I am proud and honored to present the Fowlerville Police Department’s Annual Report for 2017. The annual report is created to provide information and insight regarding the outstanding work performed by the employees of the Fowlerville Police Department. This report demonstrates the hard work, outstanding performance, integrity and compassion that each of the officers exemplify at the Fowlerville Police Department.

The Fowlerville Police Department will continue to work collaboratively with our law enforcement partners in Livingston County. The many law enforcement agencies work well together and are great assets when we reach out. As the Village grows in population we will continue to focus our attention on community policing and working with other community stakeholders such as our schools, service and faith-based organizations, businesses and our residents to ensure we all do our part to preserve a safe, robust and thriving community. We will continue to provide the high level of community policing this community has come to expect and deserves as in years past.

As the community continues to grow we look forward to solving the challenges increased population and service requirements pose. This coming year I will be focusing more on how to deal with the rising opiate addiction that is plaguing communities across the nation. I am reaching out to other agencies to see what types of programs or resources they are using to combat this epidemic. Again, I would like to thank you for your support, faith and opportunity that you have given me and the members of the Fowlerville Police Department.

Administration

The Village of Fowlerville Police Department administration is directed by the Chief of Police. The Chief of Policeisassisted by the Sergeant and the Administrative Assistant.

The Chief of Police is responsible for the following duties; budget management, bi-weekly reports to Council, personnel administration, policies and procedures, payroll, special events, purchasing, oversight of law enforcement distribution (302) funds, training, discipline, press releases, and supervision of personnel.

The Chief is also a member of the Mid-Michigan Association of Chiefs of Police (MMACP), the Fowlerville Rotary, and is a CARE Project/Round Table member. He is also on the Child Death Review team and Livingston County's Major Crime Task Force.

Officer Soli was promoted to the rank of Sergeant! He is currently the K9 Officer and the School Liaison Officer. He will continue to perform those duties while taking on the additional responsibilities of Sergeant. Congratulations Sgt. Soli!

The Administrative Assistant is responsible for the following duties:police records management and retention, personnel records, training records, provides copies of police reports to citizens, insurance companies, and attorneys, LEIN work for officers, Freedom of Information Act (FOIA) requests, portable breath tests (PBT’s), accounting for Public Act 302 funds to the State of Michigan, Michigan Commission on Law Enforcement Standards (MCOLES) administrator, Terminal Agency Coordinator (T.A.C.), mobile computer terminal administrator, name merging coordinator, submitting state data electronically, property intake and property room evidence tech, registration of sex offenders, issuing License to Purchase for hand guns, personnel scheduling, and submitting warrant requests electronically to the Prosecutors office. This list is in no way all inclusive.

Patrol Division

The Village of Fowlerville Police Department is a full service department. The patrol division works two – twelve hour shifts. Day shift (0700 – 1900 hours), night shift (1900 – 0700 hours). The full time staff work in "teams" covering the 24 hour per day schedule.

The Village of Fowlerville is approximately 2.38 square miles with a population of approximately 2900 people. The Village of Fowlerville Police Department provides 24 hour, seven day per week service for the Village of Fowlerville residents. The Fowlerville Community Schools are also located within the Village of Fowlerville.The department responds to calls received through Livingston County Central Dispatch (911) and also calls received at the department. In addition to the calls received through 911 and the department, officers also self-initiate calls. The patrol division responded to 16,664calls for service in 2017.

Instructor Training

Officer Brad Feister attended Taser Instructor and Field Training Officer training. As the Taser Instructor he will train all sworn officers to correctly use and deploy a Taser. As the Field Training Officer Instructor, Officer Feister will be responsible for training new officers when they are hired. The Field Training Program combines field training with objective evaluations to ensure the standards of a competent law enforcement officer are met.

Officer Edmonds attended Pressure Point Control Tactics (PPCT)Instructor training in September. As the PPCT Instructor, Officer Edmonds will train all sworn officers on the correct use of pressure point control.

School Liaison Officer

In April 1997, the Village of Fowlerville Police Department and the Fowlerville Community School District implemented a School Liaison Officer (SLO) position. The position has been in effect ever since and has become a vital part of the educational process. In September 2004, the Fowlerville Community Schools approved the addition of a canine partner for the SLO. This has been a vital component in helping to keep the school district drug free.

