1.0 Opening Comments

Arshad Hafeez introduced Ulrich Peters the Vice Chairman of MTU Aero Engines in Germany. Ulrich Peters welcomed the attendees to the meeting and to Germany.
The meeting was called to order and it was determined that there was a quorum. Arshad Hafeez acknowledged the proxies. A motion was made to approve the proxies. All members were in favor and the proxies were accepted. Arshad introduced the new Prime members namely Michel Pierantoni, EADS Eurocopter; David Jimenez, EADS CASA; Joel Remond, Snecma (Hispano-Suiza); and Michel Sanders, Sonaca.
A motion was made to approve the NMC minutes from the January 2005 Nadcap meeting. The motion was seconded and the January 2005 NMC minutes were approved.
All new Prime members, NMC members and Task Group Chairpersons made an introduction and all new attendees to the meeting made an introduction.
2.0 PRI/Nadcap Status Report

Arshad Hafeez gave the PRI/Nadcap Status Report combined with the NMC metrics. It was noted that PRI has achieved 84% of their audits scheduled plan for 2005. The new Primes were noted namely Latecoere, Liebherr-Aerospace SAS, Sonaca, Snecma Group and Zodiac. Please see the attached presentation.
Arshad Hafeez presented the NMC Metrics and explained the First Yield Pass (MOS #9), Audit Cycle time (MOS #16) and Audit Report-in-Review (MOS #17) metrics. It was noted that the average Initial audit cycle time for the US is 128 days and for Europe is 111 days. The year end goal is 102 days. PRI is exceeding the 20% cycle time reduction for Reaccred audit cycle time. Please see the attached presentation.
3.0 NMC Chairpersons’ Report
Chet Daté gave the NMC Chairpersons’ Report and explained Nadcap’s Vision and Strategies. Chet Daté reported on the key activities of the NMC. The focus being the Checklist on Demand and Escape Data Collection & Analysis. Please see the attached presentation.
Chet Daté introduced the NMC sub teams:
§ Chet Daté presented the metrics sub team.
The 6 metrics the NMC tracks and the goals for 2005 were explained. The control for cycle time reduction was covered and it was noted that the number of audits over 150 days is on the decline with the goal of no audits over 150 days to be achieved by October 2005. Chet Daté explained audits with no valid Quality System were contributing to audits over 150 days. The NMC have proposed to change NOP-002 in order to eliminate this as a factor. Please see the attached presentation.
§ Steve Meyer presented the ethics and appeals sub team.
The sub-team is presently looking at completing an analysis of previous appeals to determine if there are trends where Nadcap processes can be improved to reduce appeals.
§ Camille Valmy presented the globalization sub team.
The Globalization sub team is focusing on a technical glossary and English translation recommendations. Please see the attached presentation for the status.
§ Jay Park presented the oversight sub team.
Jay Park went through the names of the participating Primes. The sub-team has received the names of the auditors and has almost completed the checklists for the Oversight Audit.
§ Mike Spencer presented the task group standardization sub team.
A questionnaire was sent to the Task Groups to determine each Task Groups practices. The questionnaire was evaluated and areas of concern were identified. Five areas were identified as needing a “deep dive” analysis. Please see the attached presentation.
4.0 Task Group Reports
Task group Chairpersons briefly reported on their activities.
AQS – The task group is working on developing a new checklist for AC7004.
CP – This task group is presently working on the checklist on demand.
CT – The Coatings Task Group at present has a checklist with SAE. An observer from Eurocopter has been attending the meetings. The task group is at present aligning itself with the NMC goals.
COMP – The task group recently had six primes mandate suppliers. They had their third consecutive supplier symposium.
ETG – The task group has completed and is publishing the checklist for Printed Circuit Boards. They have completed their second pilot audit and have identified areas which need translation. The task group is growing with two new Prime members and one new supplier.
HT - The task group is at present making a recommendation to increase the supplier merit from 18 months to 24 months. They have developed a Supplier Technical Sub Task Group (STSTG) and appointed Johanna Lisa as the lead. Common findings reported by suppliers with RCCA will be posted on the web for all suppliers to view. The task group has piloted their new checklist and reported they are in particular need of European Auditors.
MTL – Following the NMC metrics this task group has put processes in place to align themselves with the NMC goals. At the Frankfurt meeting the task group is focusing on going though the checklist ballot results.
NMSE – The task group is reviewing the NMC metrics and reviewed the Task Group Staff Engineer delegation process. The pilot audits for the baseline checklist are complete. The baseline checklist for Surface Enhancements will be completed this week and pilot audits will follow.
NDT – The task group is working on their baseline audit checklist. They are at present resolving comments from the ballot results. The task group is implementing new initiatives. When audits are near on failing they will become an Agenda item at the bi-weekly meetings in order to offer support. The task group will be tracking supplier advisories to closure. They have established Auditor training for October and conducted 3 interviews with new auditors. They have a supplier symposium scheduled for October.
WLD – The task group is working on baseline checklists and specifications.
Chet Daté thanked all Task Group Chairs for their ongoing hard work and time spent dedicated to the Task Group.
5.0 Supplier Support Committee report
Ed Englehard presented the Supplier Support Committee Report. Please see the attached presentation.
Ed Engelhard announced that the SSC is looking for European and Asian support and interested suppliers should contact himself or Don Buhler.
6.0 New Business
Chris Diepenbrock of Boeing who was previously the AQS Task Group chair is relocating to China and was recognized for his efforts and presented with a certificate by Arshad Hafeez.
Arshad Hafeez presented Mike Spencer and Doug French from Vought Aircraft Industries, Inc. with their NUCAP certificate.
