Salary: $16.58/hr 20 hours/wk

SUMMARY: Responsible for implementing CHUM’s grant from the MN Dept. of Human Services for SNAP Outreach. The SNAP Outreach Worker will make sure that SNAP Outreach is implemented internally through all CHUM’s programs and externally through extensive community outreach.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

  • Work with CHUM advocates at CHUM Shelter and family coaches at Steve O’Neil Apartments to make sure that SNAP Outreach, screening, and application assistance is incorporated into intake processes, during applications for MFIP, General Assistance, Emergency Assistance, and SSI and SSDI, and as part of housing and income stabilization plans.
  • Provide SNAP information, outreach, screening, and application assistance at the CHUM Food Shelf (3 locations).
  • Establish, promote, and maintain a regular calendar of SNAP Outreach hours at strategic locations throughout the City of Duluth.
  • Provide SNAP Outreach to CHUM’s 42 affiliated faith-based communities, agencies with whom CHUM collaborates, and at several local events/conferences as outlined in the grant.
  • Create and implement CHUM’ SNAP Outreach communications strategy through social media, affiliated faith communities, and the broader community.
  • Provide SNAP Outreach at the Downtown Farmer’s Market and manage EBT sales when implemented.
  • Create a team of trained volunteers for SNAP Outreach as needed.
  • Complete trainings required by DHS including Data Privacy, SNAP 101, CAF, ABAWD, and Civil Rights.
  • Be familiar with and use SNAP resources from the USDA, DHS, and University Extension.
  • Prepare quarterly and annual narrative and outcome reports and work with Finance Director on monthly financial reports.
  • Ensure compliance with Limited English Proficiency Requirements throughout CHUM.
  • Network with other SNAP Outreach teams in Duluth (e.g. Community Action Duluth) to maximize impact.
  • Meet all outcome goals as specified in the project work plan.
  • Understand and follow CHUM’s personnel, financial, conflict of interest, and privacy policies.

Education And/Or Experience:Associate’sDegree or equivalent with knowledge gained innutrition, health education, family and consumer science, or related field; or equivalent combination of education and relevant experience. Experience working with adults and children from culturally and economically diverse communities, including those who have experienced homelessness, chemically dependence, mentally illness, or have criminal backgrounds.

Language Skills: Ability to read, analyze, and interpret professional periodicals and governmental regulations. Ability to write reports and general business correspondence. Ability to effectively present information and respond to questions from individuals, groups of clients, and the general public. Ability to

communicate with and gain the confidence of low income persons of all ages and situations.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs. Ability to assist with relevant math-related problems.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations: None required. MN Driver’s License helpful.

Technical Competence: Thorough knowledge of Microsoft Office, social media, web-based communications and training platforms, competent keyboarding, and data entry.

Other Skills and Abilities: Self motivation, mediation/negotiation, compassion, listening skills. Must be flexible, adaptable and resourceful.Ability to plan and maintain a flexible work schedule, including regular evening and weekend work to meet time demands and/or special needs of program participants.