TheSLO has an office on the school campus and works directly with school administrators to ensure a safe and orderly environment for all students, staff,and visitors. As a police representative in the schools, the SLO performs police related duties and enforcement of criminal laws while assisting the administrative staff with non criminal violations. The SLO also serves as a role model and mentor to students while providing students a safe and confidential environment in which they can speak to a trusted authority figure about everyday issues.

The SLO also performs follow up investigations for road patrol officers when the violation involves a student or is directly related to the Fowlerville School District.

The SLO attends major sporting events and high school/junior high school dances. He also gives presentations and participates in the elementary school parades.

During 2017 the SLO responded to 648incidents. This number reflects criminal as well as non-criminal complaints encompassing all schools in the Fowlerville School District.

The SLO position is funded by the Village of Fowlerville Police Department, the Fowlerville Community School District, Conway Township, Handy Township, and Iosco Township.

Police Records Bureau

The Livingston County Prosecutors Office requires that each agency submit all warrant requests electronically. The Records Bureau (administrative assistant) is responsible for preparing, scanning, and attaching, all pictures, witness statements, and requested forms to the police department’scase file and to the prosecutor’s case file. The Records Bureau is also responsible for entering impounded/abandoned vehicles, breath, blood, urine test reports, stolen vehicles, articles, and weapons into Law Enforcement Information Network (LEIN). The Village of Fowlerville Police Department submitted 161warrant requests in 2017. Of the 161 requests sent, 25felonies and 109 misdemeanors were authorized.

Reports and Calls for Service

The county wide records management system is designed to comply with National Incident Based Reporting System (NIBRS) guidelines. Criminal data is electronically submitted monthly to the Statefor the compilation of Uniform Crime Reporting (UCR) data. Uniform Crime Reporting (UCR) is a State mandated and nationwide crime reporting system. It provides a nationwide view of crime based on the submission of statistics by law enforcement agencies throughout the country. The crime data is submitted either to a state UCR program or directly to the national UCR program which is administered by the FBI.

Crime reporting data is broken down into the following categories: violent (Part 1 crimes) and non-violent (Part 2 crimes). Part 1 crimes consist of the following offenses: murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, arson, and motor vehicle theft. Part 2 crimes are less serious in nature and encompass the following categories: simple assault, curfew offenses and loitering, embezzlement, forgery and counterfeiting, disorderly conduct, driving under the influence, drug offenses, fraud, gambling, liquor offenses, offenses against family, prostitution, public drunkenness, runaways, sex offenses, stolen property, vandalism, vagrancy, and weapon offenses.

Reflected in the chart on the following page is five years worth of statistics for the police department. You will notice that the data is only reflected through 2016. This is not an error, as of the printing of this report the 2017 data has not been complied and published by the FBI. The 2017 data will be reflected in the 2018 annual report.

Calls for Service

The Village of Fowlerville Police Department is committed to providing excellent service to the citizens of the Village of Fowlerville. During 2017, officers responded to 16,664 calls for police service. These calls encompass all aspects of police activities and are not exclusively criminal incidents.

Annual Arrests

The Village of Fowlerville Police Department arrested 164 subjects in 2017. Of the 164arrests 30 were for felony offenses.

Traffic Enforcement

The Village of Fowlerville Police Department has a high level of commitment to traffic safety through the enforcement of traffic laws and traffic safety education. Our goal is to reduce hazardous violations that contribute to personal injury and property damage crashes. During 2017 there were654 traffic and parking citations issued.

The enforcement of driving under the influence of alcohol or drugs is a high priority for our department. There were 38 drivers arrested for the offense of operating a vehicle while under the influence of alcohol or drugsduring 2017. Of the 37 arrested, 8 were arrested for Operating While Intoxicated/High Blood Alcohol Content (B.A.C.) To be arrested for High B.A.C., the driver must have a B.A.C. of .17% or higher and be the first OWI offense.

Criminal Investigations

The Village of Fowlerville Police Department was involved in several noteworthy cases in 2017. Listed below is a summary of these incidents.

Operating While Intoxicated and Possession with Intent to Deliver

Officer Kuzdek was inside a gas station when she observed a vehicle pull into the parking lot and a female driver exit the vehicle. Officer Kuzdek noticed the driver was having difficulty walking. Officer Kuzdek made contact with the female driver and determined she was under the influence of alcohol. Officer Kuzdek also located 35 rolled marijuana joints in the suspect’s pocket. The driver was arrested for OWI and for possession with intent to deliver marijuana.

