December 2007 Minutes
The regular meeting of the Tinton Falls Open Space Committee was called to order at 7:35 p.m., December 10, 2007 by Vice-Chairman Frank DeVita
Present: Vice-Chairman Frank DeVita, Secretary Clare Shin, Guy Buck, Doug DeVincens, Andrew Mayer, Duane Morrill (council liaison), Elizabeth Oltman
Absent: Kim Barrett, John Dzieman, Tom Hayes, Herman Silbiger
Also in Attendance: Stephen Pfeffer, CFO, Borough of Tinton Falls
Approval of December Agenda
- Motion for approval by Mr. Buck and seconded by Mr. Morrill
Approval of November Minutes
- Motion for approval by Mr. Morrill and seconded by Mr. Mayer
Stephen Pfeffer Report
- Analysis of Open Space Funds distributed to Open Space Members
- The re-evaluation, complete in August, could double the amount in the Open Space fund
- The Open Space Fund is a dedicated interest earning account - $42K earned in 2007
- The former Cobb, Mittermair, and Forgotson properties are being paid from this account
- Somers acquisition is pending – ordinance has been adopted by Council
- Money goes into bond ordinance to minimize dept and our debt offsets what we receive
- Hockhockson property will be re-evaluated after the Somers property purchase is complete
- In order to receive Green Acres money a survey needs to be done for the Sycamore and Liberty properties
- Mr. Morrill inquired if 20% of $25K needed for trail grant is available through the Open Space fund
- Mr. Pfeffer indicated there is enough available funding – enough funding for another property with approximately a $500K value after purchase of Somers property and resale of the subdivided property with house
Council Report presented by Mr. Morrill
- 9 acres of land was donated in the south end off Shafto Rd. by developer
- 313 units approved for development on Shafto Rd – including COAH homes
- Mr. Morrill and Mr. Buck visited Birdsall Engineering – request to Mr. DeVincens to find deeds for block 66, lots 4, 4.20, and 12.01 and forward to Mr. Morrill
- Mr. DeVita informed committee that there is a property off Swimming River Rd., near Lincroft border, that should be investigated for purchase – would be good for a boat launch and is attached to 5 acres already owned by the borough – Mr. DeVita will talk to the realtor to find out further details
Subcommittee Reports
River Trails – Mr. Buck
- At Liberty II the scouts have marked trails and are in the process of cleaning the trails
- A playground has been donated to add to the Sycamore Soccer Complex at a future date
Tech – Mr. Mayer
- A new website is being designed for the Open Space Committee – a test site may be available in Jan 2008 and go live in Feb or Mar 2008

- Vice-President – Mr. DeVita nominated – Motion for approval by Mr. DeVincens and seconded by Mr. Mayer

New Business
- An Open Space Priority List will be prepared in January as part of an updated Green Acres Application
- Mrs. Shin will bring registration forms for the New Jersey Conservation Foundation (www.njconservation.org) Conference to be held Sat, March 8, 2008 at the Hyatt Regency in New Brunswick
