DECISION
Approving the master development plan of the Vietnam Academy of Science and Technology until 2020and orientations for 2030

PRIME MINISTER
Based on the Law on Organization of the Government dated December 25th 2001;
Based on the Law on Science and Technology dated June 9th 2000;
Based on Decree 81/2002/NĐ-CP dated October 17th 2002 of the Prime Minister stipulating the details and guiding several articles of the Law on Science and Technology;
Based on Decree 62/2008/NĐ-CP dated May 12th 2008 of the Prime Minister putting forth regulations on the functions, tasks, powers and organization of the Vietnam Academy of Science and Technology;
In response to a proposal of the President of the Vietnam Academy of Science and Technology,
DECIDES
Article 1: Approve the master development plan of the Vietnam Academy of Science and Technology until 2020 and orientationsfor 2030with the following main content:
I. POINTS OF VIEW ON DEVELOPMENT
1. Ensure that the master development plan of the Vietnam Academy of Science and Technology is compatible with the strategy on socio-economic development, the master development plan on socio-economic development of the whole country, the strategy on science and technology development, and relevant policies of the Party and the State.
2. Develop, with a sharp breakthrough, the Vietnam Academy of Science and Technologyto become a powerful multi-disciplinary research and training centre of science and technology, a driving force for the national development of science and technology, to greatly contributesto speeding up socio-economic development, ensuring national defence and security, and meeting the demand of industrialization, modernization and international integration.
3. Concentrate on building and completing organization mechanisms, increase the scientific and technological potential of the Vietnam Academy of Science and Technology. Promote international cooperation to speed up national technology renovation, especially in high technology, and contribute to improving standards and affirming the scientific position of Vietnam in the region and the world.
4. Basically renovate the building, implementing and assessing of key state-level science and technology tasks. Dramatically renovate financial mechanisms and investment modes for scientific and technological activities of the Vietnam Academy of Science and Technology.
II. DEVELOPMENT OBJECTIVES
1. General objectives
Build the Vietnam Academy of Science and Technology into a leading science and technology centre of the nation, with multi-disciplinary research, with a staff of science and technology cadres possessing high professional standards, modern technical facilities, meet high international standards, having full international cooperation with scientifically and technologically advanced countries, fully meeting the demand of science and technology development and sustainable socio-economic development of the country.
2. Specific objectives
a) Objectives until 2020
Develop the Vietnam Academy of Science and Technology into a leading centre of the country for scientific research and technological development with science and technology potential meeting the highest levels in Southeast Asia.
Gradually improve the consultancy role of the Vietnam Academy of Science and Technology for the Government in making strategies and policies on socio-economic development, national defence and security, environmental protection, dealing with climate change, preventing and reducing the damaging effect of natural disasters, and other relevant.
Strengthen material and technical facilities and the standards of science and technology staff of the Vietnam Academy of Science and Technology. Foster the training of science and technology human resources for the country. Focus investment in specialized institutes with potential for excellence, upgrade national key laboratories managed by the Academy to meet the most advanced standards in Southeast Asia.
Build about 10 key science and technology organizations, strong research groups with international prestige and competent in solving important science and technology tasks of the country and in training human resources in science and high technology for the country.
Organize the Vietnam Academy of Science and Technology with a structure of 35 specialized institutes and other units under the Academy; one college of science and technology; 15 science and technology spin-offs to be established. Build a staff of 3,500 permanent cadres and 1,700 contract cadres, 50% of whom are doctors and masters. Strive to have the ratio of research cadres over supporting research cadres smaller than one in order to create a suitable operating structure in the specialized institutes.
Create about five journals in science and technology fields where Vietnam can meet international standards.
The number of internationally published scientificworks and the number of patentswill grow to three times that in the 2001-2010 period.
By 2020, 100% of basic research tasks in the natural sciences will have results published in prestigious specialized journalsin Vietnam and abroad; 50% of the basic research organizations under the Vietnam Academy of Science and Technology will meet the criteria and conditions to integrate with the region and the world.
Participate in effectively carrying out national programmes and projects on science and technology approved by the Prime Minister.
b) Objectives until 2030
Build the Vietnam Academy of Science and Technology to be a multi-disciplinary science and technology centre of the country, meeting the highest standards in Asia.
Affirm the role of the Vietnam Academy of Science and Technology as a leading consultancy agency of the Government in making strategies and policies for the country in relevant fields.
Strengthen the capacity for research and development, and train science and technology human resources. Link research with technological development and experimental production. Foster technological transfer and the commercialization of science and technology products.
