Guidelines for type approvals
Type Approval Application Requirements
- All radio or Info-Communications equipment require Type Approval before they can be imported, installed, sold or used in Montserrat.
To gain Type Approval Certification for radio and or Telecommunications equipment in Montserrat the following procedures must be followed:
Submit a signed letter requesting Type Approval along with the following:
a)Completed Type Approval Application Form
b)Technical Documentation of the Equipment
c)Foreign Type Approval Certificate (FCC/other Standards Body Certification)
d)Letter of Authorization (if applicant is an Authorized Agent)
e)Test report or certification of the technical characteristics of the equipment, issued by a recognized test or certification body
f)Safety Reports (optional)
g)Electromagnetic Compatibility (EMC) Report
h)Application Fee per application
i)A Sample of the Equipment may be requested
j)User Manual may be requested.
- Three (3) copies of the completed application form should be submitted in an envelope addressed to the Secretary, Info-Communications Authority, P. O. Box 165, St. Peters, Montserrat.
- Please type or write in CAPITAL letters with a blue or black pen only.
- The completed application form must be accompanied by the appropriate fee, payable to the Info-Communications Authority. If paying by wire transfer please contact our office for wire transfer/bank details.
- Please indicate which, if any, information provided by the applicant in this application is confidential.
- Additional information where requested, should be provided on sheets of paper and attached hereto.
- Please indicate which, if any, information provided by the applicant in this application is confidential.
- Please note that any word, phrase or expression used herein shall have the same meaning as it has in the Info-Communications Bill 2009.
- A separate application is required for each model of equipment.
- Applications are accepted from:
a)Manufacturer of equipment or authorized institution.
b)An individual user for a specific piece of equipment.
- Sections that are not applicable, write “NOT APPLICABLE” in bold or in print.
Information about Type Approval:
Type Approval is the approval by the Info-Communication Authority of Montserrat for the installation, use or sale of radio equipment and/or terminal telecommunications equipment - devices that are connected at the customer's premises.
The following equipment requires type approval:
- Cellular phones
- Cordless phones
- Fax machines
- GSM telephones
- Mobile radios
- Modems
- Wireless remote devices
- PABXs (including small business systems and key systems)
- Pagers
- Radio receivers
- Radio transmitters
- Satellite earth stations
- Telecommunications switching equipment
- Telephone instruments
- Telex Equipment
- Other equipment emitting a radio signal
- Any customer premises equipment to be attached to any part of a licensed telecommunications network
Type approval exemptions
The Authority recognizes the following foreign type approvals:
- AMPS, TDMA & GSM Cellular equipment certified under the FCC Part 68 and other US and Canadian law sections.
- Equipment certified under European Telecommunications Standards Institute (ETSI), definitions, rules and decisions
- Facsimile machines that are certified under FCC Parts 15 and 68 and the related radiation performance standards found in Title 21, Chapter 1, sub-chapter (j) of the United States Code of Federal Regulations;
- PABX and related equipment certified under FCC Parts 15 and 68 and related Canadian technical standards for electromagnetic interference, including ICES-003 class B;
- Equipment when certified by the Authority as compliant with certain technical standards are exempted from type approvals:
- Cable and other forms of wiring
- Household appliances
Terms and Condition of Certification:
- The certificate is valid under condition that the equipment being granted approval is identical to the one tested.
- Any changes to the name or model of the type approved equipment will require a new type approval. This involves reapplication with revised supporting documents. If the technical specifications have not been amended, reference can be made to the original type approval. However, the applicant must submit a letter of declaration stating that the technical specifications for the old named/model equipment is the same as the new name/model equipment.
- The certificate may be revoked if holders use it beyond approved scope or if determined to have been obtained illegally.
Standards:
Type approval for Radio Communication equipment in Montserrat is done by recognition of type approval test reports which are prepared according to international standards.
Electromagnetic Compatibility (EMC) Standard:
Radio communications equipment should have EMC standard in accordance with international standards.
Electrical Safety Standard:
Radio communication equipment should have Electricity Safety standard in accordance with international standards