Organized Retail Fraud

Officer Soli and Officer Feister handled a retail fraud in progress at Walmart. The suspect was arrested. Further investigation showed that the 31 year old Village resident had stolen large amounts of oil on a previous occasion at Walmart. The suspect had also stolen large amounts of oil from the Howell Walmart.

Home Invasion

Officer Kuzdek was dispatched to an apartment in reference to a home invasion in progress. Dispatch advised the caller informed them that two 21 year old males had forced their way into the apartment and that one of the males had a knife. Dispatch then advised Officer Kuzdek that one of the people inside the apartment had been assaulted and that the suspect fled in a vehicle. Officer Kuzdek then located the suspect vehicle and conducted a traffic stop. An MSP Trooper and two LCSD Deputies assisted Officer Kuzdek with the investigation. The two males were arrested for home invasion, felonious assault, and the 21 year old female driver was arrested for providing false information (gave false name to Ofc. Kuzdek).

Operating While Intoxicated - High B.A.C., Unauthorized Driving Away of an Automobile (UDAA)

Officer Thompson was dispatched to an apartment complex in reference to a trouble call. Dispatch advised Officer Thompson that the caller wanted to report her daughter’s boyfriend had taken her car without permission and appeared to be intoxicated. Dispatch advised the suspect then showed up to her house and had kicked the door in to the residence. Officer Thompson arrived on location and made contact with the suspect who appeared to be intoxicated. Officer Thompson conducted an investigation and determined the suspect was intoxicated and was arrested for OWI High BAC, UDAA, and Malicious Destruction of Property (MDOP)

Operating While Intoxicated - 3rd and Hit and Run X 3

Officer Sorenson and Chief Tyler were dispatched to W. Grand River Ave. and S. Grand Ave. in reference to an injury accident. Officers arrived on location and found a male subject that appeared to be highly intoxicated. Officer Sorenson made contact with the driver while Chief Tyler interviewed the other people involved in the accident. It was determined that the suspect was traveling at a high rate of speed and struck three separate cars on W. Grand River Ave. before crashing and stopping at the main four in Fowlerville. The suspect was arrested for OWI third offense, hit and run three separate incidents.

Operating While Intoxicated, 3rd offense

Officer Kuzdek was at a local gas station and observed a male driver to pull into the lot and then observed the male to be staggering and was having a hard time maintaining his balance. Officer Kuzdek then made contact with the driver and concluded the driver was under the influence of alcohol. The suspect was then arrested for his third offense drunk driving and blew a .243 on the DMT (breath test).

Domestic Violence, Driving While License Suspended, Obstructing Justice

Officer Feister, Sgt. Soli and Chief Tyler were dispatched to the main four in reference to a physical domestic in progress. Witnesses stated they observed a male driver stop at the stop light at S. Grand Ave. and Grand River Ave. and the driver began striking the rear seat passenger repeatedly in her head. Officers located the vehicle in an apartment complex and the suspect and the victim were not in the vehicle. Officers conducted an investigation and located the victim and received her statement. The victim informed Officers that she was in the car with her boyfriend when her boyfriend had nodded off at the traffic light. The victim advised she yelled at her boyfriend to go and that’s when her boyfriend began hitting her in the head.

The victim informed Officers that the suspect had taken off on foot and was heading towards the schools. The schools were placed on a lockdown based on the violent history and illegal narcotic use of the suspect. Officers then began searching the area and conducting additional investigations and located the suspect. The suspect was arrested for Aggravated Assault, Driving While License Suspended (DWLS), and two others were arrested for obstructing police for hindering and lying during the investigation.

Indecent Exposure

Officer Kuzdek was dispatched to the Fowlerville Walmart in reference to an indecent exposure complaint. The caller, a 16 year old female, informed dispatch that she was waiting in her car in the parking lot for a friend to arrive to pick her up. The victim stated she observed a vehicle pull up next to her in the parking lot. She observed a man in the vehicle next to her staring at her while he was sitting in the center seat of the vehicle. The victim advised her friend then pulled into the parking space behind her. She then walked passed the truck and observed the suspect masturbating as he was watching her. The victim then wrote down the plate and left the area and reported the incident to the Police. Officer Edmonds was able to locate and interview the suspect. The suspect confessed to the incident and was arrested. The suspect was charged with aggravated indecent exposure.