Organize the Vietnam Academy of Science and Technology with a structure of 40 specialized institutes and other units under the Academy; one collegeof science and technology; 20 science and technology spin-offs to be established. Build a staff of 4,000 permanent cadres and 2,000 contract cadres, 60% of whom are doctors and masters. Strive to have the ratio of research cadres over supporting research cadres smaller than one in order to create a suitable operating structure of the specialized institutes.
Crease about ten journalsin science and technology fields where Vietnam can meet international standards.
The number of internationally published scientific works and the number of patents will be twice that in the 2010-2020 period.
By 2030, 100% of basic research tasks in natural sciences will have results published in prestigious specialized journalsin Vietnam and abroad; 75% of the basic research organizations under the Vietnam Academy of Science and Technology will meet the criteria and conditions to integrate with the region and the world.
Build 15 key science and technology organizations, and strong research groups with modern material facilities and equipment, meeting the highest standards in the region and in the world in order to solve important national science and technology tasks.
III. DEVELOPMENT ORIENTATIONS
1. General orientations
a) Foster scientific research and technological development
Increase the scale and improve the quality of scientific research, technological development and transfer. Promote research directions which are multi- and interdisciplinary, andinvolve several specialized institutes, in order to make use of and to bring into play the comparative advantages of the Vietnam Academy of Science and Technology. Give priority to cutting edge scientific and technological research directions and new research fields. Develop several source technologies, adaptive technologies, and apply new technologies to create high quality products that are important for the economy and practically serve national socio-economic development programmes in the period to promote industrialization and modernization.
Intensify investment in basic research, especially areas of research strength of the Vietnam Academy of Science and Technology, to meet the development demand of the country and to develop national science and technology potential.
Promote applied research, develop and transfer technology, serve socio-economic development, ensure national defence and security and public goals.
Focus on developing basic technology and source technology that contributesto serving production and enhancing the productivity, quality and competitiveness of the nation’s key products.
Make a sharp shift in applying and developing high technology, modern techniques and new technology so that they directly serve the implementation of the national programme for high technology development until 2020, plan for the development of high technology industries until 2020, and the national science and technology projects and programmes until 2020 approved by the Prime Minister.
b) Develop science and technology potential
Improve the qualifications of researchers from the Vietnam Academy of Science and Technology so that they approach international standards. Build several strong research groups that meet the highestregional and world standards and are capable of solving important science and technology tasks of the country. Give priority to investing in key science and technology research areas of the Vietnam Academy of Science and Technology in each concrete period.
Promote science and technology human resource training. Closely associate training with scientific research and technological development by incubating technology and science and technology-based enterprises. Create and develop science and technology-based enterprises from specialized institutes. Foster activities to furthertechnology transfer and commercialization, and support the patenting of inventions.
Strengthen investment in upgrading equipment to raise the capacity and effectiveness of key national laboratories managed by the Vietnam Academy of Science and Technology.
Invest in material and technical facilities and equipment conforming to international standards to effectively serve research and development at the specialized institutes under the Vietnam Academy of Science and Technology.
c) Promote international cooperation
Promote activities for international integration in science and technology. Increase the presence of the Vietnam Academy of Science and Technology in international scientific and technological activities (conferences, workshops, research cooperation programmes, scientific exchanges, international publications, publicity, outreach etc. ).
Promote activities for research cooperation and exchange between the Vietnam Academy of Science and Technology and prestigious science and technology organizations in different Southeast Asian countries and other international research agencies.
Court international support to effectively serve national technology innovation, especially high technology, and national science and technology projects and programmes. Promote the world-wide commercialization of the results of research and technological development in Vietnam

2. Orientations for each field
a) Basic research
Focus on basic research in natural sciences and sectors which possess comparative advantage and development potential to improve the standards and position of the Vietnam Academy of Science and Technology.
Invest appropriately in basic research according to the demand of national development. Develop science and technology to serve national defence, security and public goals.
Assess basic research results through international publications in prestigious specialized journals.
Closely associate basic research with post-graduate training and science and technology human resource training.
Prioritize investment in building several science and technology organizations and strong research groups for basic research in natural sciences and technology to meet the highest standards standards in Southeast Asia.
b) Applied research and technology development
Focus on investment in key science and technology areas to meet practical and urgent demands that have high scientific content and significance to national socio-economic development.
Self study to develop source technology; Receive technology transfer, study, modify, and adapt foreign advanced technologies.
Concentrate the human resources on developing seven key science and technology orientations, which have practical significance for national industrialization and modernization, including:
- ICT-electronics-automation-space technology;
- Biotechnology;
- Material Sciences;
- Biodiversity and Biologically active substances;
- Earth Sciences;
- Marine Science and Technology;
- Environment and Energy.
