A Shaped Nomination is a nomination in which a Service Requester provides both a daily quantity and a quantity for each hour of the Gas Day.

Where a Transportation Service Provider (TSP) offers a service under its tariff, general terms and conditions, and/or contract provision(s) which expressly provides for a Service Requester to submit a Shaped Nomination, such nomination should may be submitted after confirming availability of capacity with the downstream TSP delivering gas to the Service Requestor requesting the shaped flow, if applicable, using the NAESB standards. Nothing within the instant standard should be used to infer applicability of NAESB WGQ Standards addressing nomination scheduling or flowing priority, Elapsed Prorated Scheduling Quantities, etc., or the character of the service (firm or interruptible); such matters should be addressed within the TSP’s tariff.
COMMENTARY:
- The ability to process a shaped nomination on an upstream TSP does not infer that the downstream TSP, e.g. an LDC, delivering gas to the service requestor, e.g., a generator, has capacity available to deliver gas to the generator. Checking available capacity on the downstream TSP is necessary because the scheduling priority for the service used to flow gas on the downstream TSP to the generation facility may not be sufficient to flow through the downstream TSP’s system constraints.
- It is unclear to which NAESB standards the proposed standard refers. Presumably EDI (GISB EDM) or Customer Activities Websites (GISB EBB) would be used, but flat-files (GISB FF) or other forms which document the intent of the shaped nomination should not be precluded simply because a non-uniform shape is nominated. In other words, there does not appear to be any justification for treating the submission process for shaped nominations differently from submission of customary nominations; the only difference is the amount/detail of the data.
- Shaped nominationsprovide for a gaming opportunity in conjunction with NAESB WGQStandard 1.3.80. For example, not only is it unclear whether a service requestor submitting a shaped nomination that does not flow gas at the start of the gas day (or at any grid wide nomination cycle) established flowing priority through a constraint point. The answer may differ among TSPs due to the physical assets (e.g., storage, compressor types and station configurations).

Where a Transportation Service Provider (TSP) offers a service under its tariff, general terms and conditions, and/or contract provision(s) which expressly provides for a Service Requester to submit a Shaped Nomination, Service Requestors utilizing other services that provide for non-uniform flow should not be required to submit Shaped Nominations.
COMMENTARY:
Existing services providing for non-uniform flow rates, e.g., no-notice service or flexibility available to notice service, should be not be affected by services that permit shaped nominations. Any additional requirements placed on existing services represent a degradation of service.
Proposed Instruction to IR and Technical Subcommittees:
Modify the Nominations and corresponding datasets to accommodate the ability for a Service Requester shipper to submit Shaped Nominations during each of the NAESB nomination cycles. Investigate whether the solution should accommodate daylight savings time variances of 23-hour days and 25-hour days. Investigate whether the solution is also applicable to capacity release (including data sets) ensuring access to Shaped Nominations via the secondary market.
