol screenings.
5. Physically qualified to perform duties of position and capable of lifting up to 50 pounds.
