Tenant Screening
The Application Process:
- Qualified persons must be 18 years old
- $45 application fee per adult
- A photo identification is required to verify applicant (s)
- Inaccurate or falsified information on the application will disqualify the applicant
- We do not discriminate on the basis of race, color, religion, sex, handicap, family status, or national origin.
- The denial of one applicant will result in the denial of the entire application.
Criteria:
- Employment History- steady and reliable source of income for at least 2 years. Employment must be verifiable including check stubs. Gross monthly income of 2.5 times the rent is the minimum requirement for applicants. A history of frequent moving or instability of employment lends the application subject to review and possible denial.
- Self-Employment- you will need to provide documentation of payment or tax records to support your income.
- Co-Signer- If monthly income does not equal 2.5 times the rent, a qualified co-signer will be required. In order to qualify as a co-signer, you must fully meet all areas of the criteria and must have minimum monthly income of five times the stated rent.
- Unemployed- Verifiable income or liquid assets equal to 2.5 times the total annual rent will be required for unemployed applicants.
- Rental History- verifiable positive rental history of at least 2 years is required and include:
- Rent paid on time
- Compliance with all rules and regulations of the lease
- Positive rental reference
- Three years of eviction-free history is required.
Criteria for Denying Application-
- Three or more 72-hour notices within one year will result in denial of the application.
- Three or more dishonored checks within one year will result in a denial of the application.
- Rental history reflecting past due and unpaid charges will result in denial of the application.
- Evidence of destructive behavior, or a negative rental reference, or a landlord refusing to give a reference will result in the application being denied.
Credit History:
- A positive credit history is required; collections or delinquent accounts and charge-offs will be taken into consideration, but may require an extra security deposit. Repossessions or bankruptcies within the last 2 years will disqualify an applicant if poor credit history continues after the filing.
Criminal Background:
Upon receipt of the rental applications and screening fee;
Owner/Agent will conduct a search of public records to determine whether the applicant or any proposed tenant has charges pending for, been convicted of, or pled guilty or no-contest to, any of the following crimes as provided in ORS 90.303(3): drug-related crime; person crime; sex offense; crime involving financial fraud, including identity theft and forgery; or any other crime if the conduct for which the applicant was convicted or is charged is of a nature that would adversely affect property of the landlord or a tenant or the health, safety or right of peaceful enjoyment of the premises of tenants, the landlord or the landlord’s agent.
If applicant, or any proposed occupant, has a Conviction in their past which would disqualify them under these criminal conviction criteria, and desires to submit additional information to Owner/Agent along with the application so Owner/Agent can engage in an individualized assessment (described below) upon receipt of the results of the public records search and prior to a denial, applicant should do so.
A single conviction, guilty plea, no contest plea or pending charge for any of the following shall be grounds for denial of the Rental Application. If there are multiple convictions, guilty pleas or no contest pleas on the applicant’s record, Owner/Agent may increase the number of years by adding together the years in each applicable category. Owner/Agent will not consider a previous arrest that did not result in a conviction or expunged records.
a. Felonies involving: murder, manslaughter, arson, rape, kidnapping, child sex crimes, manufacturing or distribution of a controlled substance.
b. Felonies not listed above involving: drug-related crime; person crime, sex offense, financial fraud including identity theft and forgery; or any other crime if the conduct for which applicant was convicted or is charged is of a nature that would adversely affect property of the landlord or a tenant or the health, safety or right of peaceful enjoyment of the premises of the residents, the landlord or the landlord’s agent, where the date of disposition has occurred in the last 7 years.
c. Misdemeanors involving: drug related crimes, person crimes, sex offences, weapons, violation of a restraining order, criminal impersonation, criminal mischief, stalking, possession of burglary tools, financial fraud crimes, where the date of disposition has occurred in the last 5 years.
d. Misdemeanors not listed above involving: theft, criminal trespass, property crimes or any other crime if the conduct for which applicant was convicted or is charged is of a nature that would adversely affect property of the landlord or a tenant or the health, safety or right of peaceful enjoyment of the premises of the residents, the landlord or the landlord’s agent, where the date of the disposition has occurred in the last 3 years.
e. Conviction of any crime that required lifetime registration as a sex offender will result in denial.
References:
- References from relatives will not be accepted.
Disabled Accessibility Statement:
We allow existing premises to be modified at the full and complete expense of the disabled person if the disabled person agrees to restore the premises (per fair housing guidelines) at their own expense to the pre-modified condition. We require;
We require:
- The applicant to seek the landlord’s written approval before making the modifications.
- Reasonable assurances (in writing) that the work will be performed in a workmanlike manner.
- Reasonable details regarding the extent of the work to be done.
- Names of the qualified contractors that will be used.
- Appropriate building permits and the required licenses must be made available for inspection by the landlord.
- A deposit for the restoration may be required
Credit History/ Background Reporting:
Gaines Street Row Homes employs the services of Citi Credit Bureau for reporting. If an application is denied based on information in your credit/background history you will receive a letter identifying the reason for denial. You will have the opportunity to contact the bureau regarding the information in the report. The application fee will not be refunded if you are denied.
Pets/No Pets:
It is up to the discretion of the owners of our rental units, if pets will be allowed. This includes discretion on size, weight, and type of breed.
Service Animals:
Official documentation is required, prior to the application, certifying a service animal to be accepted in to any of our rental properties. Please be prepared to show federal, state, or local documentation at the time of inquiry.
I have thoroughly read the “tenant screening” and understand it is being used to qualify me as a tenant.