Evaluate applied research and technology development through international publications in prestigious scientific journals and patents.
c) Application and deployment of technology
Apply effectively key technologies and high technologies such as information technology, bio-technology, new materials technology, space technology and automation in production and life.
Promote activities on applied research and transfer of science and technology solutions to effectively exploit natural resources, protect the environment, prevent and reduce the risk of natural disasters. Apply new technologies in investigating natural resources, controlling and treating environmental pollution and protecting biological diversity. Promote activities on consultancy and appraisal, natural museums, publications, science and technology popularization to serve national socio-economic development.
Promote commercialization of science and technology products, contributing to the development of the science and technology market. Encourage activities to incubate technology, develop spin-offs. Invest in building and completing the organization, and improving operational effectiveness of technology experimental production zones.
Coordinate with ministries, agencies and localities to apply science and technology achievements in production and people’s lives, contributing to solving several important issues of programmes on socio-economic development, insurance of national defence and security.
d) Development of staff potential
Promote training and cultivation to improve the quality of science and technology human resources, especially high quality human resources of the Vietnam Academy of Science and Technology. Promote international cooperation in training. Train according to international standards. Associate training with scientific research and technological development. Closely cooperate with universities in basic research activities in the fields of maths, theoretical physics and other natural sciences.
Createa plan to supplement the sources of science and technology cadres, and retrain science cadres to meet the mission demands of the Vietnam Academy of Science and Technology in the new situation.
Create mechanisms and breakthrough policies to attract excellent scientists and leading experts to work for the Vietnam Academy of Science and Technology.
Createand implement programmes to support young cadres; send young cadres for further study in foreign countries in research fields which need to be developed through international cooperation programmes of the Vietnam Academy of Science and Technology, or state’s scientific and technical cadre training programmes in foreign establishments.
Give priority to establishing strong research groups of the Vietnam Academy of Science and Technology, with the participation of leading experts.
Consolidate, train, and cultivate the staff of management, administration and service units in order to improve their ability and professional standards to meet mission demands of the Vietnam Academy of Science and Technology in each development period.
đ) Consolidation and development of organizations
Consolidate and develop the Vietnam Academy of Science and Technology and units under the Academy to have suitable organization to suit the trend of integration with international standards, upholding the effectiveness of scientific research and technological development.
Establish new science and technology organizations only in the fields that have important significance for the development strategy of the Vietnam Academy of Science and Technology.
e) Construction of material and technical facilities
Invest in upgradingand building material and technical facilities and equipment for units under the Vietnam Academy of Science and Technology to meet the highest standards in the region on work area, working conditions and scientific equipment.
Suitably plan, invest in building and providing equipment to stations, bases, experimental areas and technology implementation zones to serve the demands of science and technology activities of the units under the Academy.
Invest in improving and modernizing the information technology infrastructure, science and technology information infrastructure, including the Internet, libraries, digital libraries, publication of science and technology books and journals, to meet the highest standards in Southeast Asia.
Implement a pilot project to build apartmentsfor young cadres to rent when they start to work for the Vietnam Academy of Science and Technology.
g) International cooperation
Promote international cooperation activities with traditional partners. Diversify the forms of cooperation. Strengthen regional and international integration to improve the prestige and position of the Vietnam Academy of Science and Technology in the regional and international scientific community.
Take advantage of international cooperation opportunities to approach the world’s advanced science and technology, improve the qualifications of cadres and train experts in the field of science and technology.
Focus international cooperation on the following main objectives:
- Science and technology exchange;
- Technology transfer;
- Human resource training;
- Consultation cooperation and exchange of polices for science and technology development
Create favourable conditions in mechanisms and policies to attract and effectively court the intelligence contribution of overseas Vietnamese scientists to science and technology research at the Vietnam Academy of Science and Technology.
Innovate mechanisms for international cooperation by expanding the autonomy of organizations and individuals. Have policies, especially those related to the rights of organizations and individuals in international cooperation activities in science and technology according to regulations of the law. Continue to create and complete regulations in international cooperation in the field of science and technology that are appropriate for the practical situation. Instruct units under the academy to implement international cooperation.
IV. SOLUTIONS
1. General solutions
a) Concentrate resources on improving thescience and technology potential of the Vietnam Academy of Science and Technology. Associate scientific research, technology development and transfer with socio-economic development programmes of the country, and national science and technology projects and programmes. Promote scientific research and technology development to meet the demands of socio-economic development, national defence, security and public goals.
